In the afternoon of April 26, the Mission of Supervision No. 1 of the City Party Committee, headed by Party Central Committee’s Member and Standing Deputy Secretary of City Party Commitee Ngo Thi Thanh Hang supervised the Hanoi Department of Culture and Sports regarding the leadership, direction and organization of the implementation of Program No.04-CTr / TU dated 26/4/2016 of the City Party Committee on “Cultural-social development, raising of the quality of human resources in the Capital, making Hanoi people elegant and civilized for 2016 – 2020 period”.

According to the report of the Department of Culture and Sports, implementing the Program No 04-CTr / TU, the Department has advised on extensive implementation of the “All people unite to build cultural life” movement with the more intrinsic and more pervasive models of “Cultural family”, “cultural village”, “cultural residential cluster”. The titles of “cultural family”, “cultural village” and “cultural residential cluster” at the high rate is associated with the campaign of “All people unite to build new rural area and civilized urban area”.
Investment funding for the cultural sector has been guaranteed. In 2017, in the whole city, there has been more 7 communal culture houses; 103 cultural houses at village level; 236 cultural houses and community-activity points of residential clusters. Up to now, 85.1% of villages and hamlets established their cultural houses, community activity points; Communes met the targets of physical training and sport centers according to criteria for building the new rural areas; 31.67% of residential clusters established their cultural houses and community activity points…
Especially, implementing the task of building the elegant and civilized Hanoi people, the Department has focused on improving the quality of civilized lifestyle in weddings, funerals and festivals. Up to now, the civilized wedding has been supported and followed by the large number of officers, Party members and people at all classes, raising the vanguard and exemplary of officers and Party members. Implementing the civilized funerals, the number of families of cremation for death relatives increased (in the whole city, it is estimated to reach the rate of 55%, and 80% in some places).
The Department also advised the City’s People’s Committee to promulgate two sets of Code of Conduct for cadres, civil servants and employees in agencies and Code of Conduct in public places in Hanoi. The implementation of the two sets has been implemented synchronously by agencies, units and localities, and step-by-step grasped by cadres, civil servants and people in Hanoi.
In term of results of tasks, schemes, criteria and projects of the Program No. 04-CTr/TU, up to now, there have been 6 projects completed, 9 projects being submitted to the City People’s Committee; It is expected that 17/19 indicators will be completed and 2 indicators are unlikely to be fulfilled (regarding trained laborers and hospital beds per ten thousand people); 12/24 projects will be completed by 2020, 5 projects will be completed after 2020 and 7 projects will face difficulties…
At the end of the supervision session, besides acknowledging the positive and proactive spirit of the Department of Culture and Sports, as the standing body of the Program No. 4, Standing Deputy Secretary Ngo Thi Thanh Hang also pointed out the shortcomings and limitations including the some contents and tasks in the field of culture which have not met the requirements and progress; the management, exploitation and use of material facilities and cultural and sport institutions which have not been fully carried out; the work of planning and listing the degraded relics to be renovated embellished which is slow, not meeting the actual needs…
Emphasizing that Program No. 04 as the program which plays an important role and has influence on all aspects of social life, The Deputy Cecretary Ngo Thi Thanh Hang suggested that the Hanoi Department of Culture and Sports will analyze clearly the reasons for the limitations, specify the responsibilities of the organizations and individuals, and at the same time, work out solutions to accelerate the progress of the targets, schemes and projects to ensure the completion as planned.
Ms. Ngo Thi Thanh Hang also noted that the Department of Culture and Sports should focus on the following tasks: promoting the potentials and strengths of the Capital’s artists; promoting cultural development associated with tourism; concerning about the mechanisms and policies for athletes; further promoting the quality of cultural models…
