On November 15, 2021, the Hanoi City People’s Committee issued Decision No. 4839/QD-UBND on the recognition of Co Loa Special National Relic tourist spot.
Accordingly, the Hanoi City People’s Committee recognized the Co Loa Special National Relic tourist spot located at Co Loa commune, Dong Anh district, Hanoi city as a tourist destination. Thang Long – Hanoi Heritage Conservation Center is a unit responsible for managing, exploiting and developing the tourist spot in accordance with the provisions of the Law on Tourism and related legal documents.
Co Loa was the capital of Au Lac state under An Duong Vuong (3rd century BC). In the 10th century, Ngo Quyen again selected it as the capital, opening a period of independence and national autonomy, building a centralized feudal state in our country.

Co Loa Citadel is considered by archaeologists as “the oldest citadel with the largest scale and the most unique structure in the history of citadel construction of the ancient Vietnamese”. The main material used to build the citadel is soil, then stone and broken pottery, including 9 spirals. The outer circumference is 8 km, the middle ring is 6.5 km, the inner circle is 1.6 km, the central area is up to 2 km²… The citadel was built by the method of digging the ground for digging trenches, embanking wall for building ramparts. When building the citadel, the ancient Vietnamese knew how to make the most of and skillfully use the natural terrain: The hills and mounds are heightened with soil to build two outer walls, so they are curved following the terrain but not straight like the central wall. The ancients built the citadel next to the Hoang River to use this river as both a moat to protect the citadel and a source of water for the entire trench system as well as an important waterway. The Ca lagoon located in the East is used to turn into a harbor as a gathering place for hundreds of boats…

According to the Decision, the following departments and branches of Tourism, Culture and Sports, Natural Resources and Environment, Construction, Transport, Agriculture and Rural Development, Dong Anh District People’s Committee, Hanoi City Public Security… is responsible for guiding the organization of management, exploitation and investment in the construction of Co Loa Special National Relic tourist spot in accordance with the provisions of law and the City, ensuring sustainable and effective development.
