<\/p>\nThis success may be attributed to advices offerred by the district\u2019s Steering Committee on the movement of people solidarity for building up a good cultural life to district party committee and resolution issued by the district People’s Council the targets on social and cultural development and its scheme on development of a center for culture and sport in villages, communes and towns. Annually, the Steering Committee has given instructions on consolidation and improvement of apparatus, task assignment to each member, implemented reviewing to withdraw experience, popularize and apply advanced models as well as new elements in the movement; organized professional training courses for social and cultural civil servants, members of the steering committees of communes and towns, heads of villages on giving instructions and management of grassroots movements.\u00a0The movement on building up cultural families, cultural villages, cultural residential areas and criteria of the movement was deployed in each village and commune for recognition and implementation. Accordingly, the households have been aware of compliance with the Party’s guidelines and policies, the State’s policies and laws and actively participated in making physical and intellectual contribution to the country. Registration, comments and requests for recognition of cultural families were publicly and democratically implemented following the required standard; therefore the quality and quantity of cultural families have been increasingly increased. Up to now, the entire district has more than 90% of cultured households as cultural ones; cultural institutions at grassroots have been further invested, upgraded, built and brought out effectiveness. 117\/158 residential areas have cultural houses, in which 30 ones meet the standard, 28\/28 communes and towns with planned sports grounds, including 10 communes having sports grounds; 100% of communes and towns having legal bookcases, maintaining 125 clubs of culture, art and sports. Basic institutions take all advantages of its use and are considered as the meeting place of residents. They are places for cultural, art and sports activities, creating a cheerful and exciting atmosphere in villages and attracting active and self-conscious participation of residents.\u00a0Attention has been paid to conservation of relics, tangible and intangible cultural heritage such as Bai Bong dancing, singing at the village gate in Phu Nhieu – Quang Trung, Chanh Thon – Van Nhan Ca Tru, kneading Xuan La – Phuong Duc, slang and Da Chat village festival.. There are 112 classified relics\/ vestiges in the entire district, including 35 ones ranked at national level, 77 ones ranked at city level, typically Hoang Ha bronze drum ranked at Dong Son second-best. The origin is currently kept at Museum of Vietnamese History and the duplicates kept at the district. At the same time, cultural festivals have been well-organized and well-managed. Phu Xuyen district implemented well Directives of the Party Committee. There are also many changes in civilized lifestyle in weddings, funerals, festivals, and congratulations to someone on his\/her longevity. There are around 400 weddings per year in the district, including 30% of weddings with the implementation of the new cultural lifestyle; 15% – 20% of cases of deaths were taken to incinerators.<\/p>\n

The rate of teachers who meet standards of all educational grades is increased. There are many positive changes in the educational quality in terms of both quantity and quality. In 3 consecutive years, the district had pupils who passed the university entrance exam. The rate of pupils who are eligible to move up and graduate from university annually varies from 97.2% to 99.6%. The district has basically eliminated temporary classrooms. For 4-grade classrooms, there are more than 20 schools which meet national standards\u00a0\u00a0Attention has been paid to medical and health care fields with remarkable improvemetns. An investment amount of VND 189 billion was put into construction of the district general hospital, An investment amount of VND 11 billion was put into construction of Tri Thuy General Hospital. 100% of commune health stations have doctors; there are medical staff in villages. Implemented national targeted programmes in medical field have been implemented effectively. The rate of vaccination for children of less than 1-year ole reaches 99%. 100% of children are entitled to Vitamin A. 20\/28 of communes and towns meet medical standards.<\/p>\n Over the past five years, Phu Xuyen district has provided advices on vocational training for 25,000 people; organized 228 vocational classes for over 6,990 people, organized 3 job transaction sessions. Attention was also paid to the implementation of policies for policy beneficiaries. More than VND 45 billion was mobilized for investment, newly construction and rectification of houses for 1,315 poor households. From these practical activities, up to now, the rate of poor households in the district have decreased by 2.42% in each year with more than 8,000 households.
