For many years, Vietnam has chosen June as the Action Month for Children. Responding to the Action Month for Children 2020, Hanoi City authority selected the topic: “Joining hands to protect children and prevent child abuse” with communication messages and slogans such as: “Listen to children with heart, protect children by action”; “Violence is not a way to teach children, love is powerful than scolding”; “Do not let any children be left behind”; “Any acts of child violence and abuse will be strictly punished by law”; “Safe for children, happy for parents”; “Call 111 to protect children”. The Action Month is from June 1 to June 30, 2020.
In addition to the issuance of the plan and launching of the Action Month for Children 2020 in the city, Hanoi will promote communication activities, social mobilization, and strengthen the state management on protecting and taking care of children; regularly review and manage children in general, and children with special circumstances, or children in possibly special circumstances in particular, in order to take prompt prevention and assistance measures; focus on timely and effectively settling, interventing and assisting the case of child violence, abuse or right infringement in the city, at the same time, consider, make conclusions and recommendations for strict handling, as prescribed by law, the violators, agencies, organizations, individuals, educational institutions, child support facilities, etc. in case of delaying, failing to bear responsibility, or concealing bad behavior of child right infringement.
Hanoi city authority will also organize activities suitable to the local real situation, with the theme: “Joining hands to protect children, prevent and fight against child abuse” to facilitate children in expressing their opinions, viewpoints and expectations on relevant issues; provide children with life skills, self-protection skills, especially knowledge about prevention and control of child abuse, violence, accident and injury, and COVID-19.
In addition to activities such as health care, visiting, giving gifts and giving scholarships to children, the City People’s Committee has also directed the serious implementation of COVID-19 pandemic prevention and control measures for children and children caregivers in accordance with the guidance of the Ministry of Health and recommendations of the World Health Organization, based on the guidance of the central government as well as the actual situation and direction of the city authority to ensure the effective and safe education in accordance with regulation, and coordinated to hand over and receive children when children are not at school to strictly manage children, ensuring their safety, avoiding the case of child abuse, violence, accident, and injury, especially drowning accidents.
According to the Plan, the People’s Committee of Hanoi city required that all activities in Action Month for Children be organized practically in accordance with the conditions of each locality and each unit and documents relating to the prevention and control of COVID-19 pandemic. 100% of the People’s Committees of districts and towns have developed plans to implement Action Month for Children 2020. 100% of children with special circumstances, children in poor families, and children in ethnic minority areas and disadvantaged areas have been cared for and supported on the occasion of the International Children’s Day 1/6. Safe and useful learning and entertainment activities have been held for children in association with child protection and care. Besides, the prevention and control of child abuse, accidents and injuries have also been implemented.
