Especially, successfully organizing activities to serve important political events of the country in 2021 such as activities to welcome and celebrate the success of the 13th National Congress of the Party; The election of deputies to the 15th National Assembly and the election of deputies to the People’s Councils at all levels for the 2021-2026 term.
The Department of Culture and Sports has promoted communication about the election and 02 codes of conduct.
Gained achievements
In the first 6 months of the year, especially during the 4th outbreak, the contents and tasks of COVID-19 pandemic prevention and control continued to be strictly implemented by the Department under the direction of the Central and City. Cultural and sports activities and events taking place in the first 6 months of 2021 all ensure the prevention and control of the COVID-19 pandemic and take place safely. The state management has been strengthened, in the field of the industry, there are basically no pressing problems of public opinion.
In the cultural sector, consultation is carried out proactively. The Department advised the Party Committee of the City People’s Committee to submit to the City Party Committee for promulgation Program 06-CTr/TU on “Developing culture, improving the quality of human resources, building elegant and civilized Hanoi people in the period 2021 – 2025”; submit to the City People’s Committee the Program implementation plan. The Department has organized communication activities, implemented 02 codes of conduct in the city, such as organizing a convoy to communicate on setting up elegant and civilized Hanoi people; communicate the code of conduct in public places on the VOV radio channel; coordinate with the Emulation – Commendation Board (Department of Home Affairs) to continue implementing the City’s code of conduct in association with the implementation of the Public Service Culture Project and the movement of “Staff, civil servants and public employees, workers practice civilized behavior in the workplace and public”.
In the first 6 months of the year, the Department submitted to the City People’s Committee for approval 11 records of city-level relic ranking; attached signs to 04 places commemorating the events of the Revolutionary War; submitted to the Ministry of Culture, Sports and Tourism on the ranking of 04 national monuments. Coordinating with the Institute of Archeology on archeology of Chuoi Vuon, Hoai Duc district. The Department also completed the installation and erecting of the statue and held the inauguration ceremony of the statue of Russian poet, A.S. Pushkin at Hoa Binh Park. The relics directly managed by the Department have welcomed nearly 324,000 visitors and tourists, with revenue of more than 8.2 billion VND. The Hanoi Museum project continues to be implemented, the museum staff are focusing on the design and construction of the sample display area with the theme “Hanoi Nature”. After completion, visitors can learn about Hanoi’s nature as well as many other issues with attractive means, images and documents.
Also in the first 6 months of 2021, theaters under the Department organized 75 art performances; in the city, 42 art events have been licensed and performed by the Department; organized 94 film screenings for political purposes. Mass cultural activities were also organized such as: Party – Spring – Ethnic Choir Festival in 03 clusters with 27/30 districts, towns participating; Launching the songwriting campaign for children 2021. Launching the campaign to write and propagate about the prevention of the COVID-19 pandemic and propaganda in response to “Action Month for Children”.
Family affairs are is also focused on by the Department with the promotion of activities to celebrate the International Day of Happiness March 20; activities to celebrate the 20th anniversary of Vietnamese Family Day on June 28 and respond to the “National Action Month on Domestic Violence Prevention and Control” in the city in 2021. The Department praised 87 organizations, individuals and typical families in the city with many contributions to family affairs, especially those doing family work in the community.
However, due to the impact of the COVID-19 pandemic, most cultural activities and events had to stop operating, and monuments had to be closed. Some units directly under the Department are fully autonomous in recurrent expenditures such as Thang Long Puppet Theater, Hoa Lo Prison Relic Management Board, and the Cultural and Scientific Activities Center of Van Temple of Literature due to the impact of the COVID-19 pandemic.
Due to the impact of the COVID-19 pandemic, many units under the Department have faced difficulties in self-control.
Key tasks in the last 6 months of 2021
Facing the complicated development of the COVID-19 pandemic, the Department will continue to strictly implement measures to prevent and control the COVID-19 pandemic under the direction of the Central and City; strengthen administrative discipline, raise awareness and effective duty performance of the contingent of officials, civil servants and public employees in the Culture and Sports sector of the Capital to carry out the work theme in 2021 of the City named “Discipline, responsibility, action, creativity, development”.
The Department will continue to advise the City People’s Committee to promulgate and implement the Implementation Plan of Program No. 06-CTr/TU of the City Party Committee on “Developing culture, improving the quality of human resources in the Capital, and building elegant and civilized Hanoians in the period of 2021 – 2025”; advise the City People’s Committee to issue the Implementation Plan of the Vietnam Family Development Strategy to 2025, with a vision to 2030 in Hanoi; deploy the contents of communication for the implementation of the Family Code of Conduct in 2021 to 05 districts: Hai Ba Trung, Soc Son, Gia Lam, Phuc Tho, Thach That; also, organize communication activities and implementing 02 codes of conduct in the city; activities to celebrate major holidays and political events of the country and the capital in the last 6 months of 2021; focus on speeding up the project of displaying Hanoi Museum under the direction of the City People’s Committee; complete the review, arrangement and consolidation of professional agencies and public non-business units according to the plan No. 232/KH-UBND dated 12/2021 by the City People’s Committee; reorganize Hanoi Exhibition Information Center based on merging Stage Screen Newspaper; organize the implementation of the administrative reform inspection plan in 2021; strengthen the inspection, examination and handling of violations in the field of culture and sports, focus on inspecting and handling violations in advertising activities on the side of walls and facades of buildings in the city, etc.
