To achieve these goals, the Party Congress of the Hanoi Department of Culture and Sports has identified the main tasks and solutions in the leadership of implementing political tasks as well as the issue of building a clean and strong Party, promoting solidarity, democracy, innovation and creativity, successfully completing the political tasks of the Party Committee for the term 2020 – 2025.
The Congress elected 13 members to the Party Committee of the Hanoi Department of Culture and Sports.
The leadership performance of political tasks
In the leadership of the implementation of political tasks, it is necessary to promote administrative reform and the application of information technology in management and administration. Continue to review streamlined and effective administrative procedures. Improve efficiency of implementation of directives, resolutions, decisions and conclusions of the Party Central Committee, Government, Ministry of Culture, Sports and Tourism, City Party Committee, People’s Council, City People’s Committee on development tasks on culture, sport and family.
Well implement the work of planning, training, fostering and building a contingent of officials of the Culture and Sports sector from the city to the grassroots to meet the requirements of the tasks in the new situation, international integration.
Implement solutions to build an elegant and civilized Hanoian: Organizing a variety of activities to build the grassroots cultural life, building a healthy cultural environment; guide localities in evaluating and recognizing cultural titles to ensure efficiency and substance. Implement solutions to improve propaganda efficiency, implement 02 Code of Conduct in the city. Improve the cultural life at the grassroots level, the quality of reviewing cultural titles: Cultural family, Cultural residential group, cultural village; educate family lifestyles, build a prosperous, progressive and happy Vietnamese family.
Implement effectively the strategy for the development of Vietnamese cultural industries. Organize major, typical cultural events of the capital, regional and world-class, in Hanoi; linking culture with tourism creates a chain of unique cultural and artistic products with high pervasiveness and attraction. Expand exchange relationships, cooperation in the field of culture. Advise the City People’s Committee to develop programs and plans to organize the implementation of commitments with UNESCO when participating in the network of Creative Cities.
Preserve and exploit cultural values of Thang Long – Hanoi; implement the investment in the renovation and embellishment of monuments, landscapes, promoting the potentials and unique values of Vietnamese culture, and culture of Thang Long – Hanoi. Harmonize the relationship between economic development and cultural heritage conservation. Implement solutions to preserve, transmit and promote the value of the intangible cultural heritage. Continue to review, orient the content and ways to improve the efficiency of the festival organization and management in the city.
Build and develop artistic literature in the new era. Implement solutions to preserve and develop traditional arts. Improve the quality and efficiency of professional art activities and activities of literary and art associations; continue to care for the development of cultural movement, mass culture. Speed up the completion of the project to renovate and upgrade theaters in the city, the Hanoi Museum display project to become tourist attractions to the capital.
To continue investing in focused and key ways in order to develop high-achievement sports in the direction of professionalism, advanced, modernization and international integration; strive to maintain the No. 1 position of Vietnam Sports in the domestic sports industry. To enhance the application of modern science and technology, biomedical and sports medicine.
Step up the development of mass physical training and sports, improve the health, fitness, spirit, stature, longevity and quality of life of the people of the capital, in which, school sports with the youth-focused statue is a place to discover and train the force for high-achievement sports. Strengthen the management and promote the efficiency of sports facilities, district-level culture and sports centers; building and replicating models of community sports, stadiums, and attractive sports and sports grounds in residential areas and industrial parks.
Invest in, upgrade, and build new and efficient use of sports and physical training institutions. Well prepare the conditions for successfully organizing SEA Games 31 and Para Games 11 in 2021 and the annual F1 race. Especially, improve the qualifications of organizing national and international sports tournaments in Hanoi.
Strengthen training and competition in order to select the force of key athletes to compete in the Olympic arena, ASIAD, SEA Games 31, the 9th National Gymnastics and Sports Congress; firmly consolidating the country’s leading position in high-achievement sports.
The work of building a clean and strong Party Committee
To build a clean and strong Party Committee, promote solidarity, democracy, innovation, creativity, and successfully complete the political tasks of the Party Committee for the term 2020-2025, it is necessary to reform and improve the quality of political and ideological education. Attaching importance to the education and training of Party members through party activities and practical activities; well manage the party members at work and residence; strictly comply with regulations on what Party members cannot do.
Continue to develop and implement a plan to overcome the shortcomings after the annual self-criticism, associated with the implementation of Central Resolution 4, Session XII.
Promote learning and follow President Ho Chi Minh’s ideology, morality and style, creating a strong change in awareness and action. Appreciate the pioneering and exemplary character of Party members, especially key cadres in studying and following Uncle Ho, in training morality and lifestyle.
Regularly consolidate the party organization; improve the leadership capacity of the Party Committee, Party Branch Committee; first of all, the ability to lead the performance of political duties. Maintain order and renew content and form; improve the quality of activities of the Party Committee.
Build a contingent of cadres, party members, civil servants, public employees and workers with theoretical and professional qualifications to meet practical requirements. Actively create resources, enhance the Party’s development with the improvement of the quality of party members. Evaluate the quality of party and party members annually, ensure fairness, objectivity and democracy under the guidance of the Party Committee at higher levels.
Strengthen internal political protection against new requirements, well implement Politburo’s Regulation No. 126-QD/TW dated February 28, 2018, on many internal political protection issues and Party and professional work to protect internal politics. Regularly review, grasp and strictly manage the internal political situation.
Strictly comply with the provisions of the Party’s Charter on inspection, supervision and discipline enforcement in the Party. Build content for appropriate and effective inspection and supervision. Strengthen the detection and inspection of Party organizations and Party members when there are signs of violation, attach importance to the self-inspection and supervision of the Party cells and Party members to actively prevent violations.
Strengthen the renewal of contents, methods, and improve the quality of the work of the people mobilization. Well implement the regulations on the establishment and implementation of the Grassroots Democracy Regulation. Create all conditions for the organizations and unions: Trade Union, Youth Union, Veterans Association to operate practically, effectively, in accordance with the characteristics and practical conditions of each unit.
Strictly comply with the principle of democratic centralization, reform of the working style and style of the Party Committee of the agency. Review, develop, complete and organize the implementation of regulations and regulations; clearly assign functions and tasks of Party Committee, Party cell, Party division, of each member of the Executive Committee of the Party Committee.
