In the morning of May 30, at Hanoi Library, Tobacco Control Fund (Ministry of Health), Center for Research and Community Development Services (CDS) in coordination with Ha Noi Department of Culture and Sports held a Workshop on “Building a smoke-free environment in Hanoi’s cultural destinations”.

Attending the workshop were Ms. Doan Thu Huyen – Representative of Tobacco Control Fund under Ministry of Health; Mr. Tran Quoc Binh – Director of Center for Research and Community Development Services (CDS); Mr. Ngo Van Nam – Head of Cultured Lifestyle & Family Department under Hanoi Department of Culture and Sports and officers of Hanoi Museum, Hanoi Library, Center for Cultural and Scientific Activities at the Temple of Literature, and Hoa Lo Prison Historical Relic Management Unit.

Delivering the opening speech of the workshop, Ms. Doan Thu Huyen, Representative of Tobacco Control Fund, affirmed building a smoke-free model as one of the most important solutions to minimize smoking harms. With the aim to build a smoke-free environment model in the city, Hanoi People’s Committee has promulgated the Plan No. 47/KH-UBND dated February 28, 2017 on tobacco harms prevention and control for the period of 2017-2018, focusing on the propaganda of building a smoke-free environment at cultural, tourist, and public sites as well as workplaces.

Mr. Tran Quoc Binh, Director of Center for Research and Community Development Services (CDS), presented the criteria for building a smoke-free cultural & tourist destination such as communicating regulations on smoking prohibition among officials, staffs, tour guides, and tourists; putting no-smoking signs in easily-visible locations; and refusing any direct or indirect support from tobacco manufacturers or traders.

Furthermore, it is essential to carry out steps to build a model of Hanoi smoking-free cultural destinations, including developing and making regulations on smoking prohibition available to officials, staffs, and tourists; putting no-smoking signs and handing out leaflets of non-smoking regulations; implementing tobacco harms control activities such as training on tobacco harms for officials and staffs, and maintaining communications on tobacco harms and non-smoking regulations; supervising the compliance and imposing penalties for violations in accordance with regulations, etc.
