The first prize in the competition’s Final Round (Eloquent Oratory and Artistic Talent) belongs to the Youth Union of Hanoi National University of Education.
On the evening of December 7, at the main stage of the City Cultural Center (7 Phung Hung, Ha Dong, Hanoi), the Department of Culture and Sports of Hanoi collaborated with the Hanoi City’s Student Union to organize the Final Round of the “Building Elegant and Civilized Hanoians” oratory competition in 2023.
In attendance were Mr. Luong Duc Thang, Deputy Director of the Department of Grassroots Culture (Ministry of Culture, Sports, and Tourism); Ms. Tran Thi Van Anh, Deputy Director of the Hanoi Department of Culture and Sports; Mr. Nguyen Tien Hung, Deputy Secretary of the Hanoi Youth Union, Chairman of the City’s Student Union; Ms. Ly Thi Thuy Hanh, Director of the City Cultural Center; representatives from departments and units of the Hanoi Department of Culture and Sports; Youth Union and Student Union officials from colleges, academies, and universities in Hanoi, along with a large number of students.
The Organizing Committee presented commemorative flags to the participating units in the competition.
The competition is designed for students studying at colleges, academies, and universities in Hanoi, providing an opportunity for young people to exchange, learn, and continue to build the model of the new-era Hanoi youth associated with cultivating elegant and civilized Hanoians. It helps them confidently express their passion, creativity, active connectivity in the community, and demonstrate the aspirations and personal views of Vietnamese youth in the digital age, aiming to contribute to the goal of building Hanoi as a creative city that is “Cultured – Civilized – Modern.”
Launched from September 18 to November 22, the competition was widely implemented in 59 Youth Union branches and 42 affiliated Student Union branches. Speaking at the opening of the competition, Mr. Nguyen Tien Hung, Deputy Secretary of the Hanoi Youth Union, affirmed: Being an elegant Hanoian is the essence of Hanoians. Today, we collectively answer the question of who a Hanoian is. Every day, every hour, the refined features of the capital, and the cultural values of Hanoians, permeate each of us. Therefore, each of us has a responsibility to preserve and promote the beautiful cultural traditions left by our ancestors while adding new values to the refined qualities of Hanoians in the new era.
Mr. Nguyen Tien Hung, Deputy Secretary of the Hanoi Youth Union and Chairman of the Hanoi City Student Union, delivered the opening speech.
Participating in the competition, the students of the capital had the opportunity to showcase their creativity and join hands with the city in cultivating elegant and civilized Hanoians. This event is also one of the practical and representative activities celebrating the success of the 8th Congress of the Hanoi City Student Union, moving towards the 11th National Congress of the Vietnam Student Union for the term 2023-2028.
The competition consisted of two rounds: The Preliminary round for Video clip submissions and the Final round for Eloquent Oratory and Artistic Talent.
The Video clip round took place on November 23 at the Kim Dong Cinema – City Cultural Center, attracting 100 entries. Each participating group submitted one work with a maximum duration of 7 minutes. According to the judges’ evaluation, the entries showcased sophisticated production, high quality, meaningful and practical content, professional subtitling, voiceovers, and technical effects, creating a wide-reaching impact and strongly inspiring the youth community. This contribution helps improve and build a new urban civilized lifestyle.
In the Video clip round, the Judging Panel selected 1 First Prize, 2 Second Prizes, 3 Third Prizes, 20 Encouragement Prizes, and 5 Specialized Consolation Prizes. Additionally, they selected the top 9 outstanding Video clip entries to advance to the Final round.
The Final round comprised three parts: Eloquent Oratory, Situation Handling, and Artistic Talent. In this round, contestants delivered high-quality, vibrant, and breakthrough performances to captivate the Jury and the entire student body of Hanoi. Contestants eloquently spoke on topics such as environmental protection, the cultural traditions of Hanoi’s residents, building an elegant and cultured Hanoian identity, preserving and passing on the cultural and artistic heritage of Hanoi, and the responsibility of the younger generation in preserving the refined and cultured characteristics of this thousand-year-old land. Contestants actively explored, discovered, and reflected on the current situation, presented positive models, and criticized negative behaviors. They also proposed solutions to construct an elegant and cultured Hanoian identity. The message conveyed by the contestants to the community is that everyone should change their perception and behavior in small daily actions, such as yielding on escalators, avoiding vulgar language, abstaining from violent behavior, disposing of trash properly, and adhering to traffic etiquette.

In the Eloquent Oratory and Artistic Talent rounds, the Jury selected 1 First Prize, 3 Second Prizes, 5 Third Prizes, and 5 Specialized Consolation Prizes.
The First Prize for the Video clip round went to the Culture Team from Hanoi University of Culture.
The Second Prizes for the Video clip round were awarded to the Student Union of Hanoi National University of Education, and the Inter-Faculty Union of Urban Management at Hanoi Architectural University.
The Third Prizes for the Video clip round were claimed by the Student Union of the Vietnam Academy of Finance – Team 1, the International School Student Union at Vietnam National University, Hanoi, and the 23E9 English Pedagogy Department at the University of Languages and International Studies – Vietnam National University, Hanoi.
Additionally, there were 20 Consolation Prizes and 5 Specialized Consolation Prizes for the Video clip round. Impressive Commentary Award – Radio and Public Relations Department at the National Economics University; Movement Award for Hanoi Pedagogical University 2, Hanoi University of Labour and Social Affairs, Hanoi Metropolitan University, and Thuyloi University.
The First Prize for the Overall Competition (Eloquent Oratory and Artistic Talent) was awarded to the Student Union of Hanoi National University of Education.
The Second Prizes for the Eloquent Oratory and Artistic Talent rounds were secured by the Student Union of the Vietnam Academy of Finance – Team 1, the Law Faculty Union at Hanoi Open University, and the Culture Team from Hanoi University of Culture.
The Third Prizes for the Eloquent Oratory and Artistic Talent rounds were claimed by the Student Union of International School, Vietnam National University, Hanoi, the 22E3 English Pedagogy Department at the University of Languages and International Studies – Vietnam National University, Hanoi, the Inter-Faculty Union of Urban Management at Hanoi Architectural University, the 2252 Law Department at Hanoi Open University, and the 23E9 English Pedagogy Department at the University of Languages and International Studies – Vietnam National University, Hanoi.
Additionally, there were 5 Specialized Consolation Prizes for the Eloquent Oratory and Artistic Talent rounds.
