The festival is an activity to preserve and promote traditional folk art forms of Hanoi in particular and Vietnam in general; maintain, develop and improve quality of cultural and artistic movements at the grassroots level; increase attention of all levels and agencies, contributing to building a growing local mass art movement. It is also an opportunity to introduce and promote unique cultural features of Vietnam through unique traditional folk songs and dances, imbued with nuances of each region, meeting the needs for creativity and art enjoyment, creating a joyful and exhilarating atmosphere among the masses.

The festival is themed at “Hometown Melodies”, focus on praising Vietnam and its people; reflecting people’s aspirations for a prosperous and happy life, aspiration to conquer and master nature, work for Integrity – Compassion – Excellence; praising Hanoi capital – the city of “Culture – Civilization – Modern” in integration and development.

The festival is an opportunity to introduce and promote Vietnam’s unique culture through folk songs, folk dances, and traditional musical instruments. Illustration

The participants of the Festival are folk artisans, core art members and those who are living, working and studying in Hanoi. Allowed genres are folk songs, folk dances, folk music, including folk songs, folk dances, and traditional musical instruments bearing bold cultural characteristics of Hanoi and Vietnam. Each unit of a district, town or town will contribute 3 performances whose duration will not exceed 15 minutes.

The Department of Culture and Sports assigned the Hanoi Cultural Center to communicate the Festival Plan and Regulations to 30 districts, and towns; advise its Board of Directors to establish the Organizing Committee, the Jury, and the Secretariat of the Festival; assign staff to monitor and encourage the movement at grassroots festivals; well organize the final round of the City-level Festival. It suggested the People’s Committees of districts and towns to direct their Departments of Culture and Information, Center of Culture – Information and Sports to work with local departments, agencies and collectives to well organize the Grassroots Festival, select and practice typical performances to participate in the City-level Festival, based on the Festival plan and regulations. The grassroots festivals will be carried out by August, 2022. The final round of the City-level Festival will be carried out on the occasion to celebrate Hanoi’s Liberation Day (August 10, 2022).  The festival will be held at the Hanoi Culture Center and grassroots clusters.

The festival is organized in the spirit of thrift, practicality, suitability to actual conditions, honoring value of folk art, folk dances, and folk music with unique characteristics of each region of Hanoi and Vietnam. The participants will follow the guidance of the Ministry of Health, the city’s regulations on Covid-19 prevention and control, flexibly adapt to the new normal.
