Propagandization, mobilization and supervision of food safety for 2016-2020 intensified in Ha Noi

On the afternoon of 26 May, at the premises of the Vietnam Fatherland Forefront Committee of the Ha Noi city, Ha Noi People’s Committee and the Vietnam Forefront Fatherland Committee of Ha Noi co-oganized a conference on comments-seeking for the draft inter-agency plan, called  “ Propagandization, mobilization and supervision of food safety for the period of 2016-2020” on the area of the Ha Noi city. Mr. Nguyen Dinh Duc, Vice Chaiman of the Vietnam Fatherland Forefront Committee of Ha Noi and Mr. Hoang Duc Hanh, Deputy Director of the Health Department of Ha Noi co-chair the conference.

This inter-agency plan is aimed at propangandizing, mobilizing and raising the awareness, a sense of respobsibility of each individual, every family household, production and business foodstuff establishements, and local communites on the city areas; creating a fundamental change in production, processing, business operation of foodstuff  on the ground of the cultural practice, that is: the Capital folks are the safe foodstuff producers, the Capital people consume the safe foodstuff, making contribution to health protection, uplifting people’s life quality, enhancing the prestige in the process of international economic integration. The implementation of this plan will help readjust and ameliorate the management of food safety of the city, and based on that to recommend necessary amendments and supplements to policies and legal stipulations with a viewing to strengthening the state managerial efficiency over foof safety on the whole area of the Capital.

Speaking at the conference, Vice Chairman of the Vietnam Fatherland Forefront Committee of Ha Noi, Nguyen Dinh Duc said owing to the given matters in safeguarding the food safety on the city’s area, the formulation of the inter-agency plan would aim at creating strong public opinions, commending and multiplying progressive models in production, processing and business operation of safe foodstuff, at the same time resolutely condemning and dealing with acts of producing, processing and selling unsafe foodstuff, subject to the laws and regulations.

At the conference, there were 13 opinions by the representatives from the department, boards, branches and socio-political organizations. Almost all agreed to the plan, adding that there should be solutions to further speading propaganda to every individual and family household in connection with building and extensively duplicating the peasant household models, and producing and business operation units so as to commend them, hence bringing about pervasive effects in the society. Specific norms for food safety should be available for the convenience in the work of inspecting, evaluating and overseeing their observance by each unit as well as individual.

Ha Noi People’s Committee and the Vietnam Fatherland Forefront Committee of Ha Noi set the goal that by 2017, 100% residential zones, hamlets, subdistricts, towns located on the site would get involved in launching the propagandization, mobilization, inspection and supervision of the food safety;   approaching at least 50% agricultural production households to register and undertake producing, buying and selling safe foodstuff. All of the communes, subdistricts and towns  respectively recognized as new rurality and civilized urbanity should have to live up with the norms of food safety. By 2020, it is expected that at least 90% agricultural production, foodstuff  processing and dealing households would  join the registration and undertakings and over 70% households would be recognized as producers and dealers of food safety, and 100% producing, buying and selling foodstuff cooperatives and businesses considered as providers of safe foodstuff.

During 2 years of 2016-2017, Ha Noi would take South Tu Liem and Thanh Tri districts as the two pilot cases under this plan. And then each district and town would select from 2 to 3 communes, subdistrict or town as flagships and step by step draw experiences to expand on the whole area.
