Before the introduction of the Code of Conduct for Officials, Public Servants and Laborers in Hanoi City’s Agencies, many agencies and units in the area built their own regulation or industry codes of conduct. For example, the health, internal and foreign affairs sectors issued the codes of conduct for their own officials. At the grassroots level, some wards, such as Quan Thanh Ward (Ba Dinh District), introduced the Code of Conduct for its OSS officials. Most of these codes, however, have certain limitations due to the focus only on the industry particular aspects and emphasis on their implementation at the workplace with little spread. In recent years, officials’ bad behaviours such as scolding and causing troubles for the people, behaving inappropriately in public places, etc. have become popular, affecting the prestige and image official as a whole. Hence, a new standard in behavioural culture, both preserving the traditional cultural identity of Hanoians and meeting the requirements of the implementation of the capital’s socio-economic development tasks in the new context is a necessity.

After research, development and community and expert consultation, on January 25, Hanoi City People’s Committee issued the Code of Conduct for Officials, Public Servants and Laborers in the City’s Agencies. This is the first time Hanoi has had specific rules, requiring officials and public servants to keep their attitudes open, humble, and respectful to communicators with good words and order in working hours. There is a section dedicated to the attitudes of dealing with the people. At the offices, officials have to communicate and work with the people in a warm, caring and responsible manner with a priority to the elderly, the weak, the disabled, pregnant women, and sick people; not to cause stress on or threaten the people; and to seriously accept the shortcomings, sincerely self-criticise, and learn from experience when making mistakes.

Noteworthy, the Code of Conduct proposes the behaviours of officials not only at the workplace but also in residential areas and public places. For instance, officials and public servants must encourage their families, relatives and neighbors to implement the Party’s undertakings and policies and the State’s policies and laws, and prevent and fight against social evils; act as models, avoiding ostentatious, wasteful and profiteering actions in the organization of festivals, weddings, funerals, longevity celebrations, birthday parties, and new house parties; volunteer to follow and encourage people to implement rules and regulations in public places; and not violate standards of fine customs and ethnic identity.

All for the benefits of the people

The Code of Conduct for Officials, Public Servants and Laborers in the City’s Agencies has been supported by cultural researchers to all classes of people. Despite a newly issued code, the agencies and units in the city started to implement immediately its contents. One of the most typical manifestations is strictly following the working hour rules. Although the festivals and activities in the monuments are very exciting, at the beginning of the New Year, agencies and offices of the city have worked seriously, typically in Quoc Tu Giam ward (Dong Da district), Trung Hoa (Cau Giay district), Hang Bong ward (Hoan Kiem district), etc. Agencies such as the OSS divisions of the Departments of Construction, Finance, and Taxation have also worked seriously from the beginning of the year, without visits to leaders on occasion of the new year or attending festivals during working hours.

It can be seen that the implementation of the code of conduct for officials and public servants is the key to building the culture of Hanoians since the people will follow the models of officials and the implementation of the Code of Conduct in public will be more favorable, thereby contributing to correcting the misconducts, promoting the civilized and elegant behaviors of Hanoians in the new period.
