Maximizing the potential and strengths of Hanoi’s culture and people in the sustainable development of the capital

These are efforts to stimulate creativity, reproduction, organizational renewal, export promotion, and promotion of cultural products, meeting the increasing spiritual needs of the public. Vietnam is a country with much strength to develop the cultural industry; however, the complicated impacts of the domestic and international situation are posing difficulties and challenges for this particular economic sector.

For the first time in the Party’s documents, the concept of “cultural industry” was officially mentioned on the Ninth Conference of the 11th Party Central Committee (May 2014).  One of the six tasks of building and developing Vietnamese culture and people to meet the country’s sustainable development requirements identified at the Conference by our Party is the task of “developing the cultural industry in parallel with the construction, perfecting the cultural market” with the aim of “exploiting and promoting the unique potentials and values of Vietnamese culture; encouraging the export of cultural products, contributing to the promotion of Vietnamese culture to the world”.

The 9th Central Conference, term 11 emphasized in the Resolution on building and developing Vietnamese culture, people to meet the requirements of sustainable development of the country. In which, it is proposed to “renovate and perfect the institution, create a favorable legal environment for building and developing the cultural market and cultural industry”. On September 8, 2016, the Government approved the Strategy for the development of Vietnam’s cultural industries to 2020, with a vision to 2030 with specific decisions and targets. The strategy affirms: “Cultural industries are an important component of the national economy… Development of cultural industries is based on creativity, science and technology and intellectual property; making the most of the economic factors of cultural values”, the goal is to strive that by 2020, the revenue of cultural industries will contribute about 3% of GDP, create more jobs for the society, by 2020. By 2030, the cultural industry’s revenue will be about 7% of GDP.

Until now, in Vietnam, due to the specific conditions of social history, limitations in economic and cultural development thinking, the cultural industry has recently appeared, formed and gradually developed to perfection, becoming a new economic sector, creating attraction, attention and public opinion. However, cultural industry development has just been formed in big cities such as Hanoi, Ho Chi Minh City…

For Hanoi, the issue of cultural industry development has also been paid special attention by the Party Committee and the City. In the Resolution of the 17th Congress of Deputies (term of 2020-2025), the Hanoi Party Committee emphasized: “Focus on developing Hanoi’s culture and people based on promoting the tradition of Thang Long – Dong Do – Hanoi, thousand years of civilization and heroism; City For Peace, Creative City, absorbing the cultural quintessence of humanity. Building elegant, civilized, and comprehensively developed Hanoians with humanistic values and a spirit of patriotism and deep love for Hanoi” is one of Hanoi’s major orientations and key tasks. This is concretized by Program No. 06-Ctr/TU “Cultural development; improving the quality of human resources; building elegant and civilized Hanoians between 2021 and 2025”. One of the tasks set out in Program No. 06-Ctr/TU of the City Party Committee on cultural development is: “Developing the cultural industry goes hand in hand with building and perfecting the cultural market. Focusing on communication to raise awareness, in-depth and comprehensive understanding of the cultural industry. Strengthening and diversifying investment resources to develop the cultural industry. Formulating and issuing a Resolution on cultural industry development; reviewing and supplementing mechanisms and policies to encourage creative activities, attracting investment in material foundations, techniques and advanced technologies to serve the construction and development of cultural markets and cultural industries of the Capital. Prioritizing investment in several key, high-quality training institutions and many key cultural industries, being capable of leading cultural activities.

From now, the Hanoi Party Committee proceeds to develop the thematic resolution on “Developing industrialization in the capital area, period 2021 – 2025 with orientation to 2030, vision to 2045” to assess and clarify the actual development of cultural industries and fields of Hanoi city, thereby fully identify the potential and strengths of each cultural industry and its limitations, difficulties and challenges needs to be faced in order to position the strategic vision with practical and effective goals, tasks and solutions for developing cultural industries with real potential imbued with Hanoi’s cultural identity, being able to create good spiritual products for society and economic efficiency, contributing to ensuring the sustainable development of the capital and the country.

Adopting the thematic resolution is to raise awareness and responsibilities of branches, levels, localities, units, officials, party members and people of the Capital about the position and role of the cultural industries in the socio-economic development strategy of Hanoi city. On that basis, orienting cultural industry development activities to ensure the harmony between economic growth and cultural and human development, while conserving and exploiting cultural resources and strongly promoting Hanoi’s typical cultural values, to create favorable conditions for promoting international integration in culture; consider the cultural industry as an important driving force, an endogenous resource, a “soft power” to build and develop the capital in a sustainable way, contributing to the realization of Hanoi’s development goals with a vision to the year 2030 and 2045.

In order to implement the formulation of thematic Resolution on “Developing industrialization in the Capital area, period 2021 – 2025 with orientation to 2030, vision to 2045”, on the 10th, 17th  and 24th of June 2021, the Hanoi Party Committee will organize a seminar on “Developing the cultural industry in the capital, period 2021-2025, orientation to 2030, vision to 2045” to consult with agencies, domestic and international experts, investors, businesses, artists, intellectuals and creative community, thereby, promoting initiatives to support Hanoi in planning its vision, defining development strategies and long-term plans to maximize its potential, cultural strengths, and Hanoi people – an important resource, the endogenous strength determines the sustainable development of the Capital.
