The development of a Code of Conduct for Librarians aims to define standards and regulate the behavior of librarians. Unifying awareness and actions of librarians, agencies, organizations and individuals related to the field of libraries and the whole society; prevent and handle in a timely and effective manner negative and unethical behaviors in library activities.

Building a Code of Conduct for Librarians is to build library culture; ensure a safe, healthy, friendly environment in libraries, contribute to affirming the role and responsibility of librarians in the cause of cultural development, helping the Vietnamese people to develop comprehensively and building a healthy cultural environment to create driving force for economic, social development and international integration.

The Drafting Team of the Library Code of Conduct (hereinafter referred to as the Code) consists of 13 members led by Mr. Pham Quoc Hung, Director of the Library Department (Ministry of Culture, Sports and Tourism). In March 2022, the Drafting Team will complete the 1st Draft. From April to July 2022, after consulting with ministries, ministerial-level agencies, region, affected subjects and related units and individuals, the Drafting Team will continue to finalize the Draft and consult with the Legal Department (Ministry of Culture, Sports and Tourism). It is expected that by November 2022, the Drafting Team will complete the dossier and submit it to the leaders of the Ministry of Culture, Sports and Tourism for consideration and approval.

The Ministry of Culture, Sports and Tourism requires the development of a Code of Conduct for the library profession to cover objectivity, social ethical standards and fine customs and traditions of the nation and align with local cultural characteristics and the actual conditions of the library.

The Drafting Team is responsible for developing a Code of Conduct for library profession that ensure quality, on schedule, and in accordance with current regulations.
