The Official Letter stated: In order to continue to thoroughly grasp the Prime Minister’s policy on “dual goals”, being ready to prevent and fight the pandemic, to promote socio-economic development, as well as to strengthen capacity and efficiency in the management and organization of festivals in 2021, the City People’s Committee requests heads of departments, branches, chairmen of the People’s Committees of districts and towns to strictly implement Decree No. 110/2018/ND-CP dated August 29, 2018, by the Government regulating the management and organization of festivals and central directing documents. To communicate and campaign to raise awareness and responsibility of all levels, branches, people and visitors to comply with State regulations on the festival organization. To step up the communication and introduction of the festival’s origins, relics and characters to be worshipped and honored; the values and true meaning of traditional beliefs and rituals; not let the festival organization turn generals into a profitable service affecting the traditional cultural beauty of the nation. To communicate and mobilize people to limit the burning of votive papers, to ensure safety, prevent fire and explosion, and to save unobtrusively and formally.
Local Festival Organizing Committees continue to promote the communication of pandemic prevention and control measures, regularly monitor and update the pandemic situation in a timely, complete and accurate manner to the people to proactively prevent the pandemic. To direct all tourist sites, scenic spots, historical and cultural sites to regularly disinfect, arrange hand sanitizer water before and after entering and leaving the culture, limit the organization of festivals on a large scale. To publicly post the Code of Conduct in public places at places where festivals take place for visitors who take part in religious activities, sightseeing, monuments, festivals to know and perform.
The City People’s Committee assigned the Director of the Hanoi Department of Culture and Sports to advise the establishment of an interdisciplinary inspection team to inspect the management and organization of festivals in the city; assigning interdisciplinary members to be accountable to the City People’s Committee for the field of management. Heads of departments such as Hanoi City Public Security, Transport, Industry and Trade, Health, Agriculture and Rural Development, Information and Communication, Construction, Finance, Tourism, Natural Resources and Environment, and related units, based on the assigned functions and tasks, actively coordinate with the Department of Culture and Sports to implement.
