According to information from Ba Dinh District People’s Committee, information and propaganda work has been implemented by the district very early. The district has proactively developed a schedule to guide the units and the People’s Committees of Wards to carry out election propaganda in each specific period in combination with decoration and propaganda to celebrate the 60th anniversary of the District’s establishment (May 31, 1961 – May 31, 2021), 60th anniversary of the District Party Committee’s establishment (June 9, 1961 – June 9, 2021). The decoration and visual propaganda at the headquarters of the People’s Committee of the district and wards and on the streets of the District had been implemented since March 25, 2021, and completed before April 10, 2021. The whole district has provided 2551 banners, 1246 m2 of panels, 118 bandrolls and red flags, etc.

Along with the city’s support for propaganda decoration on 15 main and radial streets in the district, socializing propaganda decoration is also paid special attention. The whole system of lightbox and LED signs, and large panels in the area and on high-rise buildings such as Lotter, Vincom, high-rise apartment buildings, and other buildings on streets in the area have been mobilized to decorate and propagate for the election day.
Extensive propaganda is also carried out in parallel and synchronously with visual propaganda. The ward loudspeaker system was urgently repaired and maintained as soon as the city issued Decision No. 1246-QD/UBND dated March 12, 2021, and put it into broadcasting from April 2021 with the duration and high frequency a day in combination with propaganda on portable loudspeaker systems in deep residential areas, alleys, and all markets in the district. The content of propaganda is diverse and rich and provided by departments, disciplines and the district.
The column Towards the Election of Members of the 15th National Assembly and Members of People’s Councils at all levels for the term 2021-2026 has been created and maintained on the District Portal and the 14-ward websites as places to transmit the entire document system of the State, City, district and wards in service of the election and regularly update the propaganda content about the election concerned by the people such as lists, biographies, and action plans of candidates for members of the National Assembly and People’s Councils at all levels, as well as regulations on election work, etc.
Social networking sites such as Zalo, Facebook and many others are also fully utilized. Some are the fan page “Nang Ba Dinh”, Zalo fanpage “UBND Quan Ba Dinh”, Zalo fanpages of wards, Zalo groups of districts, wards to residential areas, residential groups, etc., with the participation of hundreds of thousands of people in the district. Amid the complicated and unpredictable situation of the Covid-19 pandemic, forms of propaganda through social networking sites and online propaganda are being promoted more than ever. Information about the pandemic, solutions to prevent and control the pandemic, and plans to conduct the election in the context of complicated pandemic developments and other contents have been promptly provided, making people in the district feel comfortable during the preparation and execution of the election.
All lanes and streets in the district are covered with flowers and flags to celebrate the country’s great festival.
In addition, newsletters, election handbooks, leaflets, and brochures to provide information on election regulations, candidates and voting regulations, etc. have been printed and widely distributed among staff engaged in election work and the people of the whole district.
All 132 polling stations in the district have been repaired, painted and cleaned. Decorative designs have been made. The decoration and propaganda at polling stations and surrounding roads and lanes will be completed before May 18, 2021.
