Building the role model of the new era young generation is one of the three main tasks of the Hanoi Youth Union in implementing Program 06-CTr/TU of the Hanoi Party Committee (including: Building a cultural environment – Awakening development potential – Perfecting the role model of Hanoi youth).
Since 2018, the Standing Committee of the Hanoi Youth Union has developed a Plan to implement the campaign “Building the Role Model Values of the Capital’s New Era Youth,” targeting six criteria and six values. The six criteria are: Strong resilience, Rich knowledge, Cultural conduct, Compliance with the law, Robust health, and Proficient skills. The six values are: Pioneering, Exemplary, Solidarity, Responsibility, Creativity, and Integration.
The role model values of the Capital’s youth are universal, suitable for the majority of young people, and serve as a goal for youth to strive toward. The six criteria and six values are not set excessively high, have specific meanings, are practical, and are built on the foundations of the previous phase with adjustments and additions suitable for the current stage and requirements of the era. The criteria and values are structured logically and concisely to help youth easily understand, remember, internalize, and apply them anytime, anywhere.

In implementing the campaign, the Hanoi Youth Union has affirmed its role in identifying and nurturing young talents across various fields, contributing to improving the quality of the young workforce. Activities such as exchanges, forums, dialogues, commendations, and recognitions are regularly organized; honoring youth members with outstanding achievements in studying, working, and scientific research, including: Outstanding young faces of the Capital; advanced youth following Uncle Ho’s teachings; recognition of excellent valedictorians; “Five-Good” students; “Three-Discipline” students; “Three-Good” students; exemplary young teachers; awards for talented, friendly young officials, public servants, and employees; recognition of skilled young workers; children honored as Uncle Ho’s good children… Over seven years of organization, the Youth Union has honored 70 outstanding young faces of the Capital, 2,256 excellent valedictorians registered in Hanoi’s Golden Book of Tradition. Annually, more than 100 exemplary youth following Uncle Ho’s teachings and outstanding youth Union officials of the Capital are recognized. Many exemplary young people have demonstrated their competence, capacity, moral qualities, and exemplary behavior in studying, working, and participating in activities, making active contributions across social life fields and forming a high-quality young workforce for the Capital and the country.
Youth Union accompaniment activities aim to develop youth comprehensively in morality, knowledge, physical fitness, and aesthetics, with more than 50 talent clubs and over 6,000 young participants in teams, classes, and clubs to provide holistic education for Hanoi children, thereby identifying and nurturing young talents in multiple fields. Recently, programs and movements have all focused on building the Capital’s youth role model with six criteria and six values. This includes promoting the strengths of specific youth groups: (1) promoting students in schools to form an online culture and reading culture associated with self-study, self-discipline, building a learning society linked to information technology application and digital transformation; (2) enhancing the role of youth in the worker and public servant sector in implementing the two Codes of Conduct in the city and the movement “Excellent Advisory, Good Service”; (3) leveraging the community cohesion of youth in residential areas to build young cultured families and volunteer activities for community life.

Youth Actively Participate in “Green Sunday” with Numerous Environmental Protection Activities
Youth Union organizations at all levels actively mobilize social resources to repair, upgrade, and build new cultural facilities for children and adolescents, especially in apartment complexes and new urban areas. Numerous meaningful activities are organized throughout the Union, such as: “Green Sunday,” youth projects like “Mural Streets, Youth Flower Streets,” “Flowering Electric Cabinets,” “Friendly Toilets,” and “Friendly Waste Sorting Facilities” in 100% of youth teams across the city. Hundreds of youth projects have been implemented; hundreds of thousands of residents are supported annually… These are prominent highlights, leaving practical marks of Hanoi youth, contributing to forming a polite, civilized personality of the Capital’s younger generation. Alongside this, promoting the spirit of “Hanoi of Affection,” “Hanoi for the Country, with the Country,” the Hanoi Youth Union – Hanoi Youth Federation – Hanoi Student Association – Hanoi Children’s Council have launched and implemented numerous meaningful programs and activities to support disadvantaged localities and people in Hanoi and nationwide.

To improve the quality of the campaign implementation during 2023-2027, the Hanoi Youth Union organized the seminar “Building the Role Model of the Capital’s New Era Youth, 2023-2027,” themed ‘Aspiration of Youth.’ At the seminar, delegates, exemplary Hanoi Youth Union officials, members, young people, and students presented, exchanged, and proposed solutions to further effectively implement the campaign; shared successful models, creative approaches currently implemented effectively in localities and units; identified existing limitations; and proposed solutions on propaganda, education, and activities of the Union, Federation, and Children’s Council to implement the campaign effectively in the future. Many dedicated opinions included: to build the Capital’s youth role model in the era of international integration, it is necessary to fulfill the pioneering mission of digital transformation. Union members and youth must be the first to change their mindset and awareness regarding digital transformation, thereby changing habits and proactively applying digital technology in specific tasks. Hanoi youth need to uphold the value of “Pioneering” and the criterion of cultural conduct, where “Pioneering” must go hand in hand with responsibility.
