.On the morning of December 12, 2023, at the Information and Exhibition Center, 45 Trang Tien Street, the Hanoi Department of Culture and Sports held the Summary and Prize Presentation for the Creative Painting Competition on “Preserving, Conserving, and Promoting the Values of Historical and Cultural Relics in Hanoi” and the Design Campaign for Decorating Hanoi in 2023.

In May 2023, the Organizing Committee launched the Creative Painting Competition on “Preserving, Conserving, and Promoting the Values of Historical and Cultural Heritage in Hanoi” and the Design Campaign for Decorating Hanoi in 2023. This initiative reached out to numerous artists, companies, enterprises, and organizations, as well as specialized art and graphic design universities in the city.

People’s Artist Tran Quoc Chiem, Chairman of the Hanoi Union of Literature and Arts, and Chairman of the Jury, delivered remarks at the Summary and Prize Presentation Ceremony.

After four months of initiation, the Organizing Committee received 165 entries from both professional and amateur artists representing various agencies, units, and provinces nationwide, including Ho Chi Minh City, Hanoi, Nam Dinh, Hai Duong, Hung Yen, Ha Tinh, Thai Binh, Phu Tho, Vinh Phuc, Dak Lak, and more.

Following the working regulations, the Evaluation Council, consisting of managers and experts in fine arts, graphic design, urban planning, architecture, literature, and art, along with representatives from the Propaganda Department of the Hanoi Party Committee, worked objectively, fairly, and responsibly. They selected the top 16 most outstanding artworks for awards, including 01 First Prize, 02 Second Prizes, 03 Third Prizes, and 10 Consolation Prizes.

Distinctive features of this Year’s Design Campaign for Decorating Hanoi in 2023 include the Organizing Committee’s addition of more awards and the separation into two distinct decoration forms: the street decoration form and the cluster model and gateway decoration form. The purpose is to encourage artists and units to focus on ideas and creativity for the cluster model and gateway decoration form, contributing to new urban decorative highlights for the city.

Following the launch, the Organizing Committee received 90 entries participating in the competition with two lighting decoration forms: the street decoration form and the cluster model and gateway decoration form.

The Evaluation Council organized the preliminary round of judging, selecting 24 qualified artworks to propose lighting decoration options for the occasion of welcoming the new year in 2024, celebrating the Party, the Year of the Wood Dragon, and various national and capital holidays and commemorations in 2024. In the final round, the Council chose 13 award-winning artworks in the City Decoration Design category, including Individual Awards: 01 First Prize, 01 Second Prize, and Group Awards: 01 Second Prize, 04 Third Prizes, and 06 Consolation Prizes.

In the overall assessment of the submitted artworks, People’s Artist Tran Quoc Chiem, Chairman of the Hanoi Union of Literature and Arts, and Chairman of the Jury, stated: Both competitions have mobilized the talents, dedication, and intelligence of many artists, companies, businesses, and universities specializing in fine arts and graphic design. The judging panel has selected numerous artworks with diverse expressions and rich content. Many lighting decoration designs exhibit a modern artistic style, surpassing traditional approaches, incorporating new technologies such as LED lights and 3D hologram fan technology for projection, shaping events or themes for each year. Notably, the First Prize-winning street decoration design and the Second Prize-winning cluster model and gateway decoration design feature floating blocks using suction technology and LED lights with changing colors. All the submitted propaganda paintings effectively conveyed the competition criteria, showcasing diverse elements such as composition, artistic technique, and a rich variety of colors. Many entries exhibited a fresh artistic style, transcending conventional approaches in creating propaganda paintings. These artworks highlighted themes such as promoting the preservation, conservation, and promotion of historical and cultural values in the Hanoi Capital region; conserving and promoting the values of traditional cultural heritage; safeguarding, preserving, and promoting the values of intangible cultural heritage. They aimed to enhance the awareness and responsibility of the general public, various sectors, and authorities in preserving, conserving, and promoting the historical and cultural values within the Hanoi Capital area.

Through these two competitions, the Organizing Committee successfully selected suitable and innovative artworks to serve the city’s decoration and visual propaganda efforts. This initiative aimed to beautify the urban landscape and intensify propaganda activities along streets, traffic islands, and key locations in the city, giving a fresh appearance to the Capital as it approaches the new year of 2024 and welcomes the Year of the Wood Dragon. In 2024, the Hanoi Department of Culture and Sports looks forward to continued collaboration with delegates, businesses, and artists to introduce new design models for the city’s propaganda decoration work, contributing to the ongoing enhancement of Hanoi’s beauty and reinforcing its status as a millennium-old capital, a city for peace, and a creative city.

In a concerted effort to intensify outreach to a broad spectrum of artists, art associations, advertising entities, as well as the general public, the Organizing Committee is presenting an exhibition featuring the 29 most outstanding artworks from the two competitions at the Information and Exhibition Center at 45 Trang Tien. The exhibition runs from December 12 to December 19, 2023.
