Our Party and State define: “Economic development is the central task; ensuring national security is regular and important; Party building is key; staff work is the key of the key; Culture is the spiritual foundation and the endogenous strength for sustainable development”. We need to be aware of the role, position and importance of the cultural sector for the development of the country to be proud and clearly see the responsibility in promoting the development of the cultural and artistic fields, thereby inspiring and pride to each citizen, creating the strength of national unity.
In the process of renewal and development of the country, receiving the attention of the Party, the State, the people and the whole society, the cultural cause, building the Vietnamese people, and the cultural family in recent years have grown more mature and achieved many achievements, notably: Increasingly cultural, literary and artistic products improved in quality, meeting the increasing enjoyment needs of the people. Many valuable heritages are recognized by the world, protected and increasingly valued. Cultural life at the grassroots level has developed. International integration and cooperation are promoted, helping to promote the image of the country and the people of Vietnam to the world.
Cultural development in the present time faces the requirements set out to actively serve the building of a socialist democracy; building a socialist rule of law state; developing a socialist-oriented market economy; proactively and actively integrating into the world; also facing challenges such as population ageing, epidemics, climate change and non-traditional security issues. These issues have a great impact on general development, especially in the field of culture. In that context, the Prime Minister has directed the tasks and solutions of the culture, sports and tourism industries in the coming time. In particular, it is vital to focus on several key solutions such as: closely following the actual situation, based on the assigned functions and tasks, urgently building an action plan of the sector to implement the Resolution of the 13th Party Congress in which promptly proposed perfecting institutions, mechanisms and policies to mobilize diverse resources for cultural development.
In implementing the organization, always start from practice, stick to reality, respect practice, and take practice as a measure to act, to perfect the theory. Properly forecast the situation to lead, direct and organize the appropriate implementation; promptly perfect institutions, mechanisms and policies specific to each field of activity; to have preferential policies, especially to support artists and artists at the right level, suitable to the reality and characteristics of artistic labor.
Concentrating adequate resources, developing art fields, especially art forms which promote the development of national culture and promoting Vietnamese human values; Developing cultural industries, entertainment industries based on the foundation of science and technology, which are organized at a high level, potential, advantages and values of heritage, art, history and fine tradition of the Vietnamese nation combined with the effective application of achievements of the 4th Industrial Revolution contributes to the successful implementation of the country’s sustainable development goals.
Promoting communication; synchronously implementing communication on mechanisms and policies with information, advocacy, and inspiration for people to understand, share, and actively build grassroots cultural life and new lifestyles; actively respond, together with the party committees and local authorities to participate in preventing and repelling the degradation of morality and lifestyle; first of all, active participation in the pandemic prevention and control and enjoying the achievements of cultural and artistic development of the country.
