Hanoi city: At the 3rd ranking in term of public administrative reform index (PAR index) in 2016

Accordingly, Hanoi is ranked at the 3rd position in the entire country on the PAR index in 2016, 6 grades increased compared with 2015.

Hanoi city is ranked at high position for PAR index in 2016, ranking at 3/63 provinces and city. It is judged by Ministry of Home Affairs as the one with highest result in terms of self-motivation and drastic actions in administrative reform management and direction; construction and implementation of legal documents; reform of administrative procedures; reform of state administrative organizational structure. Some component indexes have been continuously improved compared with those of other cities and provinces in the entire country; construction and improvement of officials and public civil servants quality; public administration reform; administrative modernization and implementation of one-stop-shop and inter-agency one-stop-shop.

Such achievements reflects efforts of the entire political system, management at levels from city to grassroots, close interest and attention of the city, the advising role of administration reform standing agencies  – Department of Home Affairs and other specialized departments, including: Department of Justice, Department of Finance, Department of Information & Communications, Department of Planning and Investment in implementation of administration reform.

The city has offered initiatives in administration reform which are acknowledged and highly appreciated by Ministry of Home Affairs such as: Pilot implementation for “Inter-agency issuance of investment registration certificates – Business registration certificates for foreign investors at Department of Planning and Investment”; City Police has issued mobile identity cards at head offices of agencies and units of great desire; organized registration and issuance for electric motorcycles for schools, urban areas, residential groups to facilitate residents in travelling. Some IT applications obtained remarkable achievements such as exploiting database of residents to serve 3-degree portal in justice field; identity code for citizens; on-line enrolment soft ware for kindergartens, grade 1, grade 6 of 2016- 2017 school-year; implementation of electronic school model in Long Bien district, etc.

However, following judgements made by Ministry of Home Affairs as well as residents, organization and corporations in terms of some criteria or aspects of administration reforms, some have not obtained high results or have not been improved, specifically:

Criteria: Strictly implement official grades following occupational positions which are approved at administrative agencies or organizations subordinated to the city; implement regulations on arrangement of managing positions at department levels and equivalent; public non-business units which are eligible for financial regime application as same as for approved enterprises; constructing and implementing e-government of the province; constructing, applying, maintaining and improving ISO process; administration procedures solving results have not been improved or fully implemented following the Central’s requirements.

As judged by residents, organizations and corporations, some criteria has been improved but has not obtained high results in general.

In order to improve the PAR index of Hanoi city in next years, apart from continuously maintaining and improving administrative reform work, agencies and units shall, under their functions and duties, should grasp thoroughly PAR index results in 2016, learn from experiences to offer specific solutions for shortcomings and fields or aspects of low results to improve them in next years, specifically:

Agencies and units should strengthen the dissemination to residents, organizations and enterprises on administration reform to heighten their awareness on it; timely concretize administration reform programmes and plans of the city to make detailed administration reform plan of each unit, make specific duty segregation, clearly define responsibilities, processes, effectiveness and arrange enough manpower and budget for administration reform, frequently monitor administration reform tasks as assigned by the city to ensure the completion of works following the required quality and schedule of the city.

Development and issuance of legal documents of the city shall be implemented following orders and procedures as stipulated by laws, ensuring the feasibility, efficiency and suitability with actual conditions in the city. Guidance and application of legal documents in life shall not be against legal regulations, ensuring the suitability with local conditions and situation.

Agencies and units shall continuously review and arrange their organizational structure, functions and duties, ensuring the efficiency and legality; continuously implement proper gradation of state management contents between the city and district and commune levels; ensuring necessary conditions to enable the effective performance of district and commune level.

Continuously heighten the awareness and behavior, implement capacity building of official, public civil servants, especially those in charge of receiving and dealing with administrative procedures and documents at administrative agencies and public non-business units.

Organizing the notification on PAR index results in 2016 and define PAR index in 2017 for departments, inter-department units, People’s Committee in districts and towns, etc.
