Deputy Secretary of the City Party Committee, Chairman of the City People’s Council, and Head of the Steering Committee for Program 04-Ctr/TU, Nguyen Thi Bich Ngoc addressed the seminar.
The seminar has participation of members of the Standing Board of the City Party Committee: Head of the City Party Committee’s Propaganda Department – Deputy Head of the Steering Committee Nguyen Van Phong, Head of the City Party Committee’s Public Relation Department – Deputy Head of Steering Committee Nguyen Lan Huong; Vice Chairman of the City People’s Committee, Deputy Head of the Standing Steering Committee Ngo Van Quy; and representatives of the departments and the cities.
Efforts to obtain the set targets
Implementing Program No.04-CTr/TU dated 26/4/2016 of Hanoi City Party Committee and Plan No.165/KH-UBND dated 31/8/2019 of Hanoi City People’s Committee on implementation of Program No.04-CTr/TU dated 26/4/2016 of Hanoi City Party Committee on “Socio-cultural development, quality improvement of the Capital’s human resources and building of elegant and civilized Hanoi people in the period of 2016-2020, right from early 2019, the Steering Committee directed the comprehensive implementation of the goals, tasks, targets, schemes and projects in Program No.04-CTr/TU and plan No.165/KH-UBND of the City People’s Committee to ensure the scheduled progress; and the Standing Steering Committee has regularly urged relevant departments, sectors, districts and towns to propagandize and develop plans and propose solutions.
Units, departments and sectors have also made efforts to achieve the set targets. Specifically, Hanoi Department of Culture and Sports has proposed a self-control plan, strengthened socialization and effectively managed and exploited cultural institutions managed by the Department of Culture and Information; reinforced management, repair and promotion of value of the relics and the tourist attractions; intensified management of artistic activities and cultural exchange, especially before, during and after the Lunar New Year and activities for US-Korea Summit; and successfully organized 35 cultural and sports events and launched propaganda in the space of Hoan Kiem Lake Walking Street.
Hanoi Department of Tourism continued to urge the districts, towns and cities to implement the City’s Resolution and Plan on Hanoi Capital tourism development in the period of 2016-2020 and the following years; review and survey the tourism potential of cultural and historical relics, trade villages, landscapes and tourism attractions in the area; and select and plan to focus on development investment into 01 – 02 particular tourism products of the locality.
Hanoi Department of Information and Communications completed the draft plan of Hanoi press arrangement, development and management until 2025 according to the national press development and management planning until 2025, and continued to instruct the agencies and units for strictly implementing the Regulation on speech and information provision for the press of the state administrative agencies in Hanoi city.
Hanoi Department of Education and Training continues to coordinate with 30 districts, towns, departments and sectors in completing the Project on “Reviewing, adjusting and supplementing the school network planning in the City” and submitted it to the City for approval; and concentrated on directing the innovation of teaching contents and methods, attaching importance to comprehensive development of the learners’ qualities and capabilities and enhancing the content of educating life skills for students.
Hanoi Department of Health has strengthened to supervise public healthcare and epidemic prevention at all levels; regularly assigned medical staff to the hospitals to actively monitor the cases, promptly advise the levels on the epidemic situation and measures of epidemic prevention; issued a plan on quality improvement of medical examination and treatment at the public hospitals and state management of non-public hospitals; assessed hospital quality management in the year; and urged and guided the units for building projects on medical examination and treatment network development …
Up to now, 04/19 targets of Program No.04-CTr/TU have been achieved: rate of the communes having physical education and sports areas based on the new rural construction criteria, rate of the poor households in the end of period, rate of the underweight malnutrition for children under 5 years (< 8.5%); rate of the communes, wards and towns meeting national standards on health; 1.16% of the poor households in late 2018; and the City’s poverty elimination for the period of 2016 – 2020 achieved two years in advance (rate of the poor households < 0.6% if deducting the poor households having social sponsor policy).
Building elegant and civilized Hanoi people
Hanoi Department of Culture and Information and other departments and agencies effectively deployed the building elegant and civilized Hanoi people in the “All people unite to build cultural life” movement; continued to implement code of conduct and civilized lifestyle in weddings, funerals and festivals; and directed the localities to implement propaganda well before, during and after the festivals.
Hanoi Department of Culture, Sports and Tourism has developed a propaganda plan on the code of conduct in 2019; advised the Program Steering Committee to issue a specialized inspection plan for implementing the Code of Conduct of cadres, civil servants and officials, employees in the agencies of Hanoi City and the Code of conduct in public areas of Hanoi City. Hanoi Department of Education and Training continued to promote mass teaching of “Education of elegant and civilized lifestyle for Hanoi students” in high schools; effectively deployed the model of “psychological counseling room” in high schools and regularly concerned about improving the quality of moral education, lifestyles, and life skills for the students.
Hanoi City Party Committee’s Propaganda Department proactively strengthened the direction of the locality, the Fatherland Front, the political-social organizations and the Party committees directly under the Party Committee in strictly implementing propaganda on 02 Codes of Conduct to build elegant and civilized Hanoi people and continued to promote the “Studying and following Ho Chi Minh’s moral example” and the “All people unite to build cultural lifestyle” movement and effectively implemented the movement to build cultural families and cultural units, protect the good cultural values of Hanoi people.
Review targets and schemes to speed up completion of Program 04
At the meeting, the Chairman of Hanoi City People’s Council Nguyen Thi Bich Ngoc, Head of the Steering Committee of Program 04 evaluated, in the first quarter of 2019, the City had 3 highlights as organizing the Lunar New Year; successfully organizing important cultural and political events at world and national level; a number of targets of the projects implemented in the first quarter such as the school milk program and building of the elegant and civilized Hanoi people…
Regarding the mission of 2019, Mr. Nguyen Thi Bich Ngoc emphasized that the goal was to basically complete the targets set out in Program 04. With this goal, the Program Steering Committee should work with the Departments to control and give specific solutions for each sector, especially unfinished targets. In particular, the Chairman of Hanoi City People’s Council required for creating quality and progress in the targets of the program. Specifically, in building elegant and civilized Hanoi people through the implementation of the Code of Conduct … in the second quarter, it is necessary to provide a set of guidelines for handling violations and develop traffic safety documents …
For slow schemes and project, the Steering Committee needs to immediately review to urge and speed up the progress. In addition, it is necessary to continue to arrange the apparatus according to Resolution No.39, mainly following the autonomy mechanism of the units in education and training, culture and sports and labor, war invalids and social affairs…
