Accordingly, in order to increase the effectiveness and efficiency in the management and organization of festivals and to ensure a joyful, happy, safe, and economic 2018 Lunar New Year Festival, the Ministry of Culture, Sports, and Tourism has required heads of agencies and units under the management of the Ministry and provincial and municipal Departments of Culture, Sports and Tourism and Departments of Culture and Sports to advise party committees and authorities at all levels on continuing to thoroughly implement and focus on instructing the strict implementation of Directive No. 41-CT/TW dated February 5, 2015 by the Party Secretariat on strengthening the leadership of the Party on the management and organization of festivals, Directive No. 16-CT/TW dated December 22, 2017 by the Party Secretariat on the organization of the 2018 Lunar New Year Festival, Directive No. 48/CT-TTg dated December 27, 2017 by the Prime Minister on intensifying the management and administration in order to stabilize market prices and ensure social order and safety during the 2018 Lunar New Year Festival, Directive No. 06/CT-TTg dated February 20, 2017 by the Prime Minister on reviewing the management and organization of festivals and anniversaries, and Circular No. 15/TT-BVHTTDL dated December 22, 2015 of the Minister of Culture, Sports, and Tourism promulgating the organization of festivals.

The units under the management of the Ministry of Culture, Sports, and Tourism will also cooperate with Departments of Information and Communications, Departments of Transportation, Departments of Labor, War Invalids, and Social Affairs, Departments of Health, Departments of Industry and Trade, Departments of Natural Resources and Environment, Departments of Public Security, People’s Committees of districts, cities, mass media agencies, and Vietnam Fatherland Front and its member to disseminate on mass media the Party and State regulations on festivals and historical and cultural values of relic sites and festivals, to guide the organization of cultural and artistic activities in celebration of the Party, the spring, to organize cultural activities, sports, and festivals in celebration of the 2018 Lunar New Year Festival and other commemoration days in a practical, effective, safe, and economic way in line with the cultural traditions of the nation and fine customs and practices of the localities, and to organize fireworks during the Lunar New Year Festival in consideration of the conditions and capabilities of the localities in an economic and safe way, ensuring no utility of the state budget.
In addition, it is necessary to strengthen the management and organization of festivals to ensure the implementation of regulations on civilized lifestyle, avoiding bad impressions such as fierce competition for offerings, superstitious activities, gambling (or disguised gambling), beggars, exchange of pence to earn a difference, and so on. It is also required to strictly manage the licensing of the organization of festivals, prohibit the organization of events that promote violence and are contrary to the tradition of peace and compassion of the nation, prohibit the organization of buffalo fighting festival as it is not a traditional festival, develop plans on ensuring order and security and environmental protection, especially on ensuring the life safety for people when participating in festival activities, and strengthen the capability of fire prevention and fighting at the relic sites.
The officials, public employees, civil servants, and laborers must be thoroughly disciplined and must strictly comply with administrative discipline and labor discipline, not to attend festivals during office hours, not to use State-owned vehicles (or hire State-owned vehicles) to attend festivals during office hours (except for cases where the tasks are being performed). It is required to intensify the inspection and supervision of the organization of cultural, sport, and tourist activities during the Lunar New Year Festival and to timely detect, handle, and take measures to rectify the violations.
