In order to strengthen the festival management and organization in 2018, ensuring the safety and saving spirit, creating joyful atmosphere for the people of the capital to welcome Tet and spring and overcoming shortcomings in 2017, The City’s People’s Committee requested the heads of the departments, divisions and unions of the city, and the chairmen of the people’s committees of districts and towns to carry out a number of important tasks, including:
Strengthening propaganda and strictly implementing Directive No. 03-CT / TU dated January 12, 2016 of the Hanoi City Party Commitee on strengthening the leadership of the Party committees at all levels for the festival management and organization; Assembly; Decision No. 07/2012 / QD-UBND dated April 27, 2012 of the Hanoi City People’s Committee on promulgating the regulations on the implementation of civilized lifestyle in weddings, funerals and festivals in the area and guiding documents of the Central Goverment.
City People’s Committee requests the Director of the Department of Culture and Sports; Heads of departments, sectors; chairmen of the People’s Committees of districts, townships to assign officials to directly monitor developments in festivals in their localities, resolutely handle the acts of violating the regulations on festival organization, especially in the large festivals such as Dong Da Mount, Huong Pagoda, Hai Ba Trung Temple, Soc Temple, Co Loa Temple, Va Temple, Tram Pagoda, Tram Gian Pagoda, Thay Pagoda, Thang Long Town, Tay Ho Palace and other festivals in the city.
The Director of the Department of Culture and Sports advises the City People’s Committee to set up an inter-agency inspection team in order to inspect the festival management and organization in the city; assign the members to be responsible before the City and for the management fields; report to the City People’s Committee before January 20, 2018; based on the results of the implementation of the units, propose to praise and reward the units who have achieved good results, remind and criticize the organizational units with weak performance in the Spring Festival 2018 to report to the City People’s Committee.

People’s Committees of districts and townships develop the plan of festival management and organization; set up an inter-branch inspection teams to direct the festival management and organization in their respective localities in accordance with the regulations, ensuring that the festivals take place in the safe, healthy and saving manner; strictly control the organization of ceremonies and festivals, arrange the reception places and sanitation areas; strictly handle the price increase and squeeze, tourist following, begging, theft; ensure security, order and safety, fire and explosion prevention and fighting; preserve monuments, religious beliefs and festival area; terminate the service of change, fortune telling, superstition and gambling in any form.
It is required to rearrange stores, ensure that there is no trading in catering in all areas of the monument; thoroughly handle violations of the trading in catering and of food hygiene and safety; ensure environmental sanitation; increase the number of garbage bins, and apply the sanctions to punish acts of waste disposal at festivals.
It is required to make and publicly announce the planning of entertainment spots in the festival areas, to carry out the management and burning of votive papers at the prescribed places; to manage and use the merit money, transparently and for right purpose; it is strictly forbidden to change at relics and festivals.
For organizations engaged in festivals on waterways, they must work out plans to ensure safety for people and tourists participating in festivals; to strictly abide by the provisions of the Inland Waterway Traffic Law.
The City’s People’s Committee requested departments, branches and unions of the City; People’s Committees of districts and towns to seriously implement and ensure that the festivals are safe, sound, practical and effective, and report on the results of the festival management and organization in the New Year 1968 (to the Department of Culture and Sports) to the City People’s Committee.
