Information, communication and mastery of 02 sets of Code of Conduct have been promoted, the district has organized 01 conference in the district and 03 conferences in 3 clusters of communes and towns in the district to disseminate and thoroughly understand up to 100% of cadres, civil servants, public employees and employees in the district about the content of the Code of Conduct. Gia Lam District People’s Committee collaborated with the District Buddhist Administration organized a seminar on “Church relic space – Preservation and promotion” in which to discuss contents and solutions to implement cultural lifestyles, Code of Conduct at Monuments and Places of Worship.

 The content of the Code of Conduct of cadres, civil servants, public employees and employees is thoroughly understood to 100% of cadres, civil servants, public employees and employees in the district; hanging and placing the Code of Conduct at conspicuous and convenient positions; organizing the printing of leaflets, placing them at the writing desks, distributing them to the people when they come to the receiving department and the results of administrative procedures in districts, communes and townships. Dissemination of leaflets summarizing the content of the Code of Conduct in public places to villages and residential groups through conferences, meetings, seminars, etc. Printing and distributing 73,000 leaflets urgently to each organization, household in the area… The district also launched an emulation movement, signed a commitment to organize the good implementation of the Code of Conduct in public places in the whole district for all departments, agencies, and public affairs units, People’s Committees of communes and townships.

In 2018, the district has issued a plan to organize a contest to propagate the Code of Conduct in public places in Gia Lam district, with 14 of 22 communes and towns successfully organizing the grassroots contest. The District People’s Committee successfully organized the contest in 03 clusters and the final at the district level, participating in winning the first prize in cluster no. 3 competition at the city level. Villages and residential groups have successfully conducted seminars on the effective implementation of the Code of Conduct in public places in their localities.

The District Standing Committee directed the Youth Union to focus on organizing specific communication sessions: Organizing 07 communication sessions with more than 800 turns of union members and young people participating. Organizing a seminar on “Beauty of culture and behavior in public places among youth” with more than 300 turns of union members and young people in 8 communes in the Bac Duong union group; Directing the Nam Duong Youth Union to organize the contest “Communication of culture and behavior in public places among youth” in the form of theatricalization with the participation of 07 teams from commune unions in the Nam Duong group.

In 2018, 2019, the Standing Committee of the Gia Lam District Women’s Union developed and implemented the plan to implement the campaign “Capital women behave beautifully” to 100% of establishments and staff members with specific contents such as elegant and civilized communication, civilized family behavior, cultural public behavior associated with the implementation of the Campaign “Training the moral qualities of Vietnamese women with Confidence – Self-esteem -” Loyalty – Responsibilities”, propagandized the implementation of the Code of Conduct of officials, civil servants, public employees and employees in the agencies of Hanoi city and the Code of Conduct in public places for 100% of officials in branches, associations and more than 48,000 turns of officials and members.

Organizing the contest “Talented & Elegant Gia Lam Women” to honor the moral qualities of Vietnamese women, in general, and the moral qualities and talents of Gia Lam women, in particular. The contest is organized to communicate the content and meaning of the campaign “The capital’s women behave beautifully”, the campaign “Training the moral qualities of Vietnamese women with Confidence – Self-esteem -” Loyalty – Responsibilities” and the content of 02 sets of the Code of Conduct to officials, members, women, attracting more than 1000 female officers and members to cheer and encourage.

The District Labor Confederation organized the Office Culture Beauty Contest 2018 to trade unions from grassroots to district levels with over 4000 entries to make 02 sets of Code of Conduct become the standard for officials, civil servants, public employees and employees in the district.

The District Farmers’ Association organized a Code of Conduct competition in public places with the theme “ Elegant – Knowledgeable – Dynamic – Loving – Strict Hanoi Farmers” in Gia Lam district in 2019; 100% of the Grassroots Farmers’ Associations organized the grassroots level contests well. The District Education and Training Department regularly organizes thematic activities to talk and discuss solutions for the construction of “Cultural behavior of Gia Lam youth and children” associated with the topic “Building Green – Clean – Beautiful Schools” for 100% of primary and secondary schools in the district.

The People’s Committees of communes and townships direct and guide the establishment of Zalo and Facebook groups as a channel to propagate the 2 Codes of Conduct to cadres, civil servants and employees at the unit; integrate the communication of Code of Conduct in meetings of communes and villages and residential groups; organize the evaluation of the results of the implementation of the Code of Conduct in the activities of the cell, the meetings of the secretariat, the meetings of the village head, the monthly meetings of agencies; seriously criticize, correct and promptly handle cadres, civil servants and employees violating the Code of Conduct, serving as a basis for assessment and classification of civil servants, public employees and employees in the agencies.

Gia Lam district participated in the 2018 Code of Conduct communication contest in public places, cluster no. 3, Hanoi city and won the first prize.

Initially forming ethical standards, consistent with common cultural values

After 04 years of implementing the Code of Conduct in public places, it has initially built and formed ethical standards, adjusted words, attitudes and behaviors of individuals and organizations in public places in the district, conducted an orientation to form ethical standards, in accordance with common cultural values, ensuring practicality and specificity in the context of the modern development of the current period, contributing to the preservation of elegant features of Hanoians that has created harmony with the development of modern life.

At the same time, the synchronous implementation of the Code of Conduct by civil servants, public employees and employees in agencies has been a drastic change in working style and manners of the staff, civil servants, public employees and employees; built a contingent of cadres and civil servants with a high sense of responsibility, public service ethics, and professional ethics in performing their duties and responsibilities, with a civilized behavior style; built order, sense of respect for discipline, administrative discipline and complying with regulations in public service activities; strengthened the role of role models of cadres and party members to create a breakthrough in the observance of discipline by agencies in the political system, thereby spreading to the social community.

However, there is still smoking in the workplace; the arrangement of working rooms and workplaces in some agencies and units is sometimes not neat and orderly; and encroaching on roadways and sidewalks, not strictly complying with traffic laws, dumping garbage in the wrong places, etc. Although there are thorough documents, however, the operation of services at the festivals also has inadequacies, affecting the ceremony space of tourists and the relic landscape space. The implementation of a civilized lifestyle at monuments and festivals has not been seriously implemented in some places, also still arranging the number of merit boxes beyond the prescribed number, the arrangement of the fire prevention and fighting system is still negligent, placed in an unfavourable location, difficult to find, etc.

In 2021 and the following years, Gia Lam district will continue to maintain effective communication activities of 02 sets of Code of Conduct in the district to build a contingent of cadres and civil servants with a high sense of responsibility, have public service ethics and professional ethics in performing their duties and responsibilities; at the same time, form ethical standards, adjust the words, attitudes and behaviors of individuals and organizations in public places in the district. Gia Lam district also proposed that the City authority soon issue sanctions to handle violations of the provisions of the 02 Codes of Conduct on the basis of the relevant Laws and decrees to further promote the effectiveness of the 02 Codes of Conduct.
