The Office of the Municipal People’s Committee has issued Document No. 6449/VP-DT to convey the guidance of Mr. Ngo Van Quy, Vice Chairman of the Municipal People’s Committee, on the study on determining historical values of Quoc Oai Citadel Trench.

Prior to the aforementioned issuance, the Municipal People’s Committee had received Document No. 2021/SVHTT-QLDT dated June 6, 2017 of the Department of Culture and Sports reporting on results of the implementation of Notice No. 410/TB-UBND dated October 17, 2016 on the study on determining historical values of Quoc Oai Citadel Trench in Quoc Oai District. According to Hanoi Department of Culture and Sports, the historical values of Quoc Oai Citadel Trench were implicated throughout the country’s history. Son Tay had always been an important gateway to the west of Thang Long – Hanoi. The central gateway connecting Thang Long – Hanoi with Son Tay and the vast western region, Quoc Oai Prefecture and its construction and consolidation had been heavily focused on as it was set to serve as the political, administrative, cultural, and commercial center of Doai region.

Based on the values and the remaining relics and according to the provisions of Clauses 9 and 10 of Article 1 of the “law on amendments and supplements to some articles of the Law on Cultural Heritages”, Quoc Oai Citadel Trench was built in 1832 with its remaining works (ancient well, citadel pond, a wall-trench section) being part of citadel works that marked important historical milestones of the locality (from the Nguyen Dynasty onwards). Accordingly, such remaining items need to be preserved and some other architectural items need to be restored based on historic records and scientific basis. The Department of Culture and Sports therefore proposed to conserve the embellishments of existing items (citadel pond, ancient well, wall-trench section), restore another wall-trench section, restore a section of ancient citadel wall in a suitable location, and set up a scientific model of Quoc Oai Ancient Citadel to place at the political – administrative area and the cultural – sports complex of Quoc Oai District, or at other suitable locations.

 In this regard, the Municipal People’s Committee approved in principle the content of the report and the proposal of the Department of Culture and Sports in the aforementioned documents on the study on determining historical values of Quoc Oai Citadel Trench in Quoc Oai District and assigned the Department of Culture and Sports to instruct and coordinate with Quoc Oai People’s Committee in organizing the implementation of such items according to regulations.

The Municipal People’s Committee also assigned the Department of Planning and Architecture to assume the prime responsibility for, and coordinate with the Department of Culture and Sports in, instructing Quoc Oai People’s Committee in adding the study and report contents of the Department of Culture and Sports in the aforementioned documents to the study content of the “Detailed plan of Quoc Oai town center area” and “Adjusted plan of Quoc Oai District’s political, administrative, cultural, and sport complex area” schemes in accordance with the guidance of the Municipal People’s Committee in the Notice No. 410/TB-UBND dated October 17, 2016 and the Document No. 5794/VP-DT dated June 22, 2017 for report to the Municipal People’s Committee of the items that such units would not be competent to decide.
