<\/p>\nIn the morning of September 26, the Steering Committee for the 04-CTr\/TU Program led by Mr. Nguyen Van Phong, Head of the Propaganda and Education Board of the Municipal Party Committee and Deputy Head of the Steering Committee, worked with the Department of Culture and Sports on the implementation of the \u201cDeveloping culturally and socially, enhancing the quality of human resources of the capital city, creating the impression of elegant and civilized behaviors of Hanoians\u201d program in 2017.<\/p>\n

In its report at the meeting, the Department of Culture and Sports stated that the 04-CTr\/TU Program of the Municipal Party Committee has been implemented by the Department with a focus, following the direction of the Municipal Party Committee, Municipal People\u2019s Committee, and the Steering Committee. The Department of Culture and Sports is assigned by the City to carry out 21 missions, fulfill 5 targets, and implement 6 schemes and 2 projects. The fulfilling of the three targets on building cultural models, namely \u201cCultural Families\u201d, \u201cCultural Villages\u201d, and “Cultural Residential Groups\u201d, the main contents of the \u201cPeople unite to establish civilized life\u201d movement, reached or exceeded expectations every past year and the Department had since continued to guide the localities on the enhancement of the quality of cultural models. As for the remaining two targets which are \u201c100% of villages have cultural houses or locations for community activities\u201d and \u201c100% of communes have establishments for sports and physical training according to criteria for building new rural areas\u201d, the Department has cooperated with the Department of Agriculture and Rural Development in advising the Municipal People\u2019s Committee on mobilizing budgets of the city and localities as well as socialized funds to build and complete cultural and sport establishments for the city\u2019s new rural communes by 2020. Mr. To Van Dong, Director of Department of Culture and Sports, asserting that the Department will focus on quality rather than quantity only to reach the targets.<\/p>\n At the meeting, Mr. To Van Dong, Director of the Department of Culture and Transport, asserted that the Department would ensure the fulfillment of the targets in each stage with focus being put on quality rather than quantity. In addition, he also proposed the Steering Committee to consider some difficulties that the Department encountered during the implementation of Program 04. According to Mr. Dong, the main cause leading to the delayed completion of the schemes and cultural establishments as well as the fulfillment of the targets derived from resources. It is necessary to apply a specific mechanism, especially in financing, for the implementation of the program due to difficulties in obtaining socialized funds which result in the program relying mainly in state investment. Another objective reason is the districts not paying adequate attention to and building a close following on the implementation, which was required to change by the Department. Departments and sectors with delayed schemes and projects were also required to report to the Municipal Party Committee and Municipal People\u2019s Committee for addressing difficulties and problems. In addition, the departments and sectors must flexibly apply Capital Law in addressing shortcomings in the course of implementation. Difficulties in the implementation of policies in relation to relics, in particular, are dilemmas to the cultural sector as focus can only be put on some relics while Hanoi has more than 6000 relics and a majority of them are in rural districts which have limited budgets. The Department suggested that the city increase support in terms of resources for conservation to prevent the degradation and promote the value of the relics. \nThe Department has also completed the \u201cPerfecting the system of cultural and sport establishments of Hanoi City and its localities\u201d and the \u201cRegulations on management and operation of cultural houses of villages and residential groups in Hanoi City\u201d schemes for submission to the Municipal People\u2019s Committee.
\nIn strengthening the management, renovation, and promotion of value of scenic relics, the Department has advised the City on the issue of regulations on management, protection, and promotion of value of cultural and historical monuments and scenic relics in the city. The Department has cooperated with the districts and towns in selecting, reviewing, determining the list of monuments and scenic relics to be renovated and embellished, and proposing the sources of funds for the implementation of the work in the period of 2016-2020. The Department has also made proposals for investment in 1 or 2 relics in each district and town for tourism development.
\nThe Department also focused on cultural exchanges and cultural and artistic development. In regard to sports, the Department has conducted a review of sports facilities in preparation for the 2018 National Games and the 31st<\/sup> Sea Games. The mass physical training and sport activities across the city have also been focused on right from the beginning of the year. The professional sport field has been of great interest and invested in to ensure the effective training and competition, and high achievement in international and national tournaments. In particular, at the 29th<\/sup> SEA Games in Malaysia, Hanoi\u2019s athletes won 50 out of 168 medals won by Vietnamese athletes in 17 subjects, contributing to the third position of the Vietnamese sports delegation, after Malaysia and Thailand.
\nIn addition, the Department also actively advised the Municipal People\u2019s Committee on creating the impression of elegant and civilized behaviors of Hanoians. In particular, the Department has advised the city on issuing codes of conduct for officials, civil servants, public employees, and officers of Hanoi City\u2019s authorities and codes of conduct in public places; drafting codes of conduct in schools and hospitals; drafting \u201cRegulations on management and organization of street food services in Hanoi City\u201d; and issuing speaking standards for officials, civil servants, public employees, and officers of Hanoi City\u2019s authorities.<\/p>\n![\"\"](\"https:\/\/sovhtt.hanoi.gov.vn\/en\/wp-content\/uploads\/2017\/12\/2-52-600x450.jpg\")

\nIn his speech concluding the meeting, Mr. Nguyen Van Phong, Head of the Propaganda and Education Board of the Municipal Party Committee and Deputy Head of the Steering Committee for Program 04, recognized the results of the implementation of Program 04 of the Department of Culture and Sport in its role as the standing body, especially its advisory role to the Steering Committee, Municipal Party Committee, and Municipal People\u2019s Committee. He suggested that the Department of Culture and Sports soon deliver an assessment on the socialization of the renovation of historical-cultural relics. The Department and especially the non-business units were required to propose autonomy plans in accordance with Decree 16. More attention was required to be paid to the building of cultural models and cultural – sport establishments in districts, villages, and communes. The Department of Culture and Sports was also asked to deliver an assessment on regular major national and regional sporting and cultural events and coordinate with the Department of Education and Training in adding and updating the Codes of Conduct for Establishing Elegant and Civilized Behaviors to student textbooks.<\/p>\n
