This is the result achieved in the first 6 months of 2021, which was informed at the Conference to review the work of the first 6 months of the year, implement the key tasks of the last 6 months of 2021 by the Steering Committee of the 06-Ctr/TU Program City Party Committee on “Developing culture, improving the quality of human resources in the capital, building elegant and civilized Hanoians” took place on the morning of July 22.
The Deputy Secretary of the Hanoi Party Committee, Mr. Nguyen Van Phong, Head of the Steering Committee for Program 06-Ctr/TU by the City Party Committee on “Developing culture, improving the quality of human resources in the capital, building elegant and civilized Hanoians” (Program 06-Ctr/TU) chaired the Conference. Also attending were Vice Chairman of the City People’s Committee, Deputy Head of the Standing Committee of the Program Steering Committee 06-Ctr/TU, Mr. Chu Xuan Dung.
The Deputy Secretary of the Hanoi Party Committee, Mr. Nguyen Van Phong, as the Head of the Steering Committee for Program 06-Ctr/TU spoke at the meeting.
Information from the Steering Committee, right after Program 06-Ctr/TU was promulgated, the Standing Body of the Steering Committee developed a draft of the Program Implementation Plan, including 98 tasks, 18 targets, 2 thematic resolutions, 14 projects, 32 plans, 12 projects; strengthen propaganda and mastery of program contents to departments, agencies and 30 districts, towns to proactively plan, organize and implement solutions.
In the first 6 months of 2021, the following groups of tasks: Developing culture, improving the quality of human resources, and building elegant and civilized Hanoians from the city to the grassroots will be deployed in a timely and effective manner. The movement “All people unite to build a cultural life” continues to be focused on the implementation of weddings and civilized funerals to prevent and control the Covid-19 pandemic; building and replicating the implementation models of the Code of Conduct in public places and of cadres, civil servants, public employees and employees in agencies and units in Hanoi city in association with construction build elegant and civilized Hanoians. Actively restructure new tourism products to focus on attracting domestic tourists such as Night tour “Deciphering Thang Long Imperial Citadel” at Thang Long Imperial Citadel relic, tourist products to experience people at the Museum of Ethnology, the night tour product “Sacred Night” at Hoa Lo Prison relic… The quality of comprehensive education is maintained, spearhead education continues to develop. The renovation of teaching contents and methods and improvement of education quality are promoted at all levels of education; implemented the first-level enrollment for students entering grades 1 and 6 by both online and face-to-face, successfully organized the entrance exam for class 10 of public high schools in the school year 2021-2022 and the high school graduation exam. Cultural and artistic activities, physical training and sports on the occasion of important holidays, anniversaries and political events of the country and the capital are organized effectively, safely, creating a joyful and exciting atmosphere among all classes of people. The indexes on physical training and sports movements in the first 6 months of the year reached 42% of the population who regularly practiced sports and 30% of sports families. Also during this time, the Steering Committee of Program 06-Ctr/TU focused on completing the Resolution on “Developing the cultural industry in the Capital area between 2021 and 2025, with orientation to 2030, vision to 2045”. The Hanoi Party Committee organized 3 seminars on appropriate fields and levels to mobilize initiatives, consult intellectuals, and contribute to the draft Resolution, to develop the literary industries to become a spearhead economic sector with remarkable development in both quality and quantity, contributing positively to the growth of GRDP in the capital, making Hanoi one of the three cultural industrial centers of the country. Up to now, the drafting unit has completed the content of the Resolution and submitted it to all levels for consideration and approval.
Besides the results, the implementation of the 06-Ctr/TU Program also has difficulties and shortcomings, such as: Failing to create mechanisms and policies to encourage and strongly attract social capital as well as other social capital sources. potential investors in tourism development; progress of some projects and projects is still slow (Projects such as Thang Long Imperial Citadel Park, Bat Trang ceramic village planning, Van Phuc silk weaving village; Kim Quy Park, Dong Anh district; the impact of the Covid-19 pandemic caused many cultural and tourism activities to be halted.
At the conference, the participants proposed a number of key tasks to be implemented in the last 6 months of the year, including: Finalizing the draft and submitting it to the City People’s Committee, the Steering Committee for promulgation of projects, the plans set out in the Program; continuing to advise on related work to submit to the Executive Committee of the City Party Committee for the promulgation of the Resolution on “Development of the cultural industry in the capital area for the period 2021-2025, orientation to 2030, vision to 2045”; reviewing, synthesizing and balancing resources to implement the Program’s contents; effectively promoting and renewing the propaganda about the Program on the mass media…; focusing on building a culture of behavior associated with disease prevention and control; developing the code of conduct in cyberspace…
Speaking at the direction, the Deputy Secretary of the Hanoi Party Committee, Head of the Steering Committee for Program 06-Ctr/TU, Mr. Nguyen Van Phong requested that in the third quarter of 2021, projects and plans, etc. must be completed and submitted to all levels for approval for timely implementation, ensuring progress and efficiency; research and advise the city on investment resources for the Program in the period of 2021-2025, such as: Building standard schools; preserving and promoting the value of cultural heritage… The Deputy Secretary of the Hanoi Party Committee, Mr. Nguyen Van Phong suggested that in the last 6 months of the year, plans and schemes must be completed and investment prepared in order of priority, implement research and field trips in localities to learn creative and effective models, especially those with community culture, soon select units and localities to deploy cultural models, such as Cultural village and commune model; cultural residential model…
