Party Congress of the Hanoi Department of Culture and Sports (Department of Culture and Sports) in the term 2020 – 2025 is a round of extensive political activities in the entire party, cadres, civil servants, public employees and workers of Culture and Sports sector. With the motto “Solidarity – Democracy – Discipline – Creation – Development”, the Congress orientated Party committees, departments, divisions and units under the Department and all officials, party members, employees. The Capital’s Culture and Sports sector is determined to emulate and strive to successfully complete the tasks to “build a clean and strong Party Committee; promote the tradition of solidarity, democracy, innovation and creativity; improve the effectiveness of state management, preserve and exploit the cultural values of Thang Long – Hanoi, promote the development of the cultural industry; maintain a leading position in high-performance sports; proactively integrate, exchange and organize Culture – Sports events of international stature; promote building a healthy cultural environment, build elegant and civilized Hanoi”.
In the 2015-2020 term, under the leadership of the City Party Committee, People’s Council, City People’s Committee, Party Committee of the City Agencies, Party Committee, Department of Directors, and the entire team of officials and members of the Culture and Sports sector of the Capital has promoted responsibility, solidarity, creativity, discipline and innovation, strived to overcome challenges, achieve important and outstanding results, complete and exceed the targets set by the Congress of the Party Committee for the 2015-2020 term, completed successfully the political tasks of the Department of Culture and Sports in each year.

In the past term, the Party Committee of the Department of Culture and Sports of Hanoi has successfully directed and organized the effective implementation of the development plan of the Culture – Sports sector in the period 2015-2020, associated with the city’s socio-economic development tasks in the period2015-2020. The Department has advised the City Party Committee, People’s Council and City People’s Committee to build, complete the institution, and promulgate many important legal documents in the field of culture and sports. Resources for cultural development investment increased by 30% compared to the previous term. The administrative reform index of the Department increased by 13 ranks compared to the previous term, from ranked 21st/22 to 8th/22 Departments and Branches of the City.
Up to now, the Department has successfully completed its role as a standing agency of Steering Committee of the City Party Committee’s Program 04-CTR / TU on “Socio-cultural development, improvement of the quality of human resources in the capital, building the elegant and civilized Hanoi people in the 2016-2020 period”; completed and exceeded 3 targets for implementing the Resolution of the 16th City Party Congress, namely, Cultural Family, Cultural Village and Cultural Resident Cluster.
Preserving and promoting the cultural heritage value has achieved many outstanding results, making Hanoi the first locality in the country to complete the General Inventory, Assessment, Classification of relics and General Inventory and Protection of intangible cultural heritage, synchronously deploy solutions to implement the Strategy for the development of cultural industries of the Capital; step by step consolidate and perfect the market of product chains for cultural activities. Hanoi is the venue for many prestigious international cultural and artistic events. Hanoi’s literary and artistic activities had a new development; Traditional art forms are preserved.
The mass sports and physical training movement has been developed widely from a facility that attracts a large number of people from all walks of life, genders, and ages to participate in the campaign “All people practice according to the great example of Uncle Ho”.
Sports Hanoi always maintains its leading position nationwide, with 10,225 medals at national and international tournaments, including many achievements for the first time in Hanoi sports in the continental and world’s sports tournaments, excellently complete the task of hosting and successfully compete at the 8th National Sports Congress 2018. Hanoi Sports has made an important contribution to the achievements of Vietnamese sports in international arenas, maintained its position in the top 3 most powerful sports groups in Southeast Asia; contributed 30% of athletes, 30% of total medals and number of gold medals to the National Team in international competitions. In the 2020-2025 term, the Party Committee of the Hanoi Department of Culture and Sports sets the common goal of building a clean and strong Party Committee; promoting solidarity, democracy, innovation and creativity; improving the effectiveness of state management, preserving and exploiting the cultural values of Thang Long – Hanoi, promoting the development of the cultural industry; maintaining the leading position in high-achievement sports, proactively integrating, exchanging and organizing international cultural and sports events; promoting building a healthy cultural environment, building elegant and civilized Hanoi.
To achieve the set objectives, the Party Committee of the Hanoi Department of Culture and Sports has introduced many specific solutions such as promoting administrative reform, applying information technology in management and administration; well implementing the work of planning, training, fostering and building a contingent of officials of the Culture and Sports sector from the city to grassroots level; diversifying activities to build the grassroots cultural life, building a healthy cultural environment; effectively implementing the strategy for the development of Vietnamese cultural industries; preserving and exploiting cultural values of Thang Long – Hanoi, promoting potentials and unique values of Vietnamese culture and Thang Long – Hanoi culture…
It is required to continue the focused and central investment in order to develop high-achievement sports in the direction of professionalism, advancement, modernization and international integration; to step up the development of mass physical training and sports, improve the health, fitness, spirit, stature, longevity and quality of life of the people of the Capital; strengthen training and competition to select the force of key athletes to compete in the Olympic arena, ASIAD, SEA Games 31, the Ninth National Gymnastics and Sports Congress; firmly consolidate its leading position in high-performance sports…
