The purpose of the Plan is to raise awareness and responsibility of all levels, sectors, social organizations and people on and for the development of reading culture, build, encourage and develop a reading culture in the community, contribute to building a learning society, developing the Capital’s human resources, building an elegant and civilized Hanoi people; building mechanisms, policies and solutions to develop a reading culture among the people, the library system and the publishing industry of the Capital.

Accordingly, the goal by 2025 is to upgrade and invest in the system of public libraries, libraries of educational, cultural and scientific institutions, increase the access and use of information and knowledge, especially to improve the reading culture effectiveness, strive to reach 80% of pupils and students at educational institutions using the public library system regularly.
It is required to focus on propagating, mobilizing and guiding people in rural, mountainous areas and areas with difficult economic conditions to access, use information and knowledge, improve reading culture in public libraries, community learning centers, commune post and cultural spots; strive that 20% -25% of people in rural areas, 15% -20% of people in mountainous areas and regions with difficult socio-economic conditions can access newspapers, documents, etc., to raise people’s intellectual and cultural quality of the people.
It is required to propagate, train and guide skills to receive and use information, knowledge, advocacy to build a reading culture at each family, clan, residential area, school, etc.; encourage the development of private libraries, clan bookcases, family bookcases, study promotion bookcases; strive that each agency, business, apartment building, hotel, etc., has at least 01 bookcase or library.
It is required to strive that 40 -50% of people will have skills to receive and use information and knowledge through reading, 85% of library users have the skills to receive and use information and knowledge through reading to serve learning, working, research and entertainment.
It is required to strive to achieve one book/person in the public library system, and that averagely, a person reads 04 books every year, and the number of people accessing and using the information in the city’s library system reaches 2,000,000/year.
It is required to strive that 100% of educational institutions at all levels of education have libraries with appropriate documents, of which 100% of primary schools and 90% of secondary and high schools will have standard libraries according to regulations, 90% of public libraries have comprehensive documents that are capable of serving all audiences, including those for children and people with disabilities which should be interested in, facilitating access to publications with suitable form.
Spring’s Book Street, Hanoi’s Book Association, book activities … to enhance the book introduction and copyright exchange, organize the Hanoi International Book Association; maintain operations and improve the efficiency of Hanoi’s Book Street, create favorable conditions for all classes of people to have access to many types of books.
It is required to regularly participate in major international book events of the region and the world to exchange and cooperate internationally on publishing in combination with cultural and tourism promotion of Hanoi – Vietnam. By 2024, Hanoi strives to become a “focal city” or play a key role in promoting Vietnam to become an “Honorary Guest” at the Frankfurt International Book Fair (Germany).
Goals by 2030: People have a habit of reading and skills to access, use information and knowledge for learning, working, research and entertainment. Reading culture development targets are maintained, strengthened and enhanced. Library and publishing activities are capable of meeting people’s reading requirements.
