Accordingly, the Program aims to implement the City’s common goal of propagating domestic violence prevention and control. Particularly, it is planned to raise awareness of cadres, civil servants, public staff, employees, individuals, families and communities about violence prevention and control in the new situation in order to gradually reduce the domestic violence situation, timely support people experiencing domestic violence in the city.
The program sets specific goals such as: To strive for more than 40% of households to participate in seminars on domestic violence prevention and control directed by the commune-level People’s Committees, unions and organizations in villages and residential groups. More than 70% of the people at risk of domestic violence in the City are equipped with knowledge and skills on coping with domestic violence. More than 95% of people who are found experiencing domestic violence receive protection, legal aid and health care. More than 80% of people who commit acts of domestic violence receive counseling, knowledge and skills to control violent acts. Over 90% of Hanoi’s districts, townships have population collaborators to carry out tasks on domestic violence prevention and control in the community. Over 95% of communes, wards and towns maintain the domestic violence prevention and control model. Over 90% of people directly involved in domestic violence prevention and control at all levels receive training in knowledge, skills and expertise on domestic violence prevention and control.

To achieve the goal, the program also sets out tasks and solutions including:
Strengthen leadership, direction and coordination in the implementation of the objectives of the plan. Accordingly, the divisions, sections and units under the Department, district-level Division of Culture and Information, district-level Culture – Information and Sports Centers advise to develop a specific plan suitable to the actual situation to organize the implementation of goals and tasks on domestic violence prevention and control; effectively implement the Regulation on inter-sectoral coordination on domestic violence prevention and control in the city.
Coordinate with relevant units to build and operate the domestic violence prevention and control network at all levels; collaborators performing family work in the community to carry out the task of propagandizing domestic violence prevention and control, and collecting information on domestic violence.
Build and operate a system of providing support and prevention services for domestic violence. Specifically, building and maintaining activities of collaborators and volunteers on domestic violence prevention and control; counseling and supporting for people experiencing domestic violence; training domestic violence prevention and support service providers; continuing to maintain and replicate models of domestic violence prevention and control in the community.
Organize communication on domestic violence prevention and control suitable to each object, paying special attention to ethnic minority areas and people in remote areas. Diversify methods, types and products of information, communication and education on domestic violence prevention and control; encouraging the creation of programs and works of culture and art, sports activities associated with communication on domestic violence prevention and control; coordinate between families and schools in domestic violence prevention and control.
Train staff directly involved in domestic violence prevention and control at all levels. Every year, Hanoi Department of Culture and Sports will organize professional training courses for staff directly involved in domestic violence prevention and control at all levels. Regularly provide capacity training for collaborators and propagandists on domestic violence prevention and control at grassroots level.
Strengthen the inspection of the implementation of the law on domestic violence prevention and control. In particular, strengthen the inspection and examination of the implementation of laws and policies on domestic violence prevention and control in the city; coordinate with functional agencies and localities to promptly settle complaints and denunciations about violations of the law on domestic violence prevention and control; strictly handle violations of the law in domestic violence prevention and control; promptly reward and praise typical collectives and individuals with high achievements in the family field.

Simultaneously according to the Plan, the Division of Lifestyle, Culture and Family Development is assigned the task of guiding the implementation of the objectives and tasks in the plan of implementing Program on domestic violence prevention and control in the new situation by 2025 in the city. At the same time, the City is advised on the development of communication contents on domestic violence prevention and control; instructing affiliated units and localities to organize various communication activities on domestic violence prevention and control in association with propaganda activities in response to family days: International Day of Happiness (March 20), Vietnam Family Day (June 28), National Action Month on domestic violence prevention and control; World Day for the Elimination of Violence against Women and Girls (November 25).
Advise on building a national data system on family and domestic violence prevention and control; guide the process of receiving and handling domestic violence cases; safety protection procedures, support for essential needs, provision and advice on information on rights and obligations for victims of violence for each target group according to the guidance of the Ministry of Culture, Sports and Tourism.
Organize training expertise, skills in violence prevention and control for staff performing family work at all levels. Guide, urge, inspect and summarize the implementation of the Plan; periodically synthesize and report to the City People’s Committee and the Ministry of Culture, Sports and Tourism according to regulations. At the same time, evaluate the results of the implementation of the annual and periodical plan; advise to organize a preliminary review of the implementation of the Plan by 2025 and the contents of emulation and commendation in domestic violence prevention and control.
