The Finalist in Hanoi City’s 3rd “Friendly Village Head” Contest – 2022

The representatives of Hanoi City included Mr. Nguyen Van Phong, Deputy Secretary of the City Party Committee, Head of the Steering Committee for Program 06 of the City Party Committee; Mr. Phung Van Dung – Deputy Head of the City Party Committee’s Mass Mobilization Committee; Ms. Dinh Thi Lan Duyen – Deputy Head of the Propaganda Department of the City Party Committee. The representatives of Hanoi Department of Culture and Sports included Mr. Do Dinh Hong – Director of Department of Culture and Sports; Ms. Tran Thi Van Anh – Deputy Director of the Department of Culture and Sports, Head of the Competition Jury. The representatives of Dong Anh District were Mr. Le Trung Kien – Secretary of the District Party Committee, Chairman of the People’s Council of Dong Anh District; Ms. Nguyen Thi Tam – Vice Chairman of Dong Anh District People’s Committee.

Speaking at the opening of the contest, Mr. Do Dinh Hong – Director of the Hanoi Department of Culture and Sports said: Implementing Program 06-CTr/TU of the Hanoi Party Committee on “Developing culture, improving quality of human resources, building elegant and civilized Hanoian in the period of 2021-2025”; Plan 176/KH-UBND of the City People’s Committee on the implementation of Program No. 06; The implementation plan on the cultural development strategy of Hanoi city to 2030 with a vision to 2045; conclusion of General Secretary – Mr. Nguyen Phu Trong at the National Cultural Conference in 2021; implementing the 2022 work theme of the Ministry of Culture, Sports and Tourism “Building a grassroots cultural environment and staff working year”, the city has focused on leading, directing, increasing the level of invest funds for cultural activities and complete the construction of cultural – sports institutions; invest in renovating monuments in the city; at the same time, well organize training in professional skills for staff working on grassroots culture.

“Especially from the City to the grassroots, many cultural – artistic – physical training and sports activities have been organized to improve the spiritual life of all people classes in the city, in which the Competition ” Friendly village head” was organized for the purpose of propagating and introducing local historical and cultural traditions, the results of the movement of the whole people to unite to build a cultural life; building “New countryside” in villages. This is also an opportunity to exchange working experiences between villages and village leaders in the construction of cultural villages and villages at the grassroots level “- Mr. Do Dinh Hong affirmed.

Towards the main grassroots is one of the key tasks, and also the goal that the Department of Culture and Sports focuses on implementing in 2022. The contest “Friendly village head” is one of the tasks to be implemented that motto. Launched from June 2022, the contest has become an activity attracting the response of more than 2,000 village heads with grassroots competitions held in 18 districts and towns in the city. The City level competition was held in the preliminary round in 3 areas: Chuong My, Gia Lam, Thach That, with the participation of 18 village heads who are typical and excellent representatives selected from the grassroots competition of 17 districts and 01 town. The today final round is the competition of 5 village heads from Dong Anh, Gia Lam, Thuong Tin, Quoc Oai and Son Tay districts.

The participants competed in three parts: greeting, knowledge, and presentation, creating a competitive and stimulating environment. In the Greeting section, the candidates introduced their districts and communes, particularly their villages, as well as the outcomes of the campaign to establish cultural villages, new rural areas, and propaganda to motivate the people in their struggle to build grassroots cultural life… The participating village leaders also presented themselves, their job accomplishments, and exhibited their talents, aptitudes, and forte.

 Candidates took 3 exams.

Candidates took the Knowledge test and answered 05 questions about the Central and City’s ideas, policies, guidelines, and directives for the implementation and organization of creating cultural life and  concentrating on the implementation of the campaign “All people must work together to establish a new countryside and a civilized city”; Propaganda, advocacy, and enforcement of the Code of Conduct in public areas; create elegant and civilized Hanoians. Cultural titles are being reviewed.

In the third – final exam, the candidates gave a presentation on the role of the village head in improving the quality of the title of “Cultural family; formulating and implementing conventions and norms of cultural villages; promoting the movement of physical training and sports, implementing the movement “All people practice physical training and sports following the great Uncle Ho’s example”; practicing a civilized lifestyle in weddings, funerals, and festivals; and the role of the village head in promoting the movement of physical training.

The Competition Organizing Committee gave souvenirs to 06 units entering the final round of the Contest.

The finalist of the 3rd Hanoi City “Friendly Village Head” contest brought unique performances, elaborately invested impressive performances, and also contained meaningful messages, ideas and knowledge. In the end, the first prize of the 3rd “Friendly Village Head” Contest in Hanoi – 2022 was awarded to village head – Ms. Nguyen Thu Ha (Mit village, Co Loa Commune, Dong Anh District); 2 Second prizes belonged to Ms. Do Thi Chanh – Head of Thuan Ton Village, Da Ton Commune, Gia Lam District and Mr. Nguyen Van Dung – Head of Sai Khe Village, Sai Son Commune, Quoc Oai District; 2 Third prizes belonged to Mr. Nguyen Van Cong – Head of Thu Trung Village, Thanh My Commune, Son Tay Town and Mr. Nguyen Van Thi – Head of Ha Thai Village, Duyen Thai Commune, Thuong Tin District. In addition, the Organizing Committee also awarded 13 Consolation prizes to the participating districts, along with meaningful gifts for 6 finalists. The first prize for a well organized grassroots competition was awarded to Dong Anh District.
