Speaking at the ceremony, Minister Nguyen Van Hung emphasized: “Uncle Ho told that “Emulation shows the patriotism, patriotism requires emulation”. Uncle Ho pointed out that the harder situation, the more we have to emulate. Therefore, in the context of complicated COVID-19 pandemic, the Party and the State are focusing on making the best efforts to realize the dual goals with the spirit of determination and solidarity at the higher level”.

Minister Nguyen Van Hung said that the call of General Secretary Nguyen Phu Trong to the entire Party, army, and people on COVID-19 prevention and control shows the consensus of the Party and the people.

Minister Nguyen Van Hung said that, after consolidating, the Emulation and Commendation Council held a meeting under the chairmanship of Prime Minister Pham Minh Chinh and launched the peak emulation session with the theme “The whole country shows the solidarity in preventing, controlling, and repelling the COVID-19 pandemic”.

The Prime Minister emphasized the promotion and arousal of the spirit of solidarity to defeat the pandemic. Victory over the pandemic is the people’s victory under the leadership of the Party and administration of all levels of government.

“The culture, sports, and tourism industry of the whole country is facing many difficulties, however, we have to be more determined to well implement our tasks” – said Minister Nguyen Van Hung.

In addition to regular tasks, the institutionalization of the Party’s guidelines, mechanisms, and policies with the State’s legal normative documents should be implemented in 2021.

Accordingly, the Ministry of Culture, Sports, and Tourism has proposed the Law on Cinema (as amended) to the Government so that Government will require the National Assembly for consideration. Besides, the Law on Prevention of Domestic Violence (as amended) and the Decrees related to the field of Culture, Sports, and Tourism are in the research stage.

The Minister added that the Ministry has focused on redirecting certain non-business activities that have usually been organized on a centralized scale by taking advantage of the 4.0 revolution and digital technology to continuously perform the tasks of the industry.

The creative art programs show the people’s connection and sharing of love to overcome the pandemic. “The images of artists entering the pandemic zones, and the songs performed on TV, online theaters are likened to spiritual vaccines to help people have more strength to fight against the pandemic” – emphasized the Minister.

In addition to focusing on high-performance sports, the industry has also flexibly applied many options, and made the best use of technology in sports activities such as introducing exercises suitable for each age group with the motto “Physical exercise beats COVID-19”.

The Ministry has also focused on restructuring the tourism sector to request the Government to issue a mechanism that supports tour guides affected by the pandemic to maintain the industry’s human resources during the pandemic time. In addition, a scenario to welcome international tourists when the pandemic is under control and to restructure the tourism market by focusing on domestic tourism and digital transformation in the tourism sector has also been proposed.

On behalf of the Ministry’s leadership, Deputy Minister Trinh Thi Thuy launched the special emulation movement “The whole country shows the solidarity in preventing, controlling, and repelling the COVID-19 pandemic” in the culture, sports, and tourism industry.

According to the Minister, those results show that the whole industry was determined to take action and the culture has been spread to the community.

“It is necessary to continue to review what has been and is being done effectively to make promotion in a determined manner with specific results and data. That is a good way to respond to the program launched by the Prime Minister” – requested the Minister.

At the ceremony, on behalf of the Ministry’s leadership, Deputy Minister Trinh Thi Thuy launched the special emulation movement “The whole country shows the solidarity in preventing, controlling, and repelling the COVID-19 pandemic” in the culture, sports, and tourism industry with 5 specific items.

Firstly, to promote the endogenous strength of culture throughout the industry. The Party Committee of the Ministry, political unions and each cadre, civil servant, public employee, artist, coach, athlete, and employee of the culture, sports, and tourism industry should raise their awareness and responsibility with the motto “each cultural cadre represents a cultural lifestyle” and “proper perception – good action”, and strictly comply with the direction of the Party and State, and the guidance of the Ministry of Health on Covid-19 pandemic prevention and control. Everyone should actively encourage and urge their colleagues, relatives, and others to participate in pandemic prevention and control, absolutely not to be subjective and inattentive so that the pandemic cannot spread to their agencies and units and break out in the community. Priority should be given to the protection of people’s health and life, and the safety at each agency and unit in the whole industry.

Secondly, to care for the health and life of officials, public servants, public employees, and workers in the whole industry with the spirit of “A stitch in time saves nine”. It is required to promptly give support to officials in the art sector, and tour guides under the Government’s Resolution No. 68/NQ-CP dated July 1, 2021; continue to review and request the competent authorities to supplement the beneficiary subjects and fields of the industry that have been heavily affected by the Covid-19 pandemic; and research solutions to overcome difficulties for art units and tourism businesses.

Thirdly, to continue to inherit and promote the industry’s glorious 76-year tradition to enhance the “soft power” of culture, especially in the context of the complicated development of the Covid-19 pandemic. It is necessary to organize and actively participate in art performance activities that are “rich in type, unique in content, and diverse in form” to become the “spiritual vaccine” for the people to overcome the pandemic with specific targets set out at the ministerial level as follows: Successfully organizing 28 art programs on VTV, VOV, People’s Television, National Assembly television and on the digital platform; organize film weeks, themed film festivals and post 50 Vietnamese films on YOUTUBE channel of the Vietnam Film Institute to serve the People; continue to maintain and promote the role of “Online Theater” model; and promote the construction and development of “Online Museum” model and digital transformation in the field of tourism, etc.

The Ministry of Culture, Sports and Tourism has raised nearly VND 800 million to support artists, coaches, and athletes who are facing difficulties due to the COVID-19 pandemic.

Fourthly, To follow the motto “Enthusiastic emulation – Timely communication – Accurate information – Replication of good things – Elimination of bad things”. The industry’s press and media agencies try to conduct propaganda and communication regarding the industry’s activities in an objective, accurate and timely manner. In addition, it is required to promote and disseminate human values and good traditional cultural values ​​of the nation; praise and encourage good people with good deeds; promote the spirit of solidarity and consensus, and consolidate people’s strength and faith to repel the pandemic.

Fifthly, to be resolute and persistent in implementing “the dual goals” throughout the industry. The whole industry should focus on not only pandemic prevention and control at the moment, but also the regular tasks and development tasks to realize “the dual goals”, which specifies that State management using legal instruments, mechanisms, and policies is the key and cross-cutting task; the concretization of the Resolution of the Party’s 13th National Congress in the culture, sports, and tourism field is a key task, creating prerequisite for the development of the periods 2021-2025 and 2021-2030; removing obstacles and bottlenecks that prevent the industry’s development is an important task; internal resources, human resources, and values of Vietnamese people should be taken as a fundamental and long-term strategy and a prerequisite for building, developing and affirming the position of the culture, sports, and tourism industry soon.

At the launching ceremony, the Ministry of Culture, Sports and Tourism initially raised nearly VND 800 million to support artists, coaches, and athletes who are elderly, suffer from diseases or are affected by the COVID-19 pandemic if they have made great contributions to art, culture, and sports of our nation./.
