Immediately after the Politburo’s Directive 05 – CT/TW was issued, Dong Anh district Party Committee issued the Plan No. 46 – KH/HU on “Promoting learning and following Ho Chi Minh’s ideology, morality and style” until 2021. The district has selected key issues, followed closely, and directed the party grassroots organizations (CPOs), agencies, units, branches and unions to organize their implementing and linking the learning and following Ho Chi Minh’s ideology, morality and style with the Party building and rectification; prevent and repel the deterioration of political ideology, morality, lifestyle and internal manifestations of “self-evolving”, “self-transforming”… Dong Anh district also proposed 9 working programs and promulgated the Program 04-CTr/HU of the Standing Committee of the District Party Committee on “continuing to promote and improve leadership and fighting capacity of the Communist Party’s Communist Party, associated with learning and following moral example of Ho Chi Minh”.
Up to now, Dong Anh district has held 5 key staff conferences for more than 1,250 people, communicated the specialized study to 60/60 of Communist Party’s grassroots organizations for more than 13,000 party members in the whole district. The Fatherland Front and the district unions organized more than 18,000 union members and members to study and research the contents of Uncle Ho’s subjects and works. 1,250 conferences, seminars, and cell activities have also been held in the past 4 years. Branches, unions, communes and towns have proactively developed plans and instructed the implementation of Directive 05 – CT/TW in a timely and accurate manner, associated with the implementation of the resolutions of the Party Congress at all levels and political duties of each agency or unit.

Over the past 4 years, learning and following Ho Chi Minh’s ideology, morality and style have been concretized by Dong Anh district with specific instructions such as issuing 25 documents including programs and decisions, plans, instructions, announcements and 16 test conclusions. The district Party Committee has directed the Communist Party organizations and the authorities from the district to the grassroots to develop criteria, review, check and supplement the criteria in learning and following Uncle, chose tasks and registered each unit at least 01 specific task by topic in each year. The district opened weekly and monthly monitoring books to select typical collective and individual examples introduced by the Fatherland Front, branches, unions and agencies and units to propagate on the district’s radio system. In the past 4 years, the district radio system has broadcast 205 news and edited 275 categories with over 200 articles.
The district’s culture and arts branch has made many groups of posters, large and small in central locations to propagate the spirit of Directive 05 to all classes of people. 156 out of 156 villages, hamlets and residential groups painted 1,500 wall slogans and 1,500 banners; 24/24 communes, towns, many agencies, businesses and units have renewed 750 propaganda panels at the headquarters. Dong Anh district’s electronic billboards were installed to promptly report on the city and district’s activities in learning and following Ho Chi Minh’s ideology, morality and style. In addition, 1,300 public performances, over 400 professional art performances, 315 traditional art exchanges, and over 400 sports-friendly prizes were held throughout the district to cheer on the movements of competition and following Uncle and celebrate the large holidays.
In 4 years of implementing Directive 05, the movement to study and follow Uncle Ho in Dong Anh has become a regular content in all agencies, units, communes and towns. Dong Anh’s education and training sector has gained effectiveness in propaganda associated with traditional education for the young generation, including teaching and learning Ho Chi Minh’s moral example for students in association with the implementation of local specialized history topics. Dong Anh is a locality that has well organized the Contest of Good Reporters to propagate Ho Chi Minh’s ideology, morality and style from grassroots to district, creating extensive political activities in the entire district Party, contributing an important part to strengthening the building and rectification of the Party.
4 years of implementing Directive No. 05 of the Politburo in Dong Anh district has made important contributions to economic growth and social and cultural development; ensured local political security and social order and safety. The total local budget revenue next year is always higher than that of the previous year. 100% of Dong Anh hamlets, villages and residential groups have standard cultural houses, and the people’s material life has been constantly improved.
