Delegates of the District Party Committee- People’s Council- People’s Committee of Hoan Kiem District were Mr. Vu Dang Dinh, Member of the Party Committee, Secretary of the Hoan Kiem District Party Committee; Mr. Dinh Hong Phong, Standing Deputy Secretary of the District Party Committee, Mr. Pham Tuan Long, Deputy Secretary of the District Party Committee, Chairman of the District People’s Committee, and representatives of leaders of the People’s Council – People’s Committee of Hoan Kiem District, representatives of departments, agencies and units under the District and leaders of Hang Gai ward and Hang Buom ward.
At the meeting, the representative of Hoan Kiem District People’s Committee, Mr. Nguyen Quoc Hoan, Vice Chairman of the District People’s Committee reported the results of the district’s cultural and information tasks in the first 10 months of 2021 and identified some potentials, and advantages of the district in implementing Program 06 of the City Party Committee. Accordingly, Hoan Kiem district is located in the center of the capital, is the administrative-political, economic and cultural center, which has been and still contains a treasure of tangible value, with 190 relics; among them are special national monuments: Ngoc Son Temple and Hoan Kiem Lake area, 50 communal houses of worshiping Ancestors, and many diverse and attractive intangible cultural heritages such as cuisine and folk art performances, traditional festivals of Bach Ma Temple, Yen Thai Communal House, Mid-Autumn Festival, Golden Jewel Festival … have contributed to creating the mark of Thang Long – Hanoi – thousand years of civilization.
In addition to performing regular tasks such as: publicizing information, propaganda, state management of culture, advertising, relics, the whole people’s movement to unite to build cultural life, the district is focusing on implementing Program 06 of the City Party Committee through the implementation of schemes and plans for implementation in the term 2021-2025. Based on the program’s goals and contents, the Standing Board of the District Party Committee directed the development and implementation of 06 projects, including 03 projects in the field of culture, including: Project of “Focus on conservation and promote the value of cultural heritage in the area of Hoan Kiem district, expand international cooperation in the period of 2020-2025”; The project of “Continue to build and develop a healthy cultural environment, building a modern, elegant, civilized and developed Hoan Kiem people” and the project of “Upgrading cultural and sports institutions development of the sport and sport movement, contributing to improving the fitness and stature of Hoan Kiem people in the period of 2020-2025”, and continuing to implement and improve the quality of a number of projects of the previous term such as the project on construction “Some cultural and behavioral characteristics of people in the Old Quarter” and the Project of “Organizing traditional festivals in the Old Quarter and Hoan Kiem Lake area”.
Currently, in the district, there are still some difficulties and obstacles in the work of site clearance at the ranked relics. The work of restoring, embellishing and moving households out of the monuments has made many efforts but has not yet met the actual requirements, the number of relics that need to be restored and embellished is still a lot because the work of socialization in this field is difficult. Cultural and sports institutions from districts to wards, residential areas, and schools are still limited, unable to meet the needs of the people, teenagers and students. The area of land for education has not met the requirements, most of the school’s campus area does not meet the prescribed standards. High-quality human resources for the development of culture and tourism have not yet met the demand due to limited staffing quotas. Financial resources (budget allocation, socialization) have not been met, the ability to attract investment and development is still low.
Regarding the management of monuments, the People’s Committee of Hoan Kiem district proposed the Department of Culture and Sports to pay attention to report and propose to the City People’s Committee to solve problems in the documents of adjusting the zoning of relics in the area. Advise the City People’s Committee on a written proposal to the Ministry of Culture, Sports and Tourism to issue a Decision on adjustment of the relic zoning to replace the current adjustment agreement; have specific documents guiding the approval of projects on renovating and embellishing monuments with socialization funds. It is proposed that the city organizes the promotion of intangible heritage values of districts, towns in Hanoi and provinces and cities nationwide at the pedestrian space of Hoan Kiem Lake and Ha Old Quarter.
Regarding the construction of cultural institutions, priority is given to planning the land fund for Hoan Kiem district to invest in building typical national cultural and sports institutions. Proposing the City People’s Committee, the Department of Culture and Sports to soon consider and allow the District People’s Committee to re-grant a license for karaoke business activities.
Responding to the recommendations and proposals of Hoan Kiem district, Mr. Nguyen Doan Van – Head of the Management Board of Hanoi Monuments and Landscapes said that the Department of Culture and Sports will coordinate with the People’s Committee of Hoan Kiem District to submit the City People’s Committee to issue a Decision on adjusting the zoning for site clearance of the monument, and at the same time coordinate with Hoan Kiem district to develop a plan for historical and cultural relics that no longer have elements of worship according to the correct process.
For cultural and sports institutions, Mr. Dinh Van Luyen, Head of Culture and Sports Department proposed that the district should invest in upgrading the multi-purpose sports area – Hoan Kiem District Sports Center to reserve an area for sports training in apartment buildings, high-rise buildings, develop street sports, and at the same time create favorable conditions to support businesses to invest in the field of sports.
Overview of the meeting
Speaking at the meeting, Ms. Tran Thi Van Anh – Deputy Director of the Department affirmed that Hoan Kiem is the district with the most potential compared to other districts in the city. To promote resources, the district needs to build a specific mechanism, build cultural institutions to replicate throughout the city. Building a model of preserving and promoting historical values in Hoan Kiem district and expanding internationally, promoting the value of heritage sites in the district, which is a special national relic of Ngoc Son temple and space in Hoan Kiem lake area, promoting the value of worshiping ancestors, because having a job is having a career; Building the district to become an exemplary unit, taking the lead in implementing 02 Codes of Conduct. Well develop urban aesthetics and standardize signs, signposts, billboards in the district.
Before the proposals and suggestions of the Department of Culture and Sports, Mr. Pham Tuan Long – Chairman of Hoan Kiem District People’s Committee affirmed that the district will continue to preserve and promote the value of heritage sites, focusing on relic restoration and conservation of craft streets, and cultural and artistic activities in the area. Continue to invest and develop high-quality tourism. Coordinate with the Department of Culture and Sports to identify the values that the district has to develop the cultural industry, develop projects associated with building a creative city. Focus on building modern urban products and equipment, calling for resources to renovate relics, and socialize cultural activities.
On behalf of the Standing Board of the District Party Committee and leaders of the People’s Council, the District People’s Committee, Member and Secretary of the Hoan Kiem District Party Committee, Mr. Vu Dang Dinh thanked the Department of Culture and Sports for the cooperation in the past time. He said that in the coming time, the district will continue to develop a culture associated with economic development, maintain political security and stability to develop the night economy. Consider culture as a resource for development. Developing the cultural industry on the basis of new thinking and new ways of doing things, pay attention to organize events, attract tourists with events and creative products.
Appreciating the results of Hoan Kiem district in the past time, Mr. Do Dinh Hong – Member of the Party Committee, Secretary of the Party Committee, Director of the Hanoi Department of Culture and Sports hopes that in the coming period, the district will promote the value of “Heritage District”; actively promote the results achieved in a new way; promote resources from typical spaces of the district such as Sword lake space and old town, old street space and Red riverside space; pay attention to urban architecture and construction to create artistic and cultural spaces; pay attention to develop green cities, cities of sound and light; promote the value of tangible and intangible cultural heritage, cuisine, fashion… into creative products through services of technology; develop human resources, create a cultural lifestyle associated with the old Hanoi people’s character, attract talented people to access cultural industries and creative products. In addition, the district needs to orient its development plan in the new 10 years, clearly defining cultural and sports lists for implementation.
