The objective of the plan is to mobilize and guide the entire population to maintain regular and proper habits of exercise and sports to improve health, stature, physical strength, disease prevention and control, and contribute to building and developing Vietnamese culture and people to meet the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration; contributing to promoting and improving the quality of the Campaign “All people exercise their body following the great Uncle Ho” in association with the Campaign “All people unite to build a cultural life” and “Vietnam Health Program”.

Every year, Hanoi organizes sports activities aimed at all classes of people.

Official Dispatch issued by Deputy Minister of Culture, Sports and Tourism, Mr. Hoang Dao Cuong to the Ministries such as Health, National Defense, Public Security, Education and Training, Labor, Invalids and Social Affairs; Committee for Ethnic Minorities; Central Vietnam Women’s Union; Central Vietnam Farmers Association; Ho Chi Minh Communist Youth Union Central Committee; Central Vietnam Association of Elderly; General Confederation of Labor; People’s Committees of provinces and centrally-run cities; Department of Culture, Sports and Tourism, Department of Culture, Sports and Tourism, Department of Culture and Sports of provinces and centrally-run cities; General Department, Departments, Divisions, units under the Ministry of Culture, Sports and Tourism, etc. to coordinate in implementation.

The program requires that the organization of training manuals for sports and physical training should be scientific, meet professional requirements and be suitable to the practical needs of the people, promote socialization, mobilize material facilities and investment resources to develop the sports activities in agencies, units, schools, industrial parks, export processing zones, residential areas and other armed forces units.

The plan also sets out specific tasks and solutions for implementation, namely the organization of activities to inform, propagate and mobilize the entire population to actively practice sports regularly; developing and disseminating training manuals for sports in the right way, contributing to improving the quality of physical training movements; improving the capacity of the team of instructors and collaborators in terms of knowledge, skills and professional training in sports; developing and improving the quality of operations of establishments and enterprises that organize training and competition sports; integrating the implementation of schemes and projects on the protection, care and improvement of people’s health; evaluating the results and replicating the typical model of training instruction in sports.

Regarding implementation, the Ministry of Culture, Sports and Tourism assigned the General Department of Sports to be in charge, coordinate with national sports federations and associations, to develop and disseminate training manuals for sports; organize professional training, professional guidance for physical training for core professional staffs, and provinces, centrally-run cities and branches.

The General Department of Sports also has the task of advising leaders of the Ministry of Culture, Sports and Tourism to submit to the Prime Minister for the promulgation of “Project on mobilizing the whole people to practice sports to protect and improve people’s health by 2030”; coordinate with concerned ministries, branches and mass organizations in directing and organizing sports training for all subjects.

Regular exercise will contribute to improving the physical strength and stature of Vietnamese people.

The General Department of Sports will also coordinate with specialized departments and units under the Ministry of Health and the Ministry of Information and Communications to guide sports service providers to ensure regulations on nutrition, food, and hygiene, health, safety and regulations guiding physical training on social networks.

In addition, the General Department of Sports will also receive and select sources of training manuals for sports and the coordination and support of resources from individuals, organizations, businesses, sports federations and associations; organize the adjustment, appraisal and assessment of the quality of documents for use to ensure professional requirements and provisions of law; urge and guide units and localities to implement the Plan and synthesize proposals and recommendations on tasks and solutions to guide sports training with high efficiency; synthesize and report to the leaders of the Ministry of Culture, Sports and Tourism on the results of the implementation of the Plan by units and localities across the country.

It is requested that ministries, branches and central mass organizations pay attention to and guide physical training in accordance with the actual situation and conditions to promote the sport movement among cadres, civil servants, public employees, laborers and women, children, the elderly, people with disabilities, ethnic minorities, students, and officers and soldiers of the armed forces.

The Department of Culture, Sports and Tourism, the Department of Culture and Sports, the Department of Culture, Information, Sports and Tourism of the provinces and centrally-run cities, the sport management agencies of the ministries, branches, unions generalize, evaluate and report the results of the implementation of the Plan to the Ministry of Culture, Sports and Tourism through the General Department of Sports before December 20 every year; conduct a preliminary review in 2023, a review in 2025, evaluate and draw experience, reward units, organizations and individuals that organize well implementation of the Plan.
