The plan specifies that: In the process of international integration in the period 2021-2025, the Capital’s cultural sector needs to preserve and promote tangible and intangible cultural heritage values ​​to become an attractive tourist destination at home and abroad; focus on exploiting cultural potentials and strengths, while enhancing cultural values ​​and creating typical cultural products associated with tourism economic development; promote cultural exchange and cooperation; Integrate international integration activities in the process of formulating and implementing the strategy of preserving, and promoting the Capital’s culture; Actively coordinate with relevant ministries and branches to organize cultural and art programs in Hanoi city or organize the Capital’s cultural, art, and sports programs abroad to introduce and promote the image of the capital.

Also according to the plan, to carry out the tasks set out in the international integration process of Hanoi city in the period 2021-2025, it is necessary to focus on the following contents:

Harmoniously developing the economy and culture; effectively exploiting the economic aspect of culture, enhancing cultural values in typical products of the Capital; Strengthening mechanisms and measures to manage, preserve and promote tangible and intangible cultural works and values of the Capital; Building certain places for cultural activities, traditional art performances and introduction of craft village products to serve tourists.

Promoting cultural cooperation programs; Integrating international integration activities in the process of formulating and implementing the strategy of preserving, and promoting the Capital’s culture; Actively improving the efficiency of content management of cultural products, resolutely fighting to prevent the penetration of unhealthy cultural products from the outside, especially on the Internet.

Strengthening the coordination with relevant departments, and agencies to participate in organizing cultural days of the Capital in key countries when the Covid-19 pandemic in the world and the region is under control and allowable conditions; Continuing to support foreign embassies, representatives, international organizations in Vietnam to successfully organize cultural and tourism promotion events in Hanoi capital.

Continuing to coordinate with the Ministry of Foreign Affairs of Vietnam, with the Embassy of Vietnam in France and the Vietnamese permanent deputies beside UNESCO, and with the diplomatic representatives of Vietnam abroad through different channels to strengthen promoting and promoting the intangible cultural heritages of Vietnam in general and Hanoi capital in particular, such as cheo, ca tru, singing and performing the worship of Mother Goddesses of the Vietnamese people to other countries.

Focusing on designing and effectively exploiting new, creative and classy tourism products with Hanoi’s characteristics, affirming high competitiveness and the capital’s tourism brand; Effectively promoting the role of the largest tourism coordination center in the Northern region, closely linked with regional, national and international tourism product chains.

Combining tourism development with the preservation and promotion of cultural and historical values of the capital and the nation, with the protection of nature and the environment, ensuring national defense – security, order and safety towards sustainability, building Hanoi city as a destination: “Safety – Friendliness – Quality – Attraction”; contributing to improving the quality of life of the people in the capital.

Developing high-quality, professional-oriented, focused tourism, paying special attention to the development of cultural tourism, taking cultural tourism as the basis and foundation for the development of other types of tourism.

Preservation and promotion of cultural values associated with tourism development are one of the development orientations of many countries in the world, including Vietnam. With Hanoi capital – a land rich in heritage, this will be an advantage and great potential for tourism development, especially cultural tourism. It is also the basis for Program 06-CTr/TU on “Cultural development; improving the quality of human resources; building elegant and civilized Hanoi people in the period 2021-2025” sets a goal for Hanoi tourism: The number of tourists will reach 35-39 million visitors, including 8- 9 million international tourists.
