After more than 10 years of implementing the National Target Program for New Countryside construction, Ung Hoa has experienced comprehensive development. As of now, all 28 communes in the district have met the New Countryside standards; 6 out of 28 communes have been recognized for achieving advanced New Countryside standards, and Van Dinh town has been acknowledged for meeting the urban civilization standards.
On December 9, 2023, the District Party Committee, People’s Council, People’s Committee, and the Vietnam Fatherland Front Committee of Ung Hoa district solemnly organized the Ceremony for the announcement and reception of the district achieving the New Countryside standards in 2022 and being awarded the Second-Class Labor Medal.
Deputy Prime Minister Tran Luu Quang presented the Certificate recognizing the District achieving New Countryside standards.
The ceremony was attended by: Party Central Committee member, Deputy Prime Minister Tran Luu Quang; Party Central Committee member, Permanent Deputy Secretary of the City Party Committee, Head of Program 04 Steering Committee of the Hanoi Party Committee Nguyen Thi Tuyen; former Permanent Deputy Secretaries of the Hanoi Party Committee Bui Duy Nham and Nguyen Cong Soai; former Permanent Deputy Secretary of the Hanoi Party Committee Tuong Phi Chien; representatives of leaders from ministries and sectors; members of the Standing Committee of the City Party Committee, Standing People’s Council, and People’s Committee of Hanoi. From Ung Hoa district, there were delegates including Ms. Bui Thi Thu Hien, Party Committee member, Secretary of the District Party Committee; Mr. Nguyen Chi Vien – Permanent Deputy Secretary of the District Party Committee, Chairman of the District People’s Council; Mr. Nguyen Tien Thiet – Deputy Secretary of the District Party Committee, Chairman of the District People’s Committee; former leaders of Ung Hoa district throughout different periods, and a large number of district officials and people.

Reporting at the Ceremony for the announcement and reception of the district achieving New Countryside standards and being awarded the Second-Class Labor Medal, Mr. Nguyen Tien Thiet, Permanent Deputy Secretary of the District Party Committee, Chairman of the People’s Committee of Ung Hoa District, stated that the New Countryside construction has always been identified as a central and crucial task in the economic and social development mission of the district by the Party committees, authorities, and organizations at all levels. In 2010, Ung Hoa began implementing the National Target Program for New Countryside construction with a low starting point, underdeveloped agriculture, industry, and services, low average per capita income, and numerous difficulties in people’s lives. After more than 10 years of implementing the National Target Program for New Countryside construction, Ung Hoa has achieved comprehensive development. Currently, all 28 communes in the district meet New Countryside standards; 6 out of 28 communes are recognized for reaching advanced New Countryside standards, and Van Dinh town is acknowledged for meeting urban civilized standards. The economic development has made significant progress, with an average growth rate of 7.22%; annual budget revenues consistently meet and exceed planned targets. The average per capita income reaches 68.2 million VND/person/year (5.5 times higher than in 2010), and the poverty rate in 2023 is only 0.003%. People’s lives have gradually improved, and the appearance of the homeland is impressive. The district has gradually built the core values of a livable countryside. Alongside socio-economic development, political security, social order, and safety in the district have been maintained. The political system is continuously strengthened and consolidated in all aspects.
Delegates cut the ribbon to inaugurate the Center for Culture, Information, and Sports of Ung Hoa District.
With these achieved results, the Party Committee, authorities, and people of Ung Hoa District are honored to be recognized by the Prime Minister for meeting New Countryside standards in 2022 in Decision No. 1224/QD-TTg dated October 24, 2023. The State President awards the Second-Class Labor Medal. This is a significant acknowledgment and encouragement from the Party and the State for the district’s comprehensive development efforts in the New Countryside construction movement.
At the ceremony, Mr. Tran Luu Quang, Party Central Committee member, Deputy Prime Minister, presented the State President’s Second-Class Labor Medal to the Party Committee, authorities, and people of Ung Hoa District. He also handed over the Prime Minister’s Decision recognizing Ung Hoa District meeting New Countryside standards in 2022.
Certificates of merit were awarded to 7 collectives and 6 individuals for outstanding achievements in the New Countryside Construction Movement in Ung Hoa District.
Speaking at the ceremony, Ms. Nguyen Thi Tuyen, Party Central Committee Member, Permanent Deputy Secretary of the Hanoi Party Committee, and Head of the Steering Committee for Program 04 of the City Party Committee, congratulated and highly appreciated the collective efforts and solidarity of the district’s officials and people in the New Countryside construction movement. To make the district increasingly prosperous, beautiful, elegant, and modern, Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen suggested that in the coming time, the authorities and people of Ung Hoa District continue to strengthen propaganda work, thoroughly implement and develop plans and programs to implement the resolutions of the Party Congress at all levels for the term 2020-2025, Resolution No. 15-NQ/TW, dated May 5, 2022, of the Politburo, as well as the Directives, Resolutions, and Work Programs of the City Party Committee, People’s Council, and People’s Committee that are suitable for the local conditions to effectively implement the programs, goals, key tasks, and complete the targets set by the resolutions of the District Party Congress for the XXIV term.
Continue to intensify propaganda work, actively mobilize the people to participate in the movement “The entire population unites to build the New Countryside and civilized urban areas”; enhance clarity in awareness and action, considering the construction of the New Countryside as a central, pervasive, and ongoing task. Effectively exploit potential and advantages, focusing on transforming agricultural production models towards commodity production, large scale, and sustainability; prioritize the development of clean agriculture, ecological agriculture, efficient and sustainable smart agriculture, applying high science and technology in processing and preserving agricultural products, goods, connecting with the market for product consumption, creating a green belt for Hanoi.
Effectively implement state management tasks related to land, especially agricultural land, construction order, and environmental protection. Review and integrate development plans for the agricultural sector with district-level regional planning to maintain and further improve the quality of New Countryside construction criteria towards advanced and model New Countryside.
Adhere closely to Resolution No. 19-NQ/TW, dated June 16, 2022, of the Party Central Committee, 13th term, “on agriculture, farmers, and rural areas until 2030, with a vision to 2045,” and Program No. 04 of the City Party Committee to continue building advanced New Countryside in the coming period.
Maintain political stability, ensuring political security and social order and safety, especially rural security in the area. Enhance the understanding of the people’s internal situation, promoting the nationwide movement for safeguarding the security of the Fatherland. Effectively carry out local defense and military tasks.
On behalf of the district, Ms. Bui Thi Thu Hien, District Party Committee Member, Secretary of the District Party Committee of Ung Hoa, expressed gratitude for the attention, support, and assistance from the Central Government, the City, and various districts. The Secretary of the District Party Committee affirmed that Ung Hoa District would continue to uphold its traditions, and aspirations for advancement, seize opportunities, and leverage the support from the Central Government, the City, and various districts to continually improve the material and spiritual lives of the people. The aim is to swiftly transform Ung Hoa into an advanced New Countryside district.

Earlier, Deputy Prime Minister Tran Luu Quang, along with other leaders, attended the opening ceremony of the OCOP Product Exhibition and the Inauguration of the Center for Culture, Information, and Sports of Ung Hoa District.
