In Bac Tu Liem district, the Inspection Team recognized its efforts in propaganda and advocacy through establishing and duplicating point models; organizing contests, festivals, seminars, etc. as well as emulation movements from district to grassroots in association with the code of conduct system (CoC). The workplace and reception area are arranged neatly, harmoniously, with enough signs. Especially, at the Department of receiving documents and delivering results of administrative procedures of the District People’s Committee, there is a large number of reception doors (17 points), ensuring the standards of facilities to serve at the fastest and most effective way when people and businesses visit for their works.
In Nam Tu Liem district, the propaganda and advocacy focused on printing and distributing 51,500 folded sheets, maintaining listing of 274 boards of CoC; especially integrating them into construction of models of cultural families, cultural residential groups, cultural agencies, etc. as well as regularly inspecting and supervising the implementation of the 2 CoCs.

In Ha Dong District, in order to effectively implement 02 CoCs, since 2017, the district has issued 46 documents guiding their implementation. The signing of the commitment to well implement them from residential areas to offices therein is maintained in order, and their content is included in activities of the cell, branch, agency meetings, etc.
In Hai Ba Trung district, the implementation of 02 CoCs were involved by departments, agencies and mass organizations in the whole district. In 2022, its steering committee of the movement “All people unite to build a cultural life” held 02 talk shows on “Building elegant and civilized Hanoians; implementing 02 CoCs issued by the City; Solemn, healthy, thrifty Wedding”. At the talk shows, the Veterans’ Association, the Women’s Union, and the Youth Union built situational scenes on civilized public behavior, weddings, funerals, combined with cultural performances, etc., generating high efficiency in visual propaganda.

In Chuong My, the district has paid special attention to propaganda of implementation of the 2 CoCs. Through organization and participation in contests and emulation movements, the district determined that they are the most effective way to bring the emulation movement “officials, civil servants, public employees, employees behave culturally at working and public places” to be spread positively. Its People’s Committee issued plans on contests for propaganda of CoCs, building synchronous and effective CoC models, bringing remarkable results and positive changes in specific awareness, actions of each official, civil servant, public employee, employee and all classes of people.

As recorded, the One-stop section of the People’s Committee of Chuc Son town (Chuong My district) has been effectively implementing the model of a friendly and close-to-people one-stop section. In particular, two innovative models are being applied here: one is 1 record – 2 results (results are delivered in paper and electronic form) and one is no-waiting administrative procedures (immediate delivery for certain administrative procedures), which, thereby, creating convenience, saving time and costs for people. In addition, in order to improve satisfaction index of the people, this People’s Committee sent letters of thanks for comments and reflections on the service attitude of its staff, unreasonableness or inappropriateness in receiving and handling administrative procedures, proposals, etc., sent congratulatory letters for events such as: weddings, birth giving, new member welcome, etc.; sent letters of condolences to families with funerals in the locality.

The reports of the localities also show that the districts have also been active in deploying and duplicating the point models, such as: Receiving applications and delivering results of administrative procedures in a civilized, friendly and professional manner; Green office, neat and tidy workplace; Building friendly schools with good words, good deeds, beautiful landscapes; Cultural apartment with polite behavior, respect for common space; residential groups without social evils, but green, clean and beautiful environment; cultural and historical sites – safe and attractive destinations; Propagating and guiding small traders to communicate in a friendly manner when buying goods, list prices, product origin, do not use harmful chemicals, etc.
The inspection team suggested that the localities continue to implement more drastically the 2 Codes of Conduct, well maintain their propaganda and advocacy work; strengthen duplication of point models on code of conduct implementation; pay attention to environmental sanitation, arrange green trees in the office; Synchronize nameplates, material of comment boxes to ensure effectiveness, etc., contributing to put these CoCs into practice, creating a far-reaching effect in daily behavior and in public service activities in offices, as well as public places, contributing to building elegant and civilized Hanoians.
