Speaking at the interim conference of Program 04-CTr/TU of the City Party Committee on April 21, Minister of Agriculture and Rural Development Le Minh Hoan assessed that Program 04-CTr/TU has propelled the agriculture and rural areas of the capital city into greater depth. Material and spiritual lives of the citizens have elevated, and the agricultural economic structure is actively transitioning with agricultural products developing towards integrated added value.

Minister Le Minh Hoan pointed out that Hanoi is currently leading in the number of cooperatives. Traditional craft villages, diverse in their cultural essence, are flourishing, not only improving the lives of the people but also preserving cultural heritage. The rural areas of the capital are igniting a new, dynamic, and increasingly sophisticated vitality.

Minister Le Minh Hoan believes that there is still significant potential for the agricultural development of Hanoi, and the city needs to tap into its unique strengths based on innovative thinking. In particular, organizing agriculture harmoniously within urban areas will optimize transportation costs, increase on-site supply capabilities, reduce expenses, and contribute to ensuring local consumption. “The Ministry of Agriculture and Rural Development will collaborate with Hanoi to create new and vibrant development spaces for agriculture and rural areas,” affirmed Minister Le Minh Hoan.

Regarding the goals of Program 04 for the 2023-2025 period, Minister Le Minh Hoan suggested that Hanoi should activate rural community life without creating conflicts between modernity and cultural identity. The focus should be on enhancing community capabilities, gradually forming a new generation of farmers, and creating open spaces to serve production.

Minister Le Minh Hoan also highlighted that Hanoi could consider establishing balanced agricultural-industrial linkages from input to output, along with creating training centers for agricultural workforce and industry chains. There is an emphasis on promoting the development of “agricultural real estate” models, where living spaces also serve as family-scale agricultural production areas, providing both sustenance and weekend relaxation experiences. Additionally, he proposed studying a pilot mechanism for the “agricultural land leasing platform” to enhance production efficiency.

The Minister suggested that Hanoi could foster collaboration among cooperatives, experimenting with consolidation to form larger-scale cooperatives, aiming for a circular economy in agriculture. With strong cooperative alliances, Hanoi could reshape the landscape of agricultural development.

Hanoi strives to complete new countryside construction by 2025

In conclusion, Deputy Secretary of the City Party Committee, Nguyen Thi Tuyen, noted that since the beginning of the term, the Party Committee of the City has undertaken political tasks in a context of fundamental advantages but also faced more difficulties and challenges than anticipated due to the complex global political and economic situation, especially the impact of the Covid-19 pandemic and the Russia-Ukraine conflict.

However, with a spirit of solidarity, responsibility, creativity, and innovation, coupled with high political determination, the Party Committee has effectively led and directed all levels of the political system from the City to grassroots units to overcome challenges and successfully carry out the dual tasks of Covid-19 prevention and economic and social recovery. This effort ensures national defense, security, and social order and safety in the City.

The economic recovery and rapid development of the capital, coupled with the effective control of the COVID-19 situation within the city, mark significant progress. The Gross Regional Domestic Product (GRDP) has rebounded and shown robust growth, surpassing the previous year and outpacing the national growth rate. In 2021, Hanoi’s GRDP increased by 2.92% (compared to the national increase of 2.58%), and in 2022, it surged by 8.89% (compared to the national increase of 8.02%), with Hanoi’s GRDP reaching approximately 1,200 trillion VND (equivalent to 50 billion USD). The per capita GRDP reached 141.8 million VND, a 10.6% increase from 2021. In the first quarter of 2023, Hanoi’s GRDP grew by 5.08% (compared to the national increase of 3.32%), and the budget revenue achieved 39.3% of the annual estimate…

Deputy Secretary of the City Party Committee, Nguyen Thi Tuyen, affirmed the contribution to completing the tasks of the city in the first half of the term, focusing on implementing ten major work programs throughout the term. Notably, Program No. 04-CTr/TU dated March 17, 2021, regarding “Effectively implementing the National Target Program of Building New Countryside associated with restructuring agriculture and rural development, improving the material and spiritual life of farmers for the period 2021-2025.”

As of now, 23 out of 33 targets of Program No. 04-CTr/TU have been exceeded and accomplished ahead of schedule. Many rural areas in Hanoi exhibit a prosperous, bright, clean, and beautiful appearance, with attention given to the rural environmental landscape. Investments in cultural and sports infrastructure have been prioritized. A civilized way of life has been consolidated and gradually improved, fostering a healthy cultural environment from inner-city areas to suburban regions, and gradually diminishing the gap between urban and rural areas…

However, alongside the achieved results, Deputy Secretary Nguyen Thi Tuyen candidly pointed out some existing limitations and challenges in implementing Program No. 04-CTr/TU. One notable issue is the precarious and unsustainable state of agricultural production, characterized by fragmentation and dispersion. Additionally, the development of infrastructure linked to the cultural and spiritual life of people in certain areas faces considerable discrepancies. The income of a portion of farmers remains low and unstable, and certain rural areas still suffer from environmental pollution. Rural culture and some traditional values are at risk of decline…

The Hanoi City Party Committee consistently recognizes the significance and immense importance of the New Countryside Construction Program, considering it a prolonged and ongoing effort with no fixed conclusion. Leveraging achieved results and addressing existing limitations, the city strives to, by 2025, complete the task of constructing the new countryside, with 100% of districts and communes meeting the new rural standards, raising the standard for 20% of districts, enhancing the standard for 40% of communes, and exemplifying the new rural standard for 20% of communes…

To achieve this objective, Deputy Secretary Nguyen Thi Tuyen recommends that the party committees, authorities, and steering committees from the city to grassroots levels, along with functional departments, mass organizations, and associations, continue to review and closely adhere to the directions, objectives, and resolutions of the Central Government and the City. Particularly noteworthy are Resolution No. 15 dated May 5, 2022, by the Politburo on the development direction and tasks for Hanoi until 2030, with a vision towards 2045; Resolution No. 30 dated November 23, 2022, by the Politburo on the economic-social development and security assurance of the Red River Delta region until 2030, with a vision towards 2045; and Resolution No. 19 dated June 16, 2022, by the Central Party Committee on agriculture, farmers, and rural areas until 2030, with a vision towards 2045…

“Focusing on building a modern, prosperous, happy, democratic, and civilized countryside, with economic-social infrastructure that aligns with urban criteria; green, clean, beautiful environment; a healthy, diverse, culturally rich life with a deep national identity; ensuring political security, order, and social safety. Agricultural and rural development must be connected with tangible and intangible cultural heritage; preserving the high and beautiful cultural values of the nation,” emphasized the Head of the Steering Committee for Program 04-CTr/TU.

The Head of the Steering Committee for Program 04-CTr/TU also emphasized the task of deepening the construction of the new countryside, making it more substantive, effective, and sustainable. Efficiently managing and utilizing land and water resources, protecting the environment, preserving biodiversity, and promoting sustainable development of ecosystems. Proactively preventing and adapting to natural disasters, and climate change, ensuring agricultural production, and the safety of the people.

In the period from 2023 to 2025, Hanoi will also concentrate on accelerating the restructuring of the agricultural sector, innovating growth models linked to the development of clean agriculture, organic agriculture, and ecological agriculture. Attracting and creating favorable conditions for businesses to invest in agriculture and rural areas, generating more employment, and increasing income for the people, aiming for the goal of prosperous agriculture and wealthy farmers.

Deputy Secretary of the City Party Committee highlighted the importance of environmental protection in rural areas, developing bright, green, clean, beautiful, safe, and civilized village models as a prerequisite for the long-term development of rural tourism in the city. Simultaneously, preserving the cultural essence of rural Hanoi, as well as forming ecological green belts around the central area of the capital.

Additionally, she emphasized the need to strengthen inspection, supervision, and evaluation of the implementation of new countryside construction at all levels and in all sectors.
