{"id":8339,"date":"2017-01-07T16:07:25","date_gmt":"2017-01-07T09:07:25","guid":{"rendered":"http:\/\/sovhtt.hanoi.gov.vn\/en\/?p=8339"},"modified":"2017-10-26T16:09:51","modified_gmt":"2017-10-26T09:09:51","slug":"ha-noi-year-administrative-rules-2017-executed","status":"publish","type":"post","link":"https:\/\/sovhtt.hanoi.gov.vn\/en\/ha-noi-year-administrative-rules-2017-executed\/","title":{"rendered":"Ha Noi Year of Administrative Rules 2017 executed"},"content":{"rendered":"<p>Further building on the results achieved in 2106, continuing to effectively implement the Directive No. 26\/CT-TTg released by the Prime Minister on strengthening the disciplines and rules in the state administrative organs at all levels, Chairman of Ha Noi People\u2019s Committee Nguyen Duc Chung has signed to issue the Directive No. 01\/CT-UBND on realization of the \u201cYear of Administrative Rules 2017\u201d.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-medium wp-image-8340\" src=\"https:\/\/sovhtt.hanoi.gov.vn\/en\/wp-content\/uploads\/2017\/10\/1-54-600x404.jpg\" alt=\"1\" width=\"600\" height=\"404\" srcset=\"https:\/\/sovhtt.hanoi.gov.vn\/en\/wp-content\/uploads\/2017\/10\/1-54-600x404.jpg 600w, https:\/\/sovhtt.hanoi.gov.vn\/en\/wp-content\/uploads\/2017\/10\/1-54.jpg 1008w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/p>\n<p>The Directive clearly reads that in 2016, the Capital\u2019s socio-economic, defence and foreign relation security fields have greatly witnessed positive changes; the administrative reform has been regularly identified as a key task and breakthrough; the methodologies in leading, steering and running the City have been renewed in the close, determined manner, and right people, right responsibility; the rearrangement and restructuring of the organizational apparatus of the Departments, branches and state specialized functional units have been fruitful, making a precondition to the administrative reform, hightening the service quality in City\u2019s administrative machine.<\/p>\n<p>With the aim of creating a strong, positive momentum in effectively managing, operating and raising the service quality among cadres, civil servants and the state administrative bodies, Ha Noi city has selected 2017 as the \u201cYear of Administrative Rules 2017\u201d.<\/p>\n<p>In order to implement the \u201cYear of Administrative Rules 2017\u201d, Chairman of the Municipal People\u2019s Committee has requested all the sectors, levels, cadres, civil servants, officers in the entire city:<\/p>\n<ol>\n<li>Totally review, supplement and perfect the regulatory and statutory documents, sets of administrative procedures, process, working rules of the levels, branches in accordance with the laws and regulations.<\/li>\n<li>Carry out effectively the line-up and restructuring of every part and focal point under the organizational apparatus ranging from the City to district and town levels, making it in line with the principle \u201cone focal point \u2013 one throughout thing\u201d.<\/li>\n<li>Cadres, civil servants and officers working at the differrent sectors and levels must fulfil the assigned tasks in conformity with the working process and rules; raise the high sense of morals, disciplines, public service rules, responsibilty, attitudes to serve people; observe rules and behavioural culture among cadres, civil servants and officers.<img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-medium wp-image-8341\" src=\"https:\/\/sovhtt.hanoi.gov.vn\/en\/wp-content\/uploads\/2017\/10\/2-45-600x400.jpg\" alt=\"2\" width=\"600\" height=\"400\" srcset=\"https:\/\/sovhtt.hanoi.gov.vn\/en\/wp-content\/uploads\/2017\/10\/2-45-600x400.jpg 600w, https:\/\/sovhtt.hanoi.gov.vn\/en\/wp-content\/uploads\/2017\/10\/2-45-300x200.jpg 300w, https:\/\/sovhtt.hanoi.gov.vn\/en\/wp-content\/uploads\/2017\/10\/2-45.jpg 620w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/li>\n<\/ol>\n<ol start=\"4\">\n<li>Delegate Directors and Heads of the Departments, branches and state specialized functional units under the City, Chairmen of district-level and commune-level People\u2019s committees to highten the awareness among the bodies, units, belonging parts, the entire cadres, civil servants and officers of the contents, requirements of the Directive. Regularly speed up, check, evaluate, partially sum up and totalize the wrap-up of implementation results; generalize widely among the public and socio-political organizations on the \u201cYear of Administrative Rules 2017\u201d.<\/li>\n<li>Task the Department of Home Affairs as the standing agency in the execution of the Directive, following up the progress and outcomes of its implementation at organs and units and compiling the situation on a quarterly basis to report to the City\u2019 Chairman.
