In 2019, Hanoi Sector of Culture and Sports continued to gain a full array of remarkable achievements such as successfully fulfilling the role of the standing agency of Municipal Party Committee’s 04-Ctr/TU Program Steering Committee on “Developing Culture – Society; improving quality of human resources and building Hanoians’ elegant and civilized image between 2019 and 2020” (Program 04); promoting propagation and implementation of the Code of Conduct in public places in the city and the Code of Conduct of cadres, civil servants, officials and labors in Hanoi City agencies; organizing activities to celebrate the major holidays and political events of the country and the Capital efficiently and safely. Also, the department has made great progress in festival organization and management, art and cultural activities have prospered as well.

Also in 2019, mass sports strongly developed with 59 city prizes, 772 district and town prizes, 2,811 commune and ward prizes plus 1,871 prizes hosted by agencies, units, and enterprises. With the high achievement in sports, Hanoi Sports contributed 186 out of 856 athletes to the Vietnam Sports Delegation in the 30th SEA Games. Getting 87 out of 288 medals made Hanoi become the locality that brought the highest number of medals to the Delegation.

Despite these achievements, there were still some limitations existing in this Sector, for instance, violations and re-violations were potential in advertising activities, business, and cultural services; superstitious phenomena at the relics s still took place; disguising and dodging the law remained in performing activities; investment in sports and physical training facilities in public places of districts and towns was uneven.

While giving the steering speech, Mr. Ngo Van Quy, Vice Chairman of Hanoi City People’s Committee acknowledged and praised achievements gained by the Sector of Culture and Sports in 2019. For further successes in 2020, he suggested Hanoi Sector of Culture and Sports should actively advise and aid the City in urging complete implementation of targets of 04-CTr/TU Program and preparing to set targets for the period of 2020-2025; provide consultation, as a standing agency, under the City’s direction and operation, to complete assigned tasks; work with related units to well organize important cultural and sports events such as the 1980th anniversary of Trung sisters’ uprising, the 90th Founding anniversary of Communist Party of Vietnam, the 90th Founding anniversary of Hanoi City Party Committee, the 130th anniversary of Uncle Ho’s Birthday, and especially the 1010th anniversary of Thang Long – Hanoi.

Mr. Ngo Van Quy, Vice Chairman of Hanoi City People’s Committee, gave his speech at the conference.

The Sector should keep implementing its professional tasks in fields such as Heritage Management, Culture – Art, and other fields under its management. Moreover, it is very important to do management responsibility directed by the Government for festivals, advertising, and cultural services as well as keeping administrative reform to complete assigned tasks.

The Sector needs to promote cultural and sports projects in the city to meet people’s needs. The Sector should coordinate with districts to urge inspection of relic restoration projects; prepare good conditions of forces and facilities to organize the 31st SEA Game hosted by Hanoi; although many efforts have been made for Hanoi Museum project, it has been not yet completed; therefore the question given is how to complete the exhibition part in 2020. Also, the Department of Culture and Sports should develop a 5-year plan from 2021 to 2025 and implement the Resolution of the 17th Party Congress – term 2020-2025 related to the socio-cultural work in the city.

Being impressed by achievements in the past years and especially in 2019, Mr. Ngo Van Quy, Vice Chairman of Hanoi City People’s Committee, believes that the Sector of Culture and Sports will continue to successfully complete assigned tasks in 2020 thanks to the solidarity and high consensus among leaders, cadres, public servants, and officials of the Sector plus the determination and efforts of the whole Sector.
