The task of building a cultural ward has been set by the Tay Ho District Party Committee since 2010, as one of the targets of the Resolution of the 5th District Party Congress, term 2015-2020. By the end of 2020, the whole district has 05 wards that have won the title of “Cultural Ward”; including wards: Quang An (2013), Nhat Tan (2015), Phu Thuong (2019), Xuan La (2019), Buoi (2019); The remaining three wards are approaching the title of “Cultural Ward.” The construction of the Cultural Ward has achieved encouraging results, the cultural environment has been gradually improved, security and politics have been improved, maintained, social order and safety are ensured, the urban landscape and environment in the district are increasingly spacious, clean and beautiful, cultural institutions and urban infrastructure have been paid attention to, invested in, and built, forming a movement of the public, comprehensive and widespread in all fields of social life, which is unanimously responded by cadres and people and joins hands to build wards up to urban civilization standards.
The project “Building cultural wards and wards meeting the standards of urban civilization in the period 2021-2025 in Tay Ho district” has set a target to strive for by the end of 2025, there will be 03 more wards achieving the title of “Cultural ward” and 02 wards won the title “Ward of urban civilization”. Tay Ho District determined that building a Cultural Ward is to take the people’s energy to take care of the people’s lives, to make culture permeate the entire life and social activities, into each person, each family, and each group and communities, in all areas of daily life and human relations, contributing to building the unity of the whole people, promoting democracy, raising people’s intellectual standards, creating a beautiful spiritual life, people’s standard of living intellectually serving the cause of industrialization and modernization for the sake of a rich people, a strong country, a just, democratic and civilized society, also, mobilize all resources in the district to participate in activities, create and enjoy cultural values; bring into play the internal resources and potentials of the grassroots to improve the quality of grassroots cultural life, contributing to improving the people’s material and spiritual life.
To achieve those goals, Tay Ho district has set a requirement to perfect the close coordination mechanism, bring into play the role of the whole political system, all levels and branches in the district. The district also focuses on improving the quality of the movement of “All people unite to build cultural life”; the campaign of “Building a new countryside, a civilized city”; promote learning and follow Ho Chi Minh’s thought, morality and style so that the Project is really effective in building cultural life at grassroots level.
