Regarding personnel organization, the Department focused on building and perfecting the institution on personnel organization according to the regulations of the Party and State under the management of the Culture and Sports sector. Consolidate the organization of the leadership apparatus in the direction of leanness, mastery, effectiveness, and efficiency; clearly define the responsibilities and powers of state management agencies, highlight the roles, positions, and tasks of the grass-roots level. Build a contingent of cadres, civil servants and public employees in the Culture and Sports sector with sufficient qualifications and capacity, upholding honor, self-esteem, and aspiration to make contribution. Create a breakthrough in human resource development in the field of culture and art, fostering a contingent of staff directly engaged in cultural work, commensurate with the requirements and tasks of developing Vietnamese culture in the new period.

For personnel organization, the Department focuses on advising and proposing to improve the system of legal documents on standards of professional titles of public employees, standards and conditions for examination or consideration for promotion of public employee professional titles in the field of Culture and Sports. Implement synchronously, closely, and effectively all stages in personnel work such as recruitment, planning, evaluation, rotation, and mobilization of cadres, civil servants and public employees within the agency./.
