On 18 May, The Secretariat of the Central Committee Communist Party of Vietnam organized a national tele-conference to sum up what has been implemented after one year of implementing Instruction No. 05-CT/TW of Pulitburo of the XIIth term on “Strengthening the study and following thinking, ethics and style of Ho Chi Minh”.

Mr. Vo Van Thuong, member of the Pulitburo, Secretary of the Central Committee Communist Party chaired the conference. Participants of the conference include Mr. Hoang Trung Hai, Member of Pulitburo, Secretary of Hanoi Party Committee and leaders of central departments, etc.
The report of the review conference for one year of implementing Instruction No. 05-CT/TW of the Pulitburo of the XIIth term on “Strengthening the study and following thinking, ethics and style of Ho Chi Minh” was presented by Mr. Mai Van Ninh, Deputy Head of Standing Committee of Central propaganda and training commission. He said that after one year of Implementing Instruction No. 05, it may be confirmed that up to now, initial results have made significant contribution to the implementation of tasks in 2016 and the implementation of Resolution of the 4th conference of the Executive Board of the Central Committee Communist Part of the XIIth on construction and improvement of the party.
Significant results which were comprehensively obtained, from management work, implementation of Instruction, checking and supervising the implementation of Instruction, organization of study, grasping basic contents of Ho Chi Minh’s thinking, ethics and style to the studying and following Ho Chi Minh’s thinking, ethics and style have been included the programme on implementing Resolution of the XIIth of the Party in close connection with the implementation of Resolution of the XIIth of the Party, timely and effectively solving urgent matters in the locality and agency; promoting the communication on studying and following Ho Chi Minh’s thinking, ethics and style ; determining contents to create remarkable changes in studying and following Ho Chi Minh’s thinking, ethics and style, etc.
Through the implementation of Instruction No. 05, basic contents of Ho Chi Minh’s thinking, ethics and style were improved. Basically, the entire society knows about the great policies of our Party on Strengthening the study and following thinking, ethics and style of Ho Chi Minh. The implementation of the Instruction has been put into life and become more practical.
Simultaneously, there are more and more good ways of implementation, valuable experience and typical examples in various aspects. Many heads of the executive committees of the party hierarchy, organizations, associations, officers, model party members taking lead in studying and following Uncle Ho’s style having a working style in close connection with residents and for residents, “words match acts”, “say little, work much”, and have a scientific way of working were supported by residents.
Many executive committees of the party hierarchy have expressed their self-motivated and creative characteristics and efforts in implementing the instruction by new method, good and effective ways of implementation, including the inheriting experiences and achievements of nearly 15 executive years of implementing and following Uncle Ho’s style.
The implementation of the Instruction has contributed to socio-economic development, ensuring defence, security, construction of a strong party, solving of many emerging and complicated matters in localities and units.
Apart from achievements, there has been many shortcomings in the implementation of Instruction. For example, some executive committees of the party hierarchy has been confused in the implementation of the Instruction and studying basic contents of Ho Chi Min ideology, ethics and style. The mode of such implementation is quite diversified but the implementation contents are inconsistent. The implementation is even delayed following the plan of the Central. Many localities and units have been confused in preparation of plans and following Uncle Ho’s style. Communication and education works. The executive committees of the party hierarchy have paid attention to communication and education works; however, those activities have not been carried out regularly and constantly, etc.,

The report also raises tasks and solutions in coming time, emphasizing on the promotion of studying and following Ho Chi Minh’s ideology, ethics and style, creating dramatic changes on awareness and action in the party, the political and social system. The executive committees of the party hierarchy should be active and creative to make the studying and following Uncle become regular and self-aware activity of the executive committees of the party hierarchy, organizations of the party, authorities, socio-economic organizations, local authorities, agencies and units, contributing the cultural construction and civilized Vietnamese, meeting requirements on construction and protection of the country in the new circumstance.
Continuously conduct studies to grasp thoroughly basis contents of Ho Chi Minh’s ideology, ethics and style in line with each subject, compass and field. Conduct thematic study in 2017 and in coming years in many practical and effective ways. Trying to put thematic contents into periodical activities in party’s organizations, cells, associations, agencies, units and training and fostering programmes provided for officers and party members.
Annually, executive committees of the party hierarchy, party’s organizations, officers, party members, officials and public civil servants shall make plans on self-improvement and practice following Ho Chi Minh’s ideology, ethics and style.
Based on the assessment on the implementation of annual political tasks, provincial committees of the party, city committees of the party and party committees under the Central, civil affairs committee of the party, party committees of departments and associations will determine break-through phase and set up feasible solutions and conditions to ensure the implementation of organizations and individuals.
Manpower, means and diversified ways of communication are mobilized to make officers, party members, residents and the entire party aware of basic contents and big value of Ho Chi Minh’s ideology, ethics and style which have become a study demand of the entire party and society.
