Member of the Politburo, Secretary of the Hanoi City Party Committee, Dinh Tien Dung, has recently issued Directive No. 24-CT/TU on August 7, 2023, from the Standing Committee of the City Party Committee regarding the reinforcement of discipline, responsibility, and work resolution within the political system of Hanoi.

The directive aims to instigate fundamental shifts from awareness to action within the Party Committee and the entire political system concerning the enhancement of discipline, responsibility, and work resolution. This is a pivotal contribution to the successful implementation of the resolutions of the 17th City Party Congress for the 2020-2025 term and Resolution No. 15-NQ/TW dated May 5, 2022, by the Central Committee on the direction and tasks for the development of the capital city Hanoi until 2030, with a vision towards 2045. The Standing Committee of the Hanoi City Party Committee demands that Party Committees at all levels, government bodies, the Fatherland Front, political and social organizations, from the city to grassroots levels, and the entire cadre, Party members, officials, public employees, and workers within the city’s agencies and units focus on executing the following tasks:

Intensify propaganda and education and enhance the awareness of collective and individual cadres, Party members, public employees, officials, and workers within the city’s political system about their positions, roles, and responsibilities in adhering to discipline and public duty while fulfilling assigned tasks. Absolutely avoid evasion and shirking of responsibilities, continually elevate spirit, attitude, and a sense of responsibility, ensuring effectiveness in assigned work. Foster love for Hanoi, and instill the will, aspirations, and dedication to building and developing the capital city as “Cultured – Civilized – Modern” through specific, effective, and practical actions. Develop a leadership and management culture, an upright culture in performing duties, linked with studying and following the ideology, ethics, and style of Ho Chi Minh. Regularly engage in self-reflection, self-correction, align personal behavior with identifying 27 signs of degradation in political ideology, ethics, and lifestyle, self-transform, and self-renew in a timely manner to address issues. Strictly implement resolutions of the Central Committee regarding Party construction and rectification, regulations from the Politburo and Secretariat, directives from the Party Central Committee, and instructions from the Prime Minister on relevant issues. Consider these as focal and permeating tasks throughout the process of fulfilling assigned missions.

Initiate a robust overhaul of leadership, guidance, management, and operation methods, ensuring comprehensiveness while maintaining focus and priority. Align these approaches with procedural standardization, individualization, and the specific delineation of responsibilities and authority for both the collective and individuals in task assignment and execution within each stage of the workflow. Adhere rigorously to the principle that urgent matters must be promptly addressed; significant, difficult, complex, and sensitive issues require meticulous, insightful, and transparent group discussions before decisions are made. Ensure other tasks are addressed while meeting requirements for deadlines and quality. Accurately select and pinpoint issues that demand focused guidance, particularly those that pose challenges and encompass identified limitations. Proactively anticipate situations, delve deeply, and grasp the foundations, especially within territories and fields harboring potential complexities, to avoid being passive or caught off guard. Continue the implementation of delegation, empowerment, and individualization of personal responsibilities coupled with enhanced monitoring. This involves overseeing leadership and guidance activities, inspecting and supervising party organizations, and aligning with the responsibilities of the heads of party committees and governments at all levels. This is crucial for timely rectification of deficiencies, and deviations, and prompt, flexible, innovative handling of complexities arising from practical scenarios at the grassroots level.

Individuals at the party committee level, leadership, and management must exemplify true role models, taking the lead in a spirit of responsibility, professionalism, and dedicated service to the people. Utterances should align with actions, adhering to organizational assignments and mobilization. Demonstrate the courage to think, act, shoulder responsibility, and face and overcome challenges for the collective cause. Strictly adhere to work procedures and protocols, exhibit self-awareness, and earnestly accept responsibility when the assigned tasks are left uncompleted. Officials, civil servants, and employees within the purview of managerial authority should address disciplinary violations or legal infractions, either committed by themselves or observed in others failing to meet assigned responsibilities. Execute the encouragement and protection of dynamic, innovative officials effectively, fostering a culture of daring thought and action for the common good.

Review the overall functions, duties, and organizational structure at all levels, sectors, and units is now underway, guided by the overarching principles encompassing the Party’s activities, state management, and the operations of the Fatherland Front and various political and social organizations. This comprehensive review is mandated to ensure synchronized, unified, and cohesive management, with each task assigned to a specific unit, avoiding overlap, duplication, or oversight of responsibilities, all while aligning with the prevailing regulations of both the Central government and the City. The review process also involves the augmentation, supplementation, and refinement of working regulations for Party committees and governmental bodies at all levels, as well as departments and sectors. These regulations must guarantee transparency, openness, scientific rigor, consistency, and adherence to the organizational principles of the Party. Clear delineation of collective responsibilities and authorities, as well as individual duties and powers, particularly those at the helm, and the relationships between them must be articulated.

Be determined and timely drive to replace or reassign officials, civil servants, and officers, especially those in leadership positions who fail to meet task requirements, exhibit weak capabilities or do not rigorously follow the directives and guidance from higher authorities. This includes violations of discipline and neglect of responsibilities in line with the spirit of the Directive. This proactive approach aims to prevent localities and units from developing inadequately relative to the potential, status, and investments of the City, preserving internal unity, maintaining low levels of distrust, promoting harmony, and addressing public sentiments of negativity. Addressing concerns raised by officials, party members, and citizens does not wait for the end of terms or retirement age. There is a focus on education, construction, development, and the improvement of the quality of the workforce, with appropriate arrangements and organization according to regulations. Periodic rotations, not exceeding five years, are implemented for positions such as specialists, department heads, deputy heads of departments, and deputy directors of agencies and units. Positions related to businesses, administrative procedures, and public interaction are governed by Government Decree 59/2019/ND-CP, dated July 1, 2019, detailing certain provisions and measures for the implementation of the Anti-Corruption Law. Additionally, there is an emphasis on enhancing the quality of assessing officials, civil servants, employees, and workers every month. Effective measures are put in place to monitor and prevent signs of authoritarianism, abuse of power, favoritism, and prejudice against those providing feedback and criticism. Whether directly or indirectly, providing materials or speaking and writing untruthful information to diminish the reputation of others is closely monitored and addressed to safeguard the credibility of both individuals and groups.

Intensifying oversight on administrative procedures

In a concerted effort to fortify discipline, work ethic, and public service ethos, a rigorous framework for monitoring, supervision, and inspection, especially unannounced inspections, pertaining to the execution of administrative procedures is being implemented. This encompasses adherence to working hours, attitude towards public service, and the behavioral norms of officials, civil servants, employees, and laborers within the organization. Timely identification and stringent handling of disruptive, bothersome, negative behaviors, and other transgressions are paramount. There is a concerted push for the application of information technology and digital transformation in task execution, with an unwavering commitment to enhancing the satisfaction levels of citizens, organizations, and businesses with the City’s administration. This is regarded as a yardstick for evaluating the effectiveness and quality of operations within agencies and units. A close alignment of task completion with the responsibilities of the unit’s leadership is emphasized, recognizing it as a key determinant of the unit’s performance. There is a strict implementation of leadership and guidance in the management and use of public finances, and public assets, as well as in the planning, investment, construction, and utilization of housing, land, resources, and minerals. Conditions and an enabling environment are established for officials and civil servants to dedicate themselves, unleash their capacities, and showcase their expertise while clearly articulating their perspectives and principles in advisory roles. Enhanced dialogue with the populace, citizen engagement, and effective resolution of public grievances, prominent or otherwise, remain at the forefront of priorities, addressing societal concerns proactively.

Initiate a thorough review of all tasks and responsibilities at the local, organizational, and unit levels. Compile statistics, identifying areas where delays or extensions exist. Promptly examine decisions within the jurisdiction, reporting and proposing solutions for matters beyond the authority. Higher-level management agencies bear the responsibility of overseeing the organizational remedies and ensuring effectiveness in addressing identified deficiencies, limitations, and weaknesses within their purview. Construct and refine a system of regulations, streamlined procedures, and internal rules to ensure efficiency and feasibility, avoiding formalities, with clearly defined assignments that specify individuals, tasks, deadlines, responsibilities, and outcomes. In cases lacking regulations, especially for major, intricate, or problematic issues, party committees, and leaders must exercise their leadership role, directing resolutions. If beyond their authority, reporting and proposing to the competent level for review and resolution becomes imperative.

Launch a campaign to enhance the sense of responsibility in adhering to regulations, guidelines, administrative disciplines, and ethical principles among officials, civil servants, and employees within organizations and units. Translate the outcomes of this directive into a key criterion for assessing, evaluating, and classifying Party organizations, party members, officials, civil servants, and employees annually, particularly those at the helm of agencies, units, or localities. Simultaneously, effectively execute commendation, reward, encouragement, and recognition, timely uplifting exemplary individuals and groups, and widely propagating successful models and practices.

In addition to the six outlined tasks, the directive includes an appendix suggesting the identification of certain manifestations of disciplinary breaches, violations, and responsibilities in handling tasks within the City’s political system. This encompasses 12 indicators of disciplinary violations, 9 indicators of evasion, pushing, and irresponsibility in task execution, and 4 indicators of implementing protective mechanisms, encouraging those who dare to struggle, and promoting dynamic, innovative officials.
