Accordingly, the Department will continue to promote propaganda and implement well the guidelines of the Party, policies and laws of the State and the city on emulation and commendation work to create a strong change in ideology and awareness of all levels, branches, officials and people about the role and position of the emulation and commendation work, about the great effect of the patriotic emulation movement in general and the emulation movement “Good people, good deeds” in particular.
Organizing dynamic and practical emulation movements to promote the strength of the entire political system, create consensus of the whole society, strive to achieve socio-economic, security and defense victory, practice thrift. Along with the emulation movement “Good people, good deeds”, linking the emulation movement with the implementation of “studying and following of Ho Chi Minh’s thought, morality and lifestyle”, the emulation movement “Public cadres, Officials, employees, and employees emulate the implementation of workplaces and public places culture” with the writing contest on role models, “Good people, good deeds”.
Accelerate the Projects, Resolutions, Programs and Key Plans of the Sector assigned by the City Party Committee, the People’s Council, the City People’s Committee such as Program 06 CTr/TU dated March 17, 2021 of the City Party Committee on “Cultural development, improvement of the quality of human resources, Building of Civilized and Elegant manner of Hanoians in the period of 2021 – 2025”; Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on the development of Hanoi Capital in the 2021-2030 period with a vision to 2045; Implementation plan of Resolution 09-/NQ/TU of the City Party Committee dated February 22, 2022 on the Development of Capital Cultural Industry in the 2021-2030 period, orientation to 2030, vision to 2045.

Specifically, the Culture and Sports sector will organize propaganda, promotion and cultural and art performances to celebrate the 30th anniversary of launching the emulation movement “Good people, good deeds” (1992 – 2022) and National Day of September 2, and 68th anniversary of the Capital’s liberation Day (October 10, 1954 – October 10, 2022), the 50th anniversary of Dien Bien Phu victory in the air (12/1972 – 12/2022).
Assuming the prime responsibility for and coordinating with departments, agencies and sectors and advising the City People’s Committee to organize outstanding events at the city and international levels in the fields of culture, sports and tourism.
Organizing the examination, evaluation, summary and awarding of the contest “Keeping alleys green and clean, decorating beautiful streets”. Continuing to implement the 3rd “Friendly Village Head” Contest in Hanoi in 2022; Planning to implement the Building of civilized and elegant Hanoians in Hanoi city in 2022.
Assuming the prime responsibility for, and coordinating with the People’s Committees of districts and towns in organizing cultural and art classes for the masses; Organizing the Hanoi Community-participated Song and Dance Festival 2022; Organizing activities and events: Modern dance competition “Nhịp sống Trẻ (Young rhythm of life)”; Photo and video clip contest ” Hà Nội trong trái tim tôi (Hanoi in my heart)”, Children’s drawing contest “Em yêu Hà Nội – Thành phố vì hòa bình (I love Hanoi – A city for peace)” and Organizing community activities for young people and children during the Mid-Autumn Festival. Organizing club culture activities for 14 affiliated clubs and satellite clubs focusing on activities towards celebrating major holidays; establishing 2 clubs under the City Cultural Center: Hat van and Chau Van Club, Ca Tru Club.
In the field of Sports: organize the competitions in the program of the Capital Sports Festival, the Opening and Closing Ceremonies of the Capital Sports Festival; prepare teams to attend the National Sports Festival, continue to strive to maintain the top position thereof.
The activities are organized effectively and practically, contributing to strongly promoting the patriotic emulation movement of the Culture and Sports sector and ensuring COVID-19 epidemic prevention and control. 100% of districts and towns, agencies and units will organize cultural and sports activities, organize propaganda, decoration and visual promotion in the city on the occasion of the city’s 30th anniversary of launching the emulation movement “Good people, good deeds”.
