With the aim to step by step build and form cultural standards on public speech, attitudes and behaviors of individuals and organizations in Hanoi city, contributing to preserving and developing the fine cultural traditions of the capital in particular and the country in general, and making Hanoian people become more civilized and well-behaved people, the Steering Committee for Program 04-CTr/TU (hereinafter referred to as the Steering Committee) has requested to apply the Code of Conduct on the regular and continuous basis in accordance with the actual situation of agencies, localities and units.

Accordingly, the plan must specify that the propaganda of compliance with the Code of Conduct in public places should be carried out as follows: Incorporating the Code into extracurricular activities at high schools; Educating the Code at universities, colleges, and vocational schools.

The propaganda of the Traffic Code of Conduct should also be included in broadcasting system at road intersections, and made in writing and posting at bus stations, train stations, wharves, and on buses, passenger cars, etc.

Besides, it is necessary to regularly impart information, make video clips, make items like “Value of the life”, “Culture of Conduct”, etc. and broadcast them Hanoi Radio and Television Broadcasting; to organize the Contest on Code of Conduct from municipal level to local level; to review and include the criteria for compliance with the Code of Conduct to the consideration of cultural titles (cultural families, cultural villages, cultural living quarters, cultural agencies, units and enterprises).

Also, it is required to make leaflets and bulletins showing the Code of Conduct in the form generally applied for the whole city and post them in public places, village’s cultural houses, living quarters, entertainment and recreation places, relics, etc.; to incorporate the Code into tourism leaflets, travel websites, or tour guides’ speech.

The City Committee of Fatherland Front, Hanoi Youth Union, Women’s Union, Farmers’ Association, War Veterans’ Association, City Confederation of Labor, and other social organizations shall work out internal propaganda and mobilization plans.

It is also necessary to assess the compliance with Code of Conduct at public places in the city every 06 months or annually; to reward the agencies and units which strictly comply and criticize the ones failing to strictly comply; to report to the Party Committee.

The plan should specify that the Department of Culture and Sports is the standing body responsible for advising the Steering Committee with respect to the overall implementation of the plan. The State management should also be strengthened to ensure that there will be no superstitious practice or case of benefiting from religious belief for personal purposes at the famous sites. It is also required to regularly check and handle the cases of improper installation of advertising billboards; to work with the Department of Information and Communications in promptly handling illegal advertising; to advise the Steering Committee to set up an inspectorate team to inspect the compliance with the Code of Conduct; to monitor and urge the implementation of the Plan, annually evaluate the implementation, and report to the City Party Committee, the City People’s Committee as prescribed.

Strengthening propaganda measures at beauty spots, relics and sites in the city

The Departments, branches and agencies in the City shall formulate the plans for complying with the Code of Conduct in public places. It is essential to further educate officials, public employees, public servants, employees of the agencies and units; to seriously exemplify the compliance with the Code of Conduct; to promptly criticize, remind the violating people.

People’s committees of districts and townships shall develop the plans for complying with the Code of Conduct in public places; direct communes, wards and townships to publicize the Code in their places; propagate the Code using broadcasting system at all levels, at conferences of government, organizations, and living quarters in order to raise people’s awareness; ensure that 100% of communes, wards, townships, villages, hamlets, and living quarters impart the Code to each union member and people in the locality.

The City’s press and media agencies should further propagandize the Code of Conduct and the Implementation Plan; make specialized websites, items, themes; set examples of individuals/organizations who have made outstanding achievements in the compliance with the Code and criticize the ones who fails to comply with the Code, contributing to making Hanoian people become more civilized and well-behaved people.
