Accordingly, the Ministry of Culture, Sports and Tourism requires agencies, units and departments to implement a number of contents on law dissemination and education by the end of 2022 as follows:
Ensure the timely completion of the assigned tasks according to the Work Plan on Legal Dissemination and Education of the Culture, Sports and Tourism Sector in 2022 issued together with Decision No. 3114/QD-BVHTTDL dated December 7, 2021 by the Minister of Culture, Sports and Tourism, and at the same time conduct a report summarizing the work of law dissemination and education in 2022 and send it to the Ministry of Culture, Sports and Tourism (via the Legal Department) before November 30, 2022. In particular, the report clarifies the implementation of additional law dissemination and education work assigned in 2022 such as: The implementation of the Vietnam Border Law and detailed documents.
To improve the quality and effectiveness of law dissemination and education work in order to meet the demands of new tasks, the Ministry of Culture, Sports, and Tourism organized a contest called “Innovative, popular model, effective legal education results through cultural activities at the grassroots.”
Concerning the formulation of the Work Plan on legal dissemination and education in 2023, agencies and units under/under the Ministry shall send the Work Plan on legal dissemination and education in 2023, review and propose needs, and request training for civil servants and public employees engaged in the work of law dissemination and education of their agencies and units to the Ministry (via the Legal Department) before December 5, 2022. The strategy clarifies a situation in it. In it, the plan clarifies a number of contents:
– Concentrating resources to continue concretizing and institutionalizing timely, fully and synchronously the guidelines and guidelines of the Party, policies and laws of the State on the work of dissemination and legislation education at: Resolution of the 13th National Party Congress; Resolution No. 50/NQ-CP dated May 20, 2021 of the Government promulgating the Action Program to implement the Resolution of the 13th National Party Congress; Action plan of the Ministry of Culture, Sports and Tourism to implement the Resolution of the 13th National Party Congress; Decision No. 1521/QD-TTg dated October 6, 2020 of the Prime Minister promulgating the implementation plan Conclusion No. 80-KL/TW dated June 20, 2020 of the Secretariat on the continuation of the Directive implementation. Directive No. 32-CT/TW of the Secretariat on strengthening the leadership of the Party in the work of law dissemination and education; Decision No. 977/QD-TTg dated 11/8/2022 of the Prime Minister approving the Project “Strengthening people ability to access the law”; Decision No. 979/QD-TTg dated 12/8/2022 of the Prime Minister approving the Project “Pilot innovation of activities to evaluate effectiveness of law dissemination and education”.
– Continuing to renovate the content and form of legal dissemination and education to ensure: in terms of content: focus on disseminating new laws, ordinances and legal documents adopted in 2022 and 2023 , documents and regulations that are directly related to the issues of public interest or need to guide public opinion in the process of developing legal documents; in terms of form and method: organize communication early and remotely draft policies and laws on culture, family, sports and tourism that have a great impact on society, organize seminars, seminars, forums, live dialogues consult and consult affected subjects, experts, organizations and individuals related to the draft legal documents of the Industry, promote digital transformation, and enhance the application of information technology in the work of law dissemination and education, effective operation of the Portal/Website for legal dissemination and education of agencies and units, fully exploiting applications and software software with online features, interaction and application of artificial intelligence, social networks; in terms of objects and locations: suitable for each target group, geographical area, people-centered, grassroots-oriented, in which it is necessary and first of all for civil servants, public employees, workers, artists , coaches, athletes, narrators and guides under their management; on the focus: organize practical Vietnam Law Day; proactively and flexibly apply good, creative and effective methods and models in law dissemination and education in accordance with the actual conditions of the unit and locality.
