The movement to build the modern-day woman in the capital with qualities of being “graceful, innovative, reliable, and elegant” has been launched citywide. As of now, the movement has been implemented for nearly half of its term and has achieved many significant results.

The movement to build the modern Vietnamese woman is part of the nationwide initiative following the spirit of the Resolution of the 13th National Women’s Congress.

As the capital and the central hub of politics, economy, and culture in the country, the 16th Congress of Hanoi Women’s Union for the term 2021-2026 has set various specific goals and tasks. One of the most prominent objectives is the initiation of the movement to build the modern-day woman in the capital with qualities of being “graceful, innovative, reliable, and elegant” throughout the entire city. So far, the movement has been implemented for nearly half of its term and has achieved many positive results.

The Hanoi Women’s Union has collaborated with departments, sectors, associations, and units to organize training and development programs to enhance the knowledge and skills of union members. This aims to elevate the intellectual capabilities of women in various fields, especially in scientific and technical knowledge related to production, information technology, and digital transformation. Additionally, they have actively promoted and supported women in building families with “5 Good and 3 Clean Criteria.”

In addition, women’s union levels throughout the city regularly organize cultural and sports activities, as well as competitions to enhance the health and well-being of female participants, with over 90% of women actively involved. Currently, the entire city maintains the operation of 2,063 cultural, artistic, and sports clubs. Furthermore, women’s union levels organize numerous specialized classes to enhance knowledge and skills in healthcare for women and families. They encourage and mobilize members and women to participate in health insurance, social insurance, and accident insurance.

The movement to construct the modern women of the capital with qualities of being “graceful, innovative, reliable, and elegant” is closely associated with the development of the refined and cultured lifestyle of Hanoi residents. Two prominent movements within this initiative are the construction of families with “5 Good and 3 Clean Criteria” and the “Capital Women Behaving Beautifully.” The latter, led by the Hanoi Women’s Union, encompasses various activities such as promoting the adherence to public behavior rules, implementing civilized and safe market models, and organizing seminars to share experiences in deploying model landscapes/historical sites and cultural neighborhood models adhering to public Code of Conduct.

Women’s unions at different levels continue to disseminate the content of these rules related to the movement of Women Behaving Beautifully. Many districts have implemented model cultural villages, and exemplary historical sites, and have organized cultural, artistic, and sports activities effectively. The Women’s Union in districts and communes has organized 257 propaganda sessions, mobilizing officials and female union members to actively participate in the movement to build modern women of the capital with qualities of being “graceful, innovative, reliable, and elegant,” as well as the movement of Capital Women Behaving Beautifully.

Models of capital women

The “5 Good and 3 Clean Criteria” movement (No hunger or poverty, no legal violations or social vices, no gender inequality, no violation of population policies, no malnourished children; clean house, clean alley, clean kitchen) implemented by the Hanoi Women’s Union has yielded practical results, contributing to the construction of new rural and civilized urban areas. The Women’s Union directed 10 districts to introduce the model of families with “5 Good and 3 Clean Criteria,” guided waste handling and classification at the source for 3,642 people, established 12 waste sorting teams, and constructed and improved the quality of green living models. They transformed waste areas into flower gardens, adorned house entrances with flowers, and created flower-filled lanes. Moreover, they constructed 1,487 sections of streets and alleys managed by women, including 58 sections modeled with blossoming flowers and mural paintings, and initiated efforts against plastic waste, among other initiatives.

To further promote and spread the impact of the “5 Good and 3 Clean Criteria” movement, the Hanoi Women’s Union organized an online competition titled “Capital Women Building Families with 5 Good and 3 Clean Criteria in 2023” throughout the city. The online competition has attracted 8,699 registrations and 12,544 participants to date.

With flexible and innovative approaches, the Hanoi Women’s Union at various levels is increasingly affirming its position and role in collectively contributing to building new rural areas and participating in achieving the socio-economic development targets of the capital.
