The Vice Chairman of Hanoi People’s Committee, Mr. Chu Xuan Dung commented on the draft of the Strategy for Cultural Development to 2030.
The draft Strategy for Vietnam’s Cultural Development to 2030 aims at the overall goal of arousing the aspiration to contribute to the Fatherland, strongly promoting Vietnamese cultural and human values, and gradually building a Vietnamese culture to become a solid spiritual foundation of society, an important endogenous strength to ensure sustainable development and international integration. In which, there are 10 outstanding and cross-cutting goals, such as 100% of ministries, branches and localities effectively develop and implement the Code of Conduct in specialized fields; 95% – 100% of special national relics and 65%-70% of national relics are restored and embellished; 65%-70% of the heritages in the list of national intangible cultural heritages are planned to be protected and promoted; 100% of provincial and district administrative units have cultural and sports centers; revenue of cultural industries contributes 7% of GDP…Along with the objectives, the Strategy Draft also proposes tasks and solutions to realize, such as Perfecting institutions, policies, and legal frameworks; building Vietnamese people to develop comprehensively; building a healthy cultural environment; improving the quality and efficiency of cultural activities; protecting and promoting the national cultural heritage; developing several cultural fields such as performing arts, cinema, fine arts, photography and exhibitions, libraries; developing cultural industry, building a healthy cultural market; increasing investment in culture to 2% of total annual expenditure, etc.
At the conference, the representatives of ministries, branches and localities consulted to complete the draft, in which it was proposed to add more content and topics for the production of feature films and cartoons, giving priority to films about cultural and historical topics; supplement the application of modern technologies in the processing, preserving, restoring relics, display systems and interactive explanations in the museum as well as several indicators on cultural institutions, grassroots sports serving employees and employees; invest and exploit infrastructure for cultural and tourism development; build a special mechanism to create a breakthrough in the development of sea and island tourism…
In Hanoi, according to the Vice Chairman of the Hanoi People’s Committee, Mr. Chu Xuan Dung, the Resolution of the 13th Party Congress clearly stated: Comprehensive human development and building an advanced and rich Vietnamese culture with national identity so that culture can truly become an endogenous force, a driving force for national development and national defense; increase investment in cultural development; build, develop and create the most favorable environment and social conditions to arouse patriotic tradition, national pride, belief and aspiration to develop a prosperous and happy country; talents, intelligence and qualities of Vietnamese people are the most important center, goal and driving force of the country’s development.
From that point of view, Hanoi City has issued many important documents, especially Program 06-CTr/TU by the Hanoi Party Committee, 17th term on “Cultural development; improvement of the quality of human resources; building elegant and civilized Hanoi people between 2021 and 2025”…Here, the Vice Chairman of the Hanoi People’s Committee, Mr. Chu Xuan Dung proposed 7 contents and solutions for the State management of culture, including Paying attention to training and fostering cultural cadres from all over the central to grassroots; perfecting institutions and policies in the field of culture; promoting communication, raising awareness about the role, position and importance of culture; being interested in investing resources for cultural and tourism development; strengthening the application of science and technology in cultural creation; strengthening coordination between sectors and localities in cultural and tourism development; and expanding international cooperation.
Also at the Conference, delegates in many localities contributed ideas on the exploitation of cultural resources, consistent with the view that culture must be placed on a par with the economy and society… Based on these suggestions by representatives of ministries, sectors and localities across the country, the Ministry of Culture, Sports and Tourism will continue to complete, supplement and improve the quality of the draft Vietnamese cultural development strategy to 2030 and the action plan for tourism development in the 2021-2025 period, submitted to the Government for appraisal and approval for promulgation.
