Attending the conference were: Mr. Vo Van Phuong, Member of the Party Central Committee, Deputy Head of the Standing Committee of Central Department of Propaganda and Education; Ms. Ngo Thi Thanh Hang, Member of the Party Central Committee, Deputy Permanent Secretary of the City Party Committee at its 16th session, who monitors and guides the Hanoi Party Committee; Mr. Nguyen Van Phong, the Deputy Secretary of Hanoi Party Committee. Attending the meeting were members of the Standing Committee of Hanoi Party Committee: Mr. Vu Duc Bao, the Head of the Organizing Committee of City Party Committee; Mr. Nguyen Quang Duc, the Head of Internal Affairs Committee of the City Party Committee; Ms. Bui Huyen Mai, the Head of City Party Committee’s Department of Propaganda and Education; Ms. Phung Thi Hong Ha, the Vice Chairman of City People’s Council; Mr. Chu Xuan Dung, the Vice Chairman of City People’s Committee; and representatives of some central agencies, departments, divisions, branches and related units in Hanoi.
Comprehensive implementation of propaganda work
As reported at the conference, many important political events of the country and Hanoi capital took place in 2020, especially the Party Congress at all levels and the 17th Congress of the City Party Committee. In addition, the city authority focuses on drastically directing the implementation of the “dual mission” to both prevent and fight against the Covid-19 pandemic, and implement socio-economic development. Such advantages and challenges have had a great impact on the implementation of propaganda tasks of Hanoi City’s propaganda and education sector.
In the last year, the city propaganda and education sector advised the City Party Committee, and Party Committees at all levels to comprehensively lead and direct the propaganda fields, thereby contributing to the successful implementation of economic development tasks of Hanoi Capital. As a result, 1,388 documents on implementing tasks in the following fields: propaganda, science, education of political theory – Party history, culture – arts, public opinion, press – communication were issued in an active manner. Besides, the city propaganda and education sector also advised party committees to organize 144 conferences to drastically implement resolutions, directives and projects of the Central and City Party Committee; provide current news; conduct professional fostering and training; hold briefings of collaborators of public opinion and rapporteurs; and implement preliminary and final summing-up of documents of Party Committees at all levels.
Following the Prime Minister’s direction, the City Party Committee’s Department of Propaganda and Education advised the City Party Committee’s Standing Committee to promptly issue Directive 31-CT/TU asking the entire political system of the city to actively respond to the call of the General Secretary, State President Nguyen Phu Trong, to strengthen urgent measures to prevent and control the Covid-19 pandemic in Hanoi capital, to promptly issue 5 documents leading and directing the communication and propaganda on prevention and control of Covid-19 pandemic. As a result, the pandemic prevention and control work has been carried out efficiently, subject to the active response and agreement from the majority of cadres, party members and people, creating a strong change in awareness of Party committees and authorities at all levels and obtaining a lot of positive results.

In addition to the propaganda and joint and successful organization of activities to celebrate the great holidays of the country and the capital, last year, the City Party Committee’s Department of Propaganda and Education recommended issuing documents directing and guiding the implementation of the Politburo’s Directive No. 05-CT/TU and the scheme 2020 “Strengthening the great unity block of the whole nation, building clean and strong Party and political system in line with the ideology, morality and lifestyle of president Ho Chi Minh”; and conducted a preliminary review of 4 years of implementation of the Directive No. 05-CT/TU…
The capital’s propaganda and education sector also actively implemented the tasks set out in Party Congress at all levels and the 17th Congress of the City Party Committee. Specifically, the Department coordinated with and advised the Standing Committee of the City Party Committee to successfully organize 13 conferences to gather comments on the Draft Political Report at the Congress chaired by the City Party’s Standing Committee, at the same time, directed the Hanoi press agencies to make special pages and columns to propagate the party congress at all levels towards the 17th Party Congress of the City Party Committee.
The capital’s propaganda and education sector also led and directed the propaganda, publication, culture, arts, public opinion; maintained and improved the quality of daily press reviewing, and summarized and reported the press situation to reflect outstanding issues, matters, related to Hanoi …

Renovation in terms of propaganda content and form
At the conference, the Department of Propaganda and Education of Ha Dong, Hoang Mai, Dan Phuong districts and Women’s Union of Hanoi City discussed and shared experiences in implementing propaganda work at the locality and unit levels.
Speaking at the conference, Mr. Vo Van Phuong, Member of the Party Central Committee, Deputy Head of the Standing Committee of Central Department of Propaganda and Education highly appreciated the achievements of the Capital’s propaganda and education sector in 2020 such as, among the others, advising and co-ordinating in organizing major events of the country and the capital; contributing to helping the city well control Covid-19 pandemic and fulfill socio-economic development tasks. “The above results have contributed to the general achievement of the propaganda and education sector of the whole country in 2020”, Mr. Vo Van Phuong emphasized.
Given many important political events of the country and Hanoi capital in 2021, Mr. Vo Van Phuong recommended the city propaganda and education sector to perform 6 groups of major tasks, including promoting the achievements in 2020; developing specific programs and plans to help the City Party Committee overcome difficulties to gain stabilization in terms of ideology and politics, and socio-economic development; continuing to renew content and form of propaganda work; improving the ability to forecast in a quick, prompt and effective manner in propaganda and implementation of political tasks; reforming and improving the effectiveness of the implementation of the Party’s resolutions and directives…
Speaking at the conference, Mr. Nguyen Van Phong, the Deputy Secretary of Hanoi Party Committee highly appreciated the achievements of the city’s propaganda and education sector in the past year. Reviewing 3 outstanding results to be promoted in the coming time, Mr. Nguyen Van Phong said that the city’s propaganda and education sector has well performed the key tasks set out at the beginning of the year by creating trust, unity, and a positive atmosphere to successfully implement the Party congress at all levels, towards 18th National Congress of the Party.
While agreeing upon the assessment of achievements, limitations and shortcomings, Mr. Nguyen Van Phong directed the city propaganda and education sector to focus on implementing 4 groups of key tasks in 2021. First of all, it is necessary to continue to drastically implement, propagate and disseminate the Resolutions of the 17th Congress of the City Party Committee and the upcoming 18th Congress of the Party, specifying the Party’s or the city’s new viewpoints on leadership and direction.

Mr. Nguyen Van Phong, the Deputy Secretary of Hanoi Party Committee requested the City Party Committee’s Department of Propaganda and Education to urgently update and, based on its functions and tasks, actively participate in 10 major work programs of the city, including 3 directly related programs. The Standing Committee of the City Party Committee initially determined that, during this period, it is necessary to issue 2 thematic resolutions, including a resolution on the cultural field, and assign the City Party Committee’s Department of Propaganda and Education to assume the prime responsibility for the resolutions, showing the City Party Committee’s determination in the cultural sector based on results gained in the previous term. Therefore, the City Party Committee’s Department of Propaganda and Education advised and recommended the City Party Committee to issue resolutions in 2021 in this regard.
Ms. Bui Huyen Mai, Member of the Standing Committee of the City Party Committee cum the Head of City Party Committee’s Department of Propaganda and Education respectfully listened to the opinion of Mr. Vo Van Phuong, the Deputy Head of the Standing Committee of Central Department of Propaganda and Education and Mr. Nguyen Van Phong, the Deputy Secretary of Hanoi Party Committee. She said that she would proactively, creatively, and timely advise and coordinate to perform well the assigned tasks.
Also at the conference, City Party Committee’s Department of Propaganda and Education entered into a program of law enforcement coordination, implementation of socio-economic development plans, and settlement of outstanding issues that are concerned by people between City Party Committee’s Department of Propaganda and Education and People’s Council, People’s Committee, People’s Court, and People’s Procuracy of Hanoi city.
On such occasion, the City Party Committee’s Department of Propaganda and Education awarded certificates of merit to 17 collectives and 17 individuals; Hanoi City People’s Committee awarded flags of “outstanding units” in emulation movement 2020 to 10 collectives, and awarded certificates of merit to 3 collectives with excellent achievements in propaganda work in 2020.
